China’s Investments in Europe Doubled in 2010

According to Chen Jian, China’s Vice Minister of Commerce, China’s 2010 investments in Europe jumped to US$6.8 billion, registering a 102 percent growth over the previous year. Europe accounts for 10 percent of China’s total foreign investment.

According to the Commerce Ministry, China’s total foreign investment reached US$68.8 billion in 2010. Spread over 178 countries and regions, 70 percent was in Asia, followed by Africa and then Latin America. The statistics showed that State Owned Enterprises accounted for most of the companies making foreign investments overseas.

It was reported that the challenges these Chinese enterprises face are in the areas of business strategy, environment, national resource management, and human resources. Yao Zhizhong, Director of the Institute of World Economics and Politics at the Chinese Academy of Social Sciences, stated that, in addition, they face “notions coming from the European countries.” “The EU should loosen its restrictions on Chinese enterprises and break through its notions and prejudice against Chinese companies.”

Qiushi Theory Launches English Web Edition

On October 1, 2011, the website of Qiushi Theory launched its English edition at http://english.qstheory.cn/. The selections at the new site include news, leaders, politics, economics, culture, science and education, law, society, Party information, and letters to the editor.

According to Qiushi Theory, the mission of the English site is to “carry out the ‘Going Global’ strategy of central government media. It will further enable the publications of the Party’s central organs to improve their influence by timely and effectively broadcasting China’s voice to the world.” “In addition, it will carry political news and important articles from other key government news websites. Qiushi Theory English edition provides a new channel to enable international society to gain accurate and in-depth understanding of the ruling ideology, decision making, and development path of the Chinese Communist Party and the Chinese government.”

Xinhua: Oversea’s Chinese Condemn the U.S. Arms Sale to Taiwan

Xinhua quoted the National Association for China’s Peaceful Unification (NACPU), which is based in Washington DC as strongly condemning the U.S. arms sale to Taiwan. NACPU claims that the oversea’s Chinese population in the Washington DC region strongly oppose the U.S. arms sale to Taiwan. Wu Huiqiu, president of the NACPU called it an “unwise decision” which “casts a shadow over the US-Sino relationship” and will “hinder the development of cross strait relations.”

On September 21, 2011, the U.S. announced the decision to sell arms to Taiwan. A number of times, China has strongly criticized and objected to the decision.

Sixth International Forum for Chinese Media Held in Chongqing

China News Service published an article on the sixth International Forum for Chinese Media that was held in Chongqing, Sichuan Province from September 17 to 19, 2011. There were close to 600 participants from 50 countries and regions. The forum focused on the ongoing changes in the world’s media environment, transformation opportunities for Chinese media, and the scientific development of the social livelihood issues that Chongqing faces.

The “Chongqing Declaration” was released at the end of the forum. It focused on the subject of the roles that overseas’s Chinese media play on the world’s media stage. According to the Declaration, oversea’s Chinese media will have growing opportunities as “the western language dominance weakens on the world’s media platform.” The article stated that in order to make themselves known to mainstream society, oversea’s Chinese media need to rely closely on the overseas Chinese people to promote further cooperation with and development of the local economy. While the emergence of new media technologies presents both challenges and opportunities for oversea’s Chinese media, they should maintain close cooperation and connections with their home countries including the mainland, Taiwan, Hong Kong, and Macau, so they can be an international media outlet that speaks for their country.

Mainland Media Tour Group Visited Taiwan

On September 22, 2011, Zhou Xishen, vice director of Xinhua, led a group consisting of leaders from 10 major Chinese media entities to tour Taiwan for an 8 day visit. China Times, one of the four biggest newspapers in Taiwan, arranged the tour. It included meetings with major Taiwan news media to establish future cooperation.

The media group included People’s Daily, Xinhua, Economic Daily, China National Radio, CCTV, and China Radio International. This is the third time that top Chinese central media have come together to visit Taiwan.

“Why Do Presidential Candidates, for No Reason, Always Pick China as a Topic”

People’s Daily Oversea’s Edition carried an article questioning why, without reason, presidential candidates always pick China as a topic.

The article named republican presidential candidate, former Massachusetts Governor, Mitt Romney. According to the article, even when Romney seems to lose his approval rating due to the high profile candidacy of Texas Governor Rick Perry, Romney’s words to “attack China” grow stronger in areas from trade, to patent rights, to currency. The article also mentioned the comments that Romney made in 2006 during his visit to China when he was the Massachusetts Governor, “China is a stronger competitor than expected. … It is important for the U.S. to interact with China based on free trade. … The US-China relationship should be bridged instead of building a concrete wall.”

The article points out that Romney’s inconsistent remarks and inter-changeable principles "demonstrate the bad trait of U.S. politics." It calls the U.S. “a country that is constantly looking for an opponent” and criticized the two parties for their “ignorant, arrogant, extreme statements (on China)” in order to attract voters’ attention.

The Party Must Guard against Western Enemy Forces

An article in Qiushi Theory published on September 17, 2011, discussed a seminar that the Organization Department of the Chinese Communist Party Central Committee and the National Party Construction Research Center held prior to July 1, 2011, to memorialize the Party’s 90th anniversary. The seminar included a review of Xi Jinping and Li Yuanchao’s latest speeches. It also covered the following four major topics: the Party’s major achievements and lessons learned over the past 90 years; Party development in the new environment; ways to improve the Party’s scientific development; and experiences and lessons learned from the ruling parties of overseas countries.

The seminar addressed a lesson learned from the collapse of the Communist Party of the Soviet Union and the Eastern European countries: that economic and political reforms should be adjusted according to a nation’s internal affairs and cannot blindly follow in another country’s footsteps. The seminar also emphasized that lessons can be learned from the recent political crises in the mid-East and north African countries, and concluded, “We should be on guard against the propaganda from the Western enemy forces when dealing with ‘Color Revolutions’ and must firmly resist different forms of interference.”

Qiushi: Why the Chinese Style Socialist System Is Better Than the Western Capitalist System

Qiushi Theory carried an article originally from Beijing Daily that laid out the drawbacks of the capitalist system while listing the positive features of the Chinese style socialist system. It concluded that the socialist system has a stronger vitality and demonstrates significant advantages to the world.”

The article suggested that the capitalist’s over-protect their capitalist interests, private and personal interests result in an over emphasis on the free market, the multi-party system of administration, and personal values. It attributed the economic crisis around the world to “the greed of capital and its lack of control.” It also faulted the capital system because the protection of personal interests results in a lack of ability to bring about a common agreement. “When it comes to making key social, political and economic decisions, capitalism lacks centralized power.” Lastly, according to the article, the capitalist system lacks a long term strategy and consistent growth.

As to the advantages of the Chinese style socialist system, the article noted first that “the common goal is to get rich together.” The various social classes are the consistent driving force for the nation’s development power. Second, the system carries “incomparable advantages in social mobilization and resource collection because Chinese style capitalism adheres to democratic centralism.” Third, the system is reliable and stable with long term goals. Fourth, the system is based on the clear understanding of each developmental stage and is constantly undergoing social reform.
