Chinese Communist Party’s Buildup in a Private Manufacturing Company

Baocheng Machinery Group, China’s leading industrial boiler manufacturer, is based in the northern city of Tianjin, with 2,200 employees and capital of 2.1 billion yuan (US$0.32 billion).  
Xinhua recently did a special article on the growth of the Chinese Communist Party organization in this private company as part of the CCP’s ongoing nationwide campaign to promulgate the Party and expand Party organs across the country. As early as 1993, Baocheng established a joint CCP branch within some local branches; 1997 saw the launch of its independent Party branch; in 2000, Baocheng became Tianjin’s first private company to host a Party committee, a higher level organ, as the membership had grown. With 103 CCP members and seven branches, the Party committee, together with the Board of Directors and the management team, is now one of the three pillars of the corporation’s governance. As 90% of the corporate leadership positions and most mid to upper management are CCP members, the Party has been directly involved in major corporate decisions such as strategic planning and important appointments.

Ministry of Culture Plans for Large Scale Training in the Culture Industry

The Minister of Culture Cai Wu, disclosed during the current “Two Sessions” (the National People’s Congress and People’s Political Consultative Conference, China’s rubber stamp political advisory body) that, over the next five years, training sessions have been planned for 240,000 full time and 300,000 part time employees in the culture industry so they can become “the leaders in developing the public cultural service system.” “We need to put effort into developing a cultural team at the grassroots level. A cultural public service system … needs to be effective, controllable, and have high-tech equipment in order to meet the public’s demands.” Cai added that it is a most important task during the era of “developing socialist culture with Chinese characteristics.”

China to Conduct over 20 Space Launches in 2011

The chief designer of the Chinese "Shen Zhou" spacecraft recently disclosed that China intends to conduct over 20 space launches in 2011, compared to 15 in 2010. The missions include its first target spacecraft “Tian Gong No. 1,” the “Shen Zhou No. 8” space shuttle, as well as the first unmanned space docking test. In November, China’s first Mars exploration space probe is to be sent by Russian carrier rocket.

China’s five-year (2011-2015) space plan focuses on space detection, earth observation, information utilization, and breakthroughs in space technology and applications. The year 2020 will see the accomplishment of the exploration of the Moon and Mars, the establishment of a high resolution earth observation system, and a global positioning system.

CASS: Yellow Book on China Model and Warning on Collapse of Russian Communist Party

On March 1, 2011, the Chinese Academy of Social Sciences (CASS) published its World Socialist Yellow Book. The book attributes China’s economic success to its own development model. It points out that China will neither accept any forms of foreign intervention nor export its development model or value system.

On the same day, CASS released a new book "Ju An Si Wei (Preparing for Danger in Times of Safety) – Recollections on the 20-Year Anniversary of the Collapse of the Russian Communist Party." The book concludes that the root cause of the collapse of the Russian Communist Party was not the Russian socialist system, but rather the corruption within the the Russian Communists. It pointed out that during the late 1970s and the early 1980s, corruption went uncurbed and reached an alarming level, resulting in an “elite class” that gained absolute control over the army, Party, and government organs at both the central and local levels.

Beijing Daily: Actively Guard Social Stability and Harmony

During the “Two Sessions,” Beijing Daily published an editorial stating that, in the midst of social turmoil in the Middle East, foreign forces with ulterior motives are attempting to use the Internet to stir up social crises in China. The editorial reminds people to protect China’s economic accomplishments and the social stability that it has gained over the past 30 years.

The article also warned those foreign forces who intend to encourage illegal gatherings and incite “street politics” that the Chinese people do not welcome their attempts, which will eventually end up in failure. The article concluded, “Safeguarding stability is the wish and voice of the entire Chinese people.”

China Review: Key Focus of the US-China Relationship is Shifting

“The U.S. is shifting the focus of the U.S.-China relationship from the economy to politics, the military and security,” according to a commentary by the China Review, citing the recent U.S.-Korea military exercises, Hilary’s statement and the appearance of the U.S. fleet in the Yellow Sea.

The commentary suggested that the shift was caused by the U.S. inability to have China change its currency exchange rate while China remains as the largest debt holder of the U.S. The recent actions taken by the U.S. in Asia were to take over its lost influence from China, increase its strategic pressure on China and limit China’s overseas expansion.

Party Political Bureau Passed ‘Opinions to Exercise Open Management of Party Affairs’

On August 20, the Party Political Bureau passed the “Opinions to exercise open management of party affairs at the party’s grass roots level," thus giving more flexibility and less restrictions.

The meeting emphasized inter-party democracy and called for exercising open management of party affairs, separation of party affairs from management administration and increasing party members’ rights to participate in party affairs.

Ministry of Justice Completes First Round of Training of 2,799 Directors from the Judicial Bureau

The Party Organization Department within the Ministry of Justice organized a 10-day training session, which was attended by 2,799 Directors of the Judicial Bureaus at the city and county levofel. The training encompassed eight sessions and lasted one year.


The main areas of the discussions were carrying out the “three-key-works,” covering the reduction social conflicts, renovating social management, practicing clean government and enforcing social justice. It also included topics on maintaining social harmony, stability, and promoting economic development. Over a dozen experts and professors from the Central Party School conducted forums on strengthening party development at the grass roots level, various measures in handling sudden incidents, and guiding public opinion.
