20,000 College Graduates to be Assigned Village Leadership Positions

The Organization Department of the CCP Central Committee announced that in the next five years, it will select 20,000 college graduates each year and send them to the countryside to take village leadership positions, 80 percent of them must be party members and have a four-year college degree.

CCP’s Political Bureau To Firm Up Anti-Corruption Stance

CCP’s Political Bureau of the Central Committee held a meeting on May 22 and passed the following three regulations to tackle corruption: “The Accountability System of Party and Political Leaders,” “Conducting Inspection Work by CCP Members,” “Self-discipline of Conduct by Leaders of State Owned Enterprises.”

Hu Jintao hosted the meeting.

Government to Curb Steel Production

Ministry Industry and Information Technology has serious concerns over surplus in steel production and recently issued an urgent directive to curb the steel production plant. The notice titled “Control the Over Production in Steel Manufacturing” urged the commercial banks to discontinue the lending to those factories who continue to grow its production while disregarding market demand. The notice stated that “total production in 2009 only needs to maintain at 4.7 billion tons to meet the demand while the production output has exceeded between 25 – 30 percent.”

The latest statistics released by the Custom office suggested that the steel export in April was 1.4 million ton, 260,000 ton less than March and down 70.5 percent compared with the same period last year. April year to date export was 6.55 tons, down 59.5 percent compared with last year. For Jan and Feb, large to mid size steel factories lost 15.5 billion yuan, which have been five straight months of financial loss since last October. Among those, half of the factories with production output above 5 million tons suffered financial losses.

Foreign Investment Continues to Decline in April

Foreign investment in China continues to decline in the past seven months. According to Ministry of Commerce, foreign investment in April was down 22.5 percent to US$5.89 billion compared with the same period of last year and 9.5 percent down from March. The countries with the largest decline were Korea, US and Hong Kong where Hong Kong accounts for 45 percent of total foreign investment in China.

City of Beijing Raise Water Prices

Beijing plans to raise water prices to resolve the water shortage crisis due to the six year delay of “South-North Water Diversion” project. Water prices increased four times since 2001, from 3.01 to 5.04. The city is also considering monetary award to encourage reduced water consumption.

On the One Year Anniversary of Wenchuan Earthquake

On the one year anniversary of Sichuan Wenchuan Earthquake, Xinhua’s front page carried a number of articles praising the Party’s earthquake recovery effort. While the state media continues to attribute the earthquake to natural disaster, building structure defects have remained a major outcry among the grieving parents, whose voices were completely suppressed by state media. According to VOA, of those who tried to conduct independent investigations of the earthquake, 80 percent have been summoned by the police. Some had their photos erased while in police custody.

Xinhua’s Blog on Bombing of Chinese Embassy in Yugoslavia: We Can Not Forget their Blood

On the tenth anniversary of the bombing of the Chinese embassy in Yugoslavia, Xinhua started a blog in memory of the incident and to ask the Chinese people not to forget about the past.

The blog had the following in the introduction: “Today is the ten year anniversary of the attack on our embassy in Yugoslavia. Ten years ago on May 8, US air force dropped 5 bombs to attack China’s embassy in Yugoslavia resulting in the death of three Chinese reporters… (The attack) enraged of tens and millions of Chinese college students and patriotic civilians. Looking back on the attack and how the US government handled themselves, it is not inappropriate at all to describe them as ‘arrogant’ and ‘barbarian.’ The attack was arrogant and the after attack was even worse. It was the tremendous amount of sincere effort from the Chinese people that has reconciled the cooperation between the two countries. But the US is still on guard against us and the underlying hostility still remains… We shall not forget the past as many incidents are worth remembering…”

Navy Commander & Political Commissar: No to Nationalization of Armed Forces

In the latest Qiushi magazine, Wu Shengli, Navy Commander and Liu Xiaojiang of Navy’s Political Commissar co-authored an article and firmly insisted that the Chinese Navy shall only follow and advance under the party’s command and leadership. It must firmly resist the influence created by ideologies such as “nationalization of the armed forces and non-party or non-political Army.”
