Outlook Weekly Praises the Progress of US-Sino Relationship and Warns the Obstacles Ahead

A commentary by the Outlook Weekly calls the meeting between Obama and Hu one of the highlights at G20. Two major milestones were achieved from the meeting, the article cited, “building a positive, cooperative and comprehensive relationship in the 21st century” and “establishing a Strategic and Economic Dialogue group”. It named the meeting a historic event which “has set a stage and tone of US-Sino relationship in such a swift and highly efficient manner and carries a significant meaning on the future development of both sides”.

The article also warned a few obstacles along the path including the actions taken by US congress on Tibet and Taiwan issues, Pentagon’s “intention to stir up the South China Standoff” as well as some “anti-China force continues to embark on the trades and currency issues”.  It concludes that the future of US Sino relationship remains a major task for both countries to resolve.

Bank of China to Enter the News Industry

Bank of China is set to enter the news industry and make it a key sector of the bank’s 2009 operational plan, according to Wang Zhaowen, the spokesperson of Bank of China. Bank of China foresees the news industry as a potential sector with growth opportunities and wishes to provide comprehensive services including banking, security, insurance, investment and financial consulting.

Public Security Conference Tackles Accidental Death of Jailed Inmates

In a recent anti-corruption conference held by the Public Security Bureau in Beijing, Zhu Chunling, Party Committee of Public Security Department and the Chief Inspector, instructed the security bureaus at all levels to take "accidental death" of jailed inmates as a serious issue to address in 2009.

A number of "accidental death" incidents in detention centers were disclosed on the Internet recently causing a strong public reaction to torture and abuses by the security bureau forces.

130,000 Emergencies Reported in Hebei Province in 2008

According to the Emergency Management Teleconference in Hebei Province, close to 130,000 incidents took place in Hebei in 2008, causing 6308 deaths and economic loses of 10.5 billion Yuan. Examples include coal mine accidents as well as milk poisoning from the San Lu milk powder scandal.

All levels of municipal entities at the district, village, town, and city level are instructed to finalize their emergency plans by the end of March. So far, 165,000 plans are reported in place and subject to provincial review.

Urban Enforcement Team Formed in Guangdong

A group of urban administrative enforcement teams was formed by Guangdong Nanshan branch of the Public Security Bureau. It consists of 1000 policemen, district security guards and militia. They will assist the Public Security Bureau to deal with urgent incidents to ensure social stability.

Two More Soldiers Killed in Chongqing Shooting

New Tang Dynasty Television’s website carried a series photos of the crime scene where two military soldiers were shot to death on the evening of March 20.

On March 20, one day after a security guard was shot to death and his weapon taken by the suspects in Jiang Bei District of Shi Qiao Pu in Chongqing, Sichuan province, two soldiers were shot to death around Yu Zhou Hotel in Chongqing. Police are actively searching for the suspects throughout the city. There were also rumors that the suspect only targeted uniformed military personnel.

3000 District Procurators to Take Part in Intensive Training

Following the intensive training of 3000 top Public Security Bureau officers, the Supreme People’s Procuratorate recently called for an intensive training session for 3000 general procurators from the district level. The training started on February 26 and will end before 2010. Cao Jianming, Procurator-General of the Supreme People’s Procuratorate, calls the training an unprecedented event of historic significance.

There are over 3000 district procuratorates nationwide which accounts for 80 percent of the total.

Nuclear Industry Veterans Protest In Guangdong Province

120 veterans went to protest in front of the Guangdong provincial office and requested a settlement for medical benefits. The veterans have been working in a factory that produces nuclear material and claimed to have been exposed to various levels of nuclear radiation over the years. According to Civil Rights and Livelihood Watch, many of them have been diagnosed with various chronicle diseases but are unable to afford medical care. One veteran told the reporter that he suffers from extreme fatigue. Some of his colleagues have died at an average age of less than 40 years old.
