Nine Commentaries on the Chinese Communist Party: Common Sense of the 21st Century?

In 1776, a booklet titled Common Sense fueled the growing discontent among the King’s subjects in America. Thomas Paine’s simple words, logic, and conviction gave millions of Americans a cause to fight for. A revolution began. A great nation was born.

In 2004, a book called the Nine Commentaries on the Communist Party was published. The book made piercing revelations about the Chinese Communist Party’s evil nature, and predicted the Party’s demise in the near future. Millions across China have surreptitiously read the book, and passed it on to friends and family. Will this book do in China what Common Sense did for the American Revolution? Will this book change people’s outlook about the future of China and inspire them to fight for a future without Communism? This paper explores the answers.

A Brief Summary of Jiu-Ping (Nine Commentaries on the Communist Party)

Faced with the nearly impossible task of clarifying the CCP’s nature, its history, current practice, and future in a single book, the authors of Jiu-Ping did a fine job in striking a balance between scope and depth. Historical facts, stories and anecdotes are used to support the analysis and conclusions.

The nine chapters are divided according to the Party’s different attributes, or characteristics, rather than along socio-economic lines, or policies. Each chapter reads like a complete paper, with a foreword, main contents, a conclusion and references (in the English version). Here we only touch on the contents. The synopsis that follows can in no way capture the depth and breathe of the entire book. We therefore recommend reading the Nine Commentaries in its entirety to achieve a full understanding of all that it encompasses. [1]

Chinese Language Rises Amid Financial Crisis

The fourth annual Confucius Institute will be held in Beijing December 11 to 13. As a press conference for the event, Xu Lin, the Director of the state agency Hanban, and The Chinese Language Council International under Ministry of Education, commented that the impact on Confucius Institutes and overseas Chinese language promotion is counter-cyclical. 

Xu, also the Executive Director of the Headquarters of the Confucius Institute, explained that as China has not been hit hard by the financial crisis, and many foreigners wanted to learn how Chinese deal with the crisis, the demand for Chinese language learning has been increasing. 
According to the data provided by Hanban, by the end of 2008, 249 Confucius Institutes have been established in 78 countries. Within the crisis year of 2009, 33 more Confucius Institutes and 10 more countries were added. The theme of this year’s annual conference is “Confucius Institutes and Community Service.”

New PLA Command Regulations Cover Emergent Reactions

Chinese President and Chairman of Chinese Communist Party’s Central Military Committee, Hu Jintao, recently issued new PLA command regulations for all branches of the army. The regulations give clear stipulations for commands at all levels and all branches geared toward “new situations and new requirements of the military struggles in the new era.” In particular, the new regulations include the PLA’s responses to multi-level security threats, combat situations involving information warfare, organization, and command operations in response to emergent incidents.

Minister of Public Security: Internet a Major Tool of Anti-China Forces

In a recent article in Qiushi Journal, publlished by the CCP’s Central Committee, Meng Jianzhu, the Minister of Public Security and a State Councilor, claimed that the Internet has become a major tool of anti-China forces. 

Meng considered current Chinese society to be characterized by intensified conflicts among the people, high incidents of criminal offenses, and complex struggles against the enemy. “The Internet has become an important means used by anti-China forces to infiltrate, sabotage, and amplify destructive damage, posing new challenges to the public security authorities in safeguarding national security and social stability.” Meng demanded strengthened development of six networks so as to achieve full range of control over the dynamic society, including a street-level prevention and control network, a community prevention and control network, a workplace prevention and control network, a video surveillance network, a regional police cooperation network, and “virtual society” prevention and control.

Strategic Cooperation between Ex-Im Bank and Ministry of Culture

On November 27, China Arts & Entertainment Group (CAEG) signed a strategic cooperation pact with the Export-Import Bank of China. This is the first instance of a state policy bank providing preferential financing to a large cultural enterprise, said Xinhua

Earlier in March of this year, the Ex-Im Bank and the Ministry of Culture signed the Cooperation Agreement on Nurturing Key Export Oriented Culture Enterprises and Projects. According to the agreement, the Ex-Im Bank is to provide preferential financing to China’s culture industry with at least 20 billion yuan or equivalent foreign exchanges within five years.
Parties present at the signing ceremony, according to Xinhua, believe the cooperation will boost CAEG’s international competitiveness, expand its market share, and promote China’s soft power around the globe.

Outlook Weekly Publishes Hu Jintao’s Epochal Views

The latest issue of Outlook Weekly magazine, owned by Xinhua, published an article titled “Hu Jintao’s Epochal Views.” Although the full text of the article, already in the print version of the magazine, is not seen on the web, major state media have widely reported this article. 

According to Xinhua, “Hu Jintao’s Epochal Views” is a “complete set of basic views that reflect the trend of the current epoch, promote the development of the epoch, and lead the advance of the epoch.” “It embodies major theoretical innovations of the Chinese Communist Party of the new century and new stage on the issues of the current epoch.” “It is mainly composed of fives aspects: the view of profound transformation, the view of a harmonious world, the view of joint development, the view of shared responsibilities, and the view of active participation.”
