Mingpao: Military Exercises near Taiwan Not Meant to Intimidate Tsai, the President-elect of Taiwan

On January 21, 2016, Mingpao, a pro Chinese Communist Party (CCP) Chinese language newspaper headquartered in Hong Kong, published an article titled, “CCTV Broadcasted the PLA Landing Exercises in Fujian after the Taiwan Election. Military Expert: Propaganda Mainly for Internal Audience Rather Than to Intimidate Tsai.” The original article was taken down from Mingpao’s main website on the afternoon of January 27, 2016. However, the article is still available online at Mingpao Canada and on some other websites which have republished it.

Five days after Taiwan’s presidential election, China Central Television (CCTV) broadcasted the news that the 31st Group Army of the People’s Liberation Army (PLA), headquartered in Xiamen, Fujian Province, conducted large scale landing exercises with live ammunition. The 31st Group Army mobilized long-range rockets, howitzers troops, amphibious tanks, and helicopter landing forces. Before 1979, the 31st Group Army, clearly defined as “reuniting China by landing onto the main island of Taiwan,” used to perform shelling of the Kinmen island group and the Matsu Islands of Taiwan. Broadcasting the 31st Group Army military exercises on CCTV, the predominant state television broadcaster in mainland China, triggered much speculation outside of China.

In response, Wu Ge, a military commentator in Mainland China said, “This is a routine exercise. In general, it is mainly used for internal propaganda to satisfy sentimental needs of some extreme nationalists.” Mr. Wu further said, “Tsai Ing-wen has not assumed (the presidency of Taiwan) and has not proposed any policies yet. What made the army so anxious? The main reason was that Xi Jinping was in a tour outside of China. Someone took the opportunity to exaggerate the propaganda. The exercise did not target the Taiwan election. The main purpose of the propaganda targeted Taiwan.”

Tsai Ing-wen’s Possible TPP Strategy: Taiwan Will Go to the World without Going through China

On January 19, 2016, Ettoday, a media in Taiwan, published an article on Tsai Ing-wen’s possible TPP Strategy. Ms. Tsai is the new president-elect of the Republic of China (Taiwan). While China and Taiwan’s cross-strait trade negotiations are all temporarily on hold before Tsai takes office, some people are worried that Tsai’s government may hinder Taiwan’s economic integration with other regions.

However, one official from the National Development Council in Taiwan released the information that the United States might help Taiwan to “by-pass” China by supporting Taiwan to join the Trans-Pacific Partnership (TTP) so as to counterbalance China. The TPP is a US-led trade agreement that includes twelve Pacific Rim countries. The treaty was signed on October 5, 2015, after 7 years of negotiations in which China was absent. A Taiwanese official who did not give out his name explained, “For Tsai Ing-wen, Taiwan will go to the world without going through China.”

People’s Daily: Beijing Public Security Bureau Openly Recruits Internet Police Volunteers

People’s Daily and Beijing Youth Daily published an article on January 14, 2016, titled “Internet Police Volunteers Reported over 15,000 Online Clues (for Police Investigations). The Main Force Consists of Young People Born in 1980s and 1990s.” According to the article, the Beijing Public Security Bureau started to recruit "Internet Police Volunteers” in 2014. By December of 2015, he Beijing Police had recruited over 3,000 people as members of its team of “Internet Police Volunteers.” The team has submitted over 15,000 reports on “clues leading to potential criminals.” Based on the reported clues, the official "Beijing Internet Police" gave “educational warnings” to 8,400 Internet users, released over 1,400 warning tips through Chinese micro blogs and the Chinese Internet messenger (WeChat) and uncovered 210 “criminal activities and public security cases.”

The recruited “internet police volunteers” are from all over China. 80 percent of them are young people born in the 1980s and 1990s. These “volunteers” who work regularly at scientific research institutes and security companies, also actively carry out “safety inspections” on over 45,000 websites that are in the records of the Internet Security Headquarters. They use their professional technological skills and inspection equipment in their work. The article on People’s Daily and Beijing Youth Daily on January 14, 2016, calls for more people to join the “Internet Police Volunteers” team by sending an email to a listed email address.

Xinhua: China Faces Serious Shortage of Pediatricians

China faces a shortage of pediatricians. With the launch of the new two-child policy which is replacing the one-child policy, Chinese parents are wondering where they will find pediatricians for their children.

In 2012, there was only 0.43 pediatric specialists for each 1000 children in China, or only 96, 000 pediatricians for the 220 million Chinese children who were less than 14 years old. By comparison, in the United States, the ratio is 1.46 pediatricians for every 1000 children. Because of the shortage of pediatricians, many Chinese hospitals have had to shut down their pediatric departments. As China has just replaced its one-child policy with the two-child policy, the expected dramatic increase in births will make the pediatrician shortage even more severe.

Because they have longer working hours and a higher work load, pediatricians encounter more medical disputes with parents. In addition, pediatricians earn less income compared to doctors in other fields because children need smaller dosages of medication. (Editor’s note: The Chinese regime encourages doctors and hospitals to sell extra prescriptive drugs to patients. Whether the patients need so much medication or not, the doctors in China prescribe an abundance of expensive drugs for them. It is a secret rule in China, which is, nevertheless, fairly well known to “Use drugs to get income for doctors.”)

Caixin: The Founding Fathers of the United States Created a Superior Structure for the System

On December 31, 2015, Caixin, a media group that is close to current top CCP leader Xi Jinping, published an article titled, “The Reform of the Structure That Enables Reform of the System Is the Most Important (action).” There are three levels of social reforms in the history of mankind: 1) Reform at the Technological Level; 2) Reform at the System Level (the Rules of the Game); and 3) Reform of the Structure of the System Level (Rules for the Rules of the Game).

According to the article, the 1st (technology) and the 2nd (system) level reforms can be achieved by a few social elites or by an authoritarian government. Such reforms are not sustainable and cannot adapt to social and economic changes. The 3rd, the structure for the system level reform can be realized based on the newly formed social consensus and the social contract. Only after the completion of the 3rd reform in a country can that country be regarded as an open society. Social and economic development will then embark on a healthy development track: social development relies on a robust and secure system, rather than counting on a few social elites. In an open society, the government itself is also subject to the limitations and constraints of the social contract.  

“Therefore, in terms of importance, the structure of the system is the first priority. If there is a superior structure for the system, a good system will be derived therefrom. Once there is a good system, it will give birth to advanced technology. I think this is why Washington, Jefferson, Franklin, and other founding fathers of the United States are respected by their posterity: They created a superior structure for the system."

Huanqiu: China May Have Cut Five Ground Force Army Groups

On January 2, 2016, Huanqiu published an article on China’s military reform; it was based on an article from China’s military newspaper People’s Liberation Army Daily. According to the article, China may have reduced 5 of its ground force army groups, going from the previous 18 army groups to 13 army groups. The 5 removed army groups were from the Shenyang Military Region, the Beijing Military Region, the Jinan Military Region and the Chengdu Military Region.

China’s president Xi Jinping had announced on September 3, 2015, that 300,000 troops would be cut. The demilitarization of 300,000 troops mainly targeted the downsizing of land force armies, reducing non-combat institutions and personnel, as well as military official positions. 

 “China’s military reform has triggered massive reshuffles, the influence of which is ‘unprecedented’ in terms of its depth, breadth, and the range of interests affected. Some media call it ‘a system remodeling.’"

Xi’s Camp Hinted That the North Korean Music Troupe Incident Was a Planned Scheme.

On December 18, 2015, Caixin (http://www.caixin.com/), a Mainland China media that is closely related to Xi Jinping’s leadership camp, published a commentary on the cancellation of a North Korean’s music performance in Beijing. This original article was removed from the online site, though the title of the article can still be found on Google.com (朝鲜演出事件与中朝关系_观点频道_财新网).  However, before the removal of the article, some overseas Chinese media had soon reprinted it and added their comments.

On December 18, 2015, creaders.net published an article titled, “Xi’s Camp hinted that the North Korea music troupe incident was a planned scheme.” Caixin’s article, according to creaders.net, implied that the cancellation of the North Korea concert was due to North Korea’s announcement of having developed a hydrogen bomb on the same day when the music troupe arrived in Beijing. This must be the scheme planned by the fraction of Jiang Zemin, who was the former top leader of China. Jiang’s faction attempted to tie up Xi Jinping’s authorities with the North Korean dictatorship.

Jiang’s faction is very close to North Korea’s Kim’s family. Inviting the North Korean troupe to China and announcing having H-bomb in the same period of time could be a scheme plotted by Liu Yunshan, who is Jiang’s follower. On October of 2015, Liu Yunshan, Head of the Chinese Communist Party’s Central Propaganda Department and a member of the Standing Committee of the CCP, attended North Korea’s celebration of the 70th anniversary of the founding of the Kim’s ruling party. Having Xi Jinping’s authorities and North Korea tied up would benefit North Korea on the one hand and attack Xi Jinping on the other hand. Liu Yunshan might have manipulated the Mainland Chinese media to promote the North Korean concert heavily when the troupe arrived.

Beijing Court Commutes Death Sentences of Gu Kailai and Liu Zhijun to Life in Prison

On December 15, 2015, Beijing’s High People’s Court decided that Gu Kailai, wife of an imprisoned former corrupt higher official (Bo Xilai), will no longer have to die for having murdered British businessman Neil Heywood due to the fact that she did not deliberately commit any crimes during the two years she was in prison. In August 2012, Gu received a death sentence with a two-year reprieve. The court commuted her sentence to life in prison.

The Beijing High People’s Court has also pardoned another suspended death penalty prisoner, Liu Zhijun, China’s ex-railway minister, for his obedient behavior in prison. In 2011, Liu was arrested on corruption charges after 40 people died and 192 were injured in the Wenzhou train collision. The court commuted Liu’s death sentence to life in prison.
