Zhou Yongkang Visited North Korea

Zhou Yongkang, a senior Communist official and one of the nine-member standing committee of the Politburo, led a Chinese delegation to attend North Korea’s 65th anniversary celebration of the ruling Workers’ Party of Korea. During his 3-day visit from October 9 to 11, Zhou met with Kim Jong-Il four times. Zhou also “had extensive contacts with the newly elected Workers’ Party leadership.” Zhou also watched a military parade and the evening celebration performance. Kim Jong-Il said that he and the central group leadership would like to visit China often.

People’s Daily: Sino-Turkey Joint Military Training

The People’s Daily website published an article consisting of reports from the U.K., U.S., Russia, and Turkey on the military exchange that China held with Turkey from September 20 to October 4. It stated that “this military exchange is a ‘joint training’ but not a ‘joint exercise.’” China flew its Su-27 planes over Pakistan and Iran to land at Turkey’s air force base, a journey of over 4,000 miles, without aerial refueling.

China’s Largest Law Firm Comes to Wall Street

On October 5, China’s Dacheng Law Office opened a branch in New York, becoming the first Chinese law firm to set foot on Wall Street. According to Chinese News Service, Dacheng is China’s, as well as Asia’s, largest law firm. It employs 1,600 attorneys in China and has offices in Hong Kong, Taiwan, Singapore, and France.

Dacheng’s New York office will conduct business related to the U.S. in the areas of mergers and acquisitions, raising private equity, IPOs, stocks and bonds, and performing asset management. It will also be involved in lawsuits concerning intellectual property rights and international trade.

Chinese Official: It Is Unreasonable for Developing Countries to Limit Greenhouse Gas Emissions

Xie Zhenhua, Deputy Director of the National Development and Reform Commission (NDRC), argued that it is unreasonable to expect developing countries, such as China, which has only a few thousand dollars per capita in GDP, to set a limit on greenhouse gas emissions. Xie admitted that, in China, the total amount of greenhouse gas emissions is still increasing. 
 

Xie contended that “the reasonable growth of greenhouse gas emissions is inevitable” for a developing country. Xie criticized developed countries for not being more responsible. “The more and the earlier (the developed countries) provide capital and technology (to the developing countries), the sooner (the developing countries) will be able to comply with the greenhouse gas emissions cap.”

PLA Daily: The Need for Innovation in Doing Political Work for the PLA

PLA Daily published an article on the need to continue to innovate when involved in political work for the PLA. It asserted that the newly revised “Regulation on Political Work for the PLA” requires innovation when it comes to the subject matter at hand, and to the methods, and mechanisms of political work. A major part of learning is how to use the Internet and apply new technology to political work. The public media should also be used to extend the reach and influence of political work. The article also discussed traditional methods.

Xinhua: ISPs Required to Participate in Stopping Leaks of State Secrets

On October 1, the newly revised “Guarding State Secrets Law” took effect. The new law prohibits passing state secrets over the Internet, other public networks, or through unsecured cable or wireless communication. When a Public Security Bureau, the National Security Agency, or a prosecutory body conducts an investigation into a leak of state secrets, the Internet Service Providers (ISPs) and other service providers for public networks must cooperate with investigation into the leak. They must stop immediately when they find anyone passing a state secret over the media, save the record, and report it to the Public Security Bureau, National Security Agency, or other security agency. Then they must delete the information per the related the government body’s request.

Russian President Visited China; Signed Many Cooperation Agreements

Russian President Dmitry Medvedev visited China from September 26 to 28, including Dalian, Beijing, and Shanghai. On September 27, Hu Jintao met Medvedev in Beijing. After the meeting, they attended a ceremony celebrating the signing of more than 10 cooperation agreements, including a joint statement on comprehensively promoting the Russian-Chinese relationship of partnership and strategic cooperation, a joint statement on the occasion of the 65th anniversary since the end of the Second World War, and a memorandum of understanding and treaties on cooperation regarding resources. Medvedev stated, “The size of my delegation was unprecedented. It shows the high level of cooperation between the two countries…”

CCP Developing United Front Theory in Eight Areas

The CCP will create special project teams to develop the united front theory in 8 areas as follows: the fundamentals of united front work; multi-party cooperation; work with ethnic groups; religion; representatives of non-public businesses; the united front work for Hong Kong, Macao, and Taiwan; non-CCP intellectuals; and the Tibet issue. Each project team will be headed by a senior member from the CCP’s Central United Front Work Department.
