2007 Saw Rise in Economic Crimes in China

Wu Heping, the spokesman from the Ministry of Public Security, told reporters that there were 84,000 economic crimes out of 4.75 million criminal cases in 2007, an increase of 4.2% from last year. This is the fourth year in a row during which China had seen a marked increase in economic crimes.

Among the economic offenses, violations of company regulations and financial misconduct led the increase, rising 15% and 14% respectively.

Beijing’s New Measures on Security

Legal Daily reported that new measures on security for large social activities in Beijing will take effect on March 1, 2008. An official from the Beijing Municipal Public Security Bureau stated that professional firms will be set up to monitor and grant permission for large scale social activities in Beijing.

More than 10,000 policemen, security guards and volunteers will take part in security checking on more than 200 hotels and other public places during the 2008 Olympics.

Young Migrant Workers Need More Education

Members of the Shanghai municipal committee of the Chinese People’s Political Consultative Conference urged the government to provide more education to respond to an escalating crime rate involving laborers born since 1980. They account for 60% of the total migrant population and have become the main labor force in urban areas.

In Shanghai, 1.8 million out of 3 million migrant workers are under 28 years of age. The rate of crime involving young workers is steadily rising. They also called on the authorities to address the problem of defaulted salary payments, a longtime headache for migrant workers and the authorities.

Dealing with Widespread Illegal Land-Use

The Minister of Land and Resources, Xu Shaoshi, reported that more than 2,700 government officials face prosecution in 31,000 land-use violation cases.

Xu reported that 1.3 million hectares were used without authorization, about 20,000 hectares of land were taken over in the name of leases and 66,666 hectares were involved in the expansion of development zones. The courts have convicted more than 300 officials with fines and confiscating property worth 2 billion yuan ($276 million).

Land remains a steady source of fiscal revenue for local governments. To attract foreign investment, they offering investors cheap land. This practice has triggered outrage from the farmers, who are not properly compensated for the appropriated land.

Insider Trading a Serious Problem

The Communist Party’s Central Commission for Inspection and Discipline reported that China will crack down on insider trading by government officials as part of the Party’s renewed effort to limit corruption. Officials and their families who use their positions to profit from insider trading, construction bids, land sales, and trading of property rights will face legal action. Xinhua reported that 25,654 officials were indicted for corruption in 2006 and 23,144 from January to November in 2007. This figure included several high-profile investigations, such as ones that toppled the communist party chief in Shanghai and the former head of the Chinese Food and Drug Administration.

Loving Communism to Be Taught to China’s Youth

Xinhua reported on January 15 that, starting in March 2008, the concept of “giving thanks” will be added to the curriculum for all elementary and middle schools in ShenYang City. The municipal Department of Education spokesperson emphasized respect for parents and teachers as part of the new effort to teach values in schools. He also mentioned that loving the [communist] Party, loving the motherland, loving society and loving people will be part of the new curriculum.

China Plans to Launch 17 Satellites in 2008

Huang Qiang, secretary-general of the Commission of Science Technology and Industry for National Defense, revealed on January 7, 2008, that China plans to launch 15 rockets, 17 satellites and its third manned mission in 2008. The launch of Shenzhou VII in October will include a space walk; it wil initiate a joint effort with Russia to explore Mars in 2009. The agreement between China and Russia was signed on June 27, 2007.

The Government Steps In to Curb Inflation

The price of basic essentials increased dramatically in China last year. Food prices climbed more than 18%, while the price of pork soared 50%. Families with low incomes, numbered in the hundreds of millions in China, spend between 30% and 50% of their income on food for the table. The Chinese government is stepping in to introduce heavy fines for retailers and producers if they increase the price of basic necessities.
