I doubt that you have ever set your footsteps in Urumqi (maybe even Xinjiang or China). Probably you may not even know where Urumqi is on the map. Sure, this won’t stop someone like you who “stands on a high moral ground” to comment on something you have no clue of. But I hope that, at least, those 150+ innocent Han Chinese being killed by the terrorists mean something to you. If I were you, a person “with high moral standards”, I would cry first for the human right of those innocent people being killed in the riot.

America confronts China? Oh please, they have their own overwhelming racism problem. So please settle your own problem before scolding others. Also, the problem is far more complicated, and different, if you will, than you could simply presumed. So I beg of you to fully comprehend the issues within before making such superficial comments. China is a large and grand country. It’s no easy job to govern the land. Never try to force any of your western thoughts on an oriental land that is far beyond your knowledge. Because that’s is just sad of you to the Chinese people.

Once again, i want say this to the westerners: Tibet was, is and always will be a part of China.

As to confront China, forget it now. If China stops exporting commondity to US, a hyper inflation will totally destrory US society. And don’t forget we also own a huge US gov. det. China is rising and no one can stop it!

The letter sounds like the work of a well polished PR firm, and I just cannot get over the eerie feeling that it was written before the riots took place. Osama should have hired this PR firm right after 9.11, and he could have had an office in Washington DC, right next to this woman’s.

I strongly urge the International community to condemn this woman, and have her stand trial on crimes against humanity. I will not be surprised if there are traces of Al Qaeda in the sham organization she heads.

You will see how Ms. Rebiya begged for the "honor" to kiss the communist official for thanking the official for helping her. Please don’t tell me that Ms. Rebiya had to behave in such a disgustingly way under pressure. With that sincere smile on her face, she just didn’t look like being faking. But if she really was, I would be very impressed and applaud her for being such a fine actress. Then I would be wondering if her "true story" is more credible or not because of her fine acting skills.

China’s Strategy on Its Cultural Industry

Hu Jintao Emphasized Adherence to the Direction of Advanced Culture and Greatly Developing Cultural Undertakings and Cultural Industries [1]

Xinhua, Beijing, August 12: General Secretary of the CCP Hu Jintao led the seventh group study session of the Political Bureau of the CCP Central Committee on August 12. He emphasized that vigorously developing the socialist culture and the socialist spiritual civilization are the inevitable requirements for implementing the important thoughts of the “Three Represents,” the inevitable request for fully building a Xiaokang (moderately prosperous) society, and the inevitable request for the coordinated development of society, of the economy, and of the all-around development of human beings. We must, from the height of developing an all-around Xiaokang society and enabling the rejuvenation of the Chinese nation, deeply understand the strategic meaning of strengthening cultural development, and conscientiously advancing the development of socialist culture, while advancing the development of Socialist Material Civilization and Political Civilization.


 
[Hu Jintao] pointed out that entering the new era of the new century, facing the enormous tasks of revolution, development, and maintaining stability, and facing the interactive exchanges with different thoughts and cultures worldwide, we must do a better job in uniting the forces and minds of the people of all races in the nation, and having all people united and striving for the grand goal of fully building a Xiaokang (moderate prosperity) society. It is inevitable that we vigorously strengthen the development of socialist culture with Chinese characteristics, and continuously provide the powerful ideological guaranty, spiritual motivation, and intelligent support for revolution, opening up, and modernized development.

Hu Jintao emphasized that to construct the socialist culture with Chinese characteristics, we must firmly control the direction of advanced culture. Most fundamentally, we should stick to the guiding role of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory in the field of ideology, and make the important thought of the “Three Represents" the commanding principle in socialist cultural undertakings. Developing cultural undertakings and cultural industries is an important component of developing socialist culture. When developing any cultural undertaking or cultural industry, we should stick to the correct orientation, put the social benefit as the top priority, unite the social benefits and economic benefits, promote science and truth, spread advanced culture, develop a good spirit, promote a healthy social atmosphere, and advocate the scientific spirit. Hu Jintao pointed out that in today’s world, the material foundation, social environment, and spreading conditions that the development of culture relies on have gone through deep changes. We should research deeply the new situations and new issues that our country’s cultural development is going to face in the new progression and be better at developing the socialist culture with Chinese characteristics in an increasingly open environment. We need to carry on the spirit of keeping up with the times, stick to the principles of making the past serve the present, weed through the old to bring forth the new, carry on Chinese culture’s good tradition greatly, promote the grand Chinese spirit greatly, and use the splendid Chinese culture as a spiritual force to encourage all races in China to advance further. At the same time, we must stick to our nation’s condition, persist in focusing on ourselves, and making things useful for ourselves, picking and choosing dialectically, choosing the good to follow, and actively absorbing the beneficial results of the development of foreign cultures to better improve our nations’ cultural development and prosperity. Any beneficial experience that can help strengthen the development of our nation’s socialist culture, any cultural achievement that can help enhance our people’s spiritual level, and any management system that can help develop our nation’s socialist cultural undertakings and cultural industries should be actively studied and learned from. The three stages in the development of cultural industries in the new era

Cultural industries mainly grew and developed after the new era started. Looking back at the great historic process of the 30 years of reforming and opening-up in our country, we can see that cultural industries in our country during the new era generally experienced three stages of development.

The first stage, 1978-1988. The cultural market appeared and was gradually recognized; cultural industries were established and developed slowly under hard conditions.

The second stage, 1989-1998. When it was still very difficult for business, cultural industries surfaced and gained recognition in society. Overall, regarding the relationship between culture and the economy, it is “the culture establishing the stage and economics and trade performing.” Culture was subordinate to economic development.

The third stage, 1999-2007, cultural industries had significant developments.

In 2000, the central government used the concept “cultural industry” in official documents for the first time in Suggestions of the CCCPC on Formulating the Tenth Five-Year Plan for Economic and Social Development, which was passed in the 15th session of the Fifth Plenary Session. The document raised demands for perfecting the policies for cultural industries, strengthening the establishment and management of the cultural market, and promoting the development of cultural industries. It marks our country’s recognition of cultural industries and their status, and has important meanings.

In 2001, developing cultural industries was listed in the National “Tenth Five-Year” Program; since then, cultural industries have become an important part of the strategy of our country’s economic and social development.

In 2002, the Party’s 16th National Congress report discussed cultural establishments in a special chapter, pointing out that the country should actively develop cultural undertakings and industries, perfect cultural policies, and support the development of cultural industries.

In 2004, the 16th session of the Fourth Plenary Session passed The Decision of the CCCPC about Intensifying the Development of the Party’s Ruling Ability, which pointed out the demands of the era for establishing Chinese culture and developing cultural industries.

The Party’s Suggestions on Formulating the Eleventh Five-Year Plan for Economic and Social Development, the 16th session of the Fifth Plenary Session in 2005, and the outline of the National “Eleventh Five-Year” Program development plan that was passed in 2006 all have contents about developing cultural industries. In 2007, the Party’s 17th National Congress report also mentioned fully developing cultural industries many times so that they can contribute to pushing the Socialist culture to develop and prosper greatly.”

China News Service, April 24, 2009, The Ministry of Culture and the Bank of China Signed a Strategic Agreement on Supporting the Development of Cultural Industries [3]

China News Service, April 24 (Journalist: Ying Ni): The agreement signing ceremony between the Ministry of Culture and the Bank of China and between the Bank of China and China Arts and Entertainment Group was held on the 24th at the Bank of China’s head office. This is a new attempt at cooperation between China’s financial and culture industries.

The Minister of Culture, Cai Wu, pointed out that the Agreement of Strategic Cooperation in Supporting the Development of Cultural Industries, signed by the Ministry of Culture and the Bank of China, is an important measure that makes full use of the counter-cyclical characteristics of the development of cultural industries under the background of the continued spread of the international financial crisis and the significant deceleration of the world’s economic growth. It is based on the reality of the development of our country’s culture industries, resolves the bottleneck of the financing of cultural industries and cultural projects with the investment advantages from financial institutions, and focuses on creating and nurturing a group of strong cultural industries and cultural projects that are relatively competitive and influential. It is an important initiative that implements the State Council’s response to the international financial crisis by guaranteeing economic growth, expanding domestic demand, adjusting the structure, improving people’s livelihoods and arranging work, as well as a practical action that the Ministry of Cultural takes to comprehensively implement the scientific concept of development, transform the functions of the government, and enhance the service function.

The Ministry of Culture and the Bank of China will follow the principles of “long-term cooperation, mutual support, and seeking common development” and establish a comprehensive and long-term relationship of strategic cooperation. The Ministry of Culture will employ the government’s role in administering cultural affairs, strengthen the management and guidance of our country’s important culture enterprises and culture programs, and actively recommend to the Bank of China the cultural enterprises and programs that need support by arranging the organization’s applications and expert reviews.

In addition, in order to implement the specific measures for supporting the development of the cultural industries, the Bank of China and China Arts and Entertainment Group also signed an Agreement of Strategic Cooperation. The signing of this agreement marked the beginning of large state-owned financial institutions helping large domestic cultural enterprises and main cultural programs. The establishment of the strategic cooperation would provide strong financial support for China’s foreign cultural corporation’s independence and innovation, help them raise their core competitiveness, and accelerate the pace of development. Regarding the improvement of the state of foreign cultural industries throughout China, continuously expanding the share of Chinese cultural products and services in the international market, upgrading the country’s cultural soft power, and strengthening the international influence of Chinese culture will make a positive contribution.

Xinhua, June 7, 2009, Cultural Industries repeat the “Counter-Cyclical” History during the Financial Crisis [4]

Culture Minister Cai Wu especially emphasized that this Agreement of Strategic Cooperation in Supporting the Development of Cultural Industries was signed with the background of the on-going spread of the international financial crisis and the obvious deceleration in the growth of the world economy.

Cai Wu stated that the purpose of the two sides’ establishment of a comprehensive, long-term strategic partnership this time is to, while making full use of the “counter-cyclical” development characteristics of culture industries, resolve their financial bottleneck, and foster a group of culture enterprises and cultural programs that are strongly capable, competitive, and influential.

The phenomenon of Korea supporting its cultural industries in adversity during the Asian financial crisis, and operating cultural industries “counter-cyclically” since 10 years ago may be “replicated” in China.
 
Operating “counter-cyclically” was also a focus of experts and scholars’ discussions in the Fifth Cultural Development Strategy Forum, one of the main forums in the International Cultural Industries Fair hosted in Shenzhen last month.

A well-known Chinese researcher pointed out during the forum that cultural industries are highly technical, cause little pollution, and consume little energy. Therefore, they are suitable for the need of restructuring and changing the development style of national industries, boosting domestic demand in a series of initiatives, and continually releasing people’s consumption capacity.

As for the concept of ‘counter-cycle,’ the explanation by Tsinghua University professor Xiong Chengyu is relatively representative: when the economy enters a new downward cycle, cultural development and economic development are not completely consistent. They are often not synchronized in time, and are sometimes even opposite.

“The more difficulties economic development meets, the more the people need culture to boost the spirit and soothe the soul; the less the people consume material goods, the more likely popular cultural products or services are to become a new consumption hotspot,” said Wang Xiang, a Beijing entrepreneur who just opened a small private theater.

The implementation of “counter-cyclical” cultural operations is not from the speculation of Beijing’s senior culture department officials or academic circles. They are excited and confident about cultural industries’ outstanding performance during the financial crisis.

“Apart from the overseas performances of the ballet Kung Fu Shaolin being popular, the acrobatic show China Wind has performed in nearly 70 major cities in the U.S. and in Canada for over three months since mid-January,” said Zhang Yu, General Manager of China Arts and Entertainment Group.

The U.S.’s biggest artist management agency, Columbia Artists Management, values China Wind a lot, and pre-signed a commercial performance contract for the project’s next round of North America markets.

When Zhang Yu went to European countries like the UK with the business sector at the beginning of this year, he said confidently that his company had signed dozens of overseas performance contracts, and many had begun implementing the contracts. Zhang Yu is even more pleased by the fact that the Bank of China has also signed an Agreement of Strategic Cooperation with them.

China Heaven Creation, which specializes in the production of large-scale performance projects in Beijing, has also approached Las Vegas in the U.S. to discuss matters about performances. China Haven Creation’s deputy general manager Zhang Donghui, among others, has gone to the US four times to investigate, and plans to go to the U.S. to purchase or buy shares of theatres.

Zhang Donghui believes that under the financial crisis, he could pay the same price as before for better services in foreign markets.

China Starts a New Socialist Education Campaign

“A National Campaign to Study ‘The Socialist Core Value System Study Book’” [1]

“The Socialist Core Value System Study Book” (“Study Book”), edited by the Propaganda Department, of the Central Committee of the Communist Party of China (CPC), was published and distributed nationwide in December 2008. All levels of Party committees treated the “Study Book” very seriously. They listed it as important material for theoretical study, an important component to further the study and practice of the Scientific Outlook on Development (Editor’s Comment: a concept promoted by Hu Jintao), and important for organized cadres, especially high-ranking officials, to study it in depth.

The Party Leaders of Zhejiang Province, Guizhou Province, and the Xinjiang Uighur Autonomous Region followed up on this task themselves; Shanxi Province, Gansu Province, and Chongqing City issued a notice to direct the study and promotion of the Study Book; Guangdong Province, Hainan Province, and Tianjin City held special conferences on this topic; … All local Party organizations have created comprehensive plans to promote and study this book.

– Some provincial Party Committee leaders gave important instructions on implementing solidly and well the study and promotion of the “Study Book” as a key vehicle and content to advance the development of the Socialist Core Value System.
– Some provinces distributed the “The Notice on Organizing the Study of ‘the Socialist Core Value System Study Book’” to direct the province’s study and promotion work for the “Study Book.”
– Some provincial Party Committees held special conferences on promotion and education. They requested all levels of propaganda departments to combine the study and promotion task together with the patriotic education movement for New China’s 60th anniversary celebration, and also with the Scientific Outlook on Development education activities.
– Some provincial Party Committees mark the “Study Book” as important reading material for college professors and students, trying to push the Socialist Core Value System into textbooks, into classrooms, and into people’s heads.

Party Organizations at all levels in Zhejiang Province included the “Study book” in their 2009 theoretical study plan, as a key item for annual evaluation.

Liaoning, Hunan and Gansu Provinces ordered the “Study Book” for cadres and the public. They used the combination of self-study and group study and discussion, and the combination of study and practice, to push the cadres and the public to comprehend and actively practice the Socialist Core Value System.

Party organizations at all levels in Guangdong Province included practicing and studying the “Study Book” as a key component for the study and practice of the Scientific Outlook on Development and party discipline education, requesting the party cadres to lead by example on study and promotion.

Hainan and Guizhou Provinces held special-topic training on studying the “Study Book” and organized the Directors of the lecture team and Section Chiefs of the Theory Section of the Propaganda Department of each city and the autonomous prefecture, to get together and study it.

Also, many colleges listed the “Study Book” as a key material for political study to advance their theoretical understanding, and use of the format of expert’s lectures and group discussion to deepen people’s understanding of the Socialist Core Value System.

Local Party organizations used the “Study Book” to conduct various forms of promotion and education on the Socialist Core Value System, using the education facilities, including the Party schools, public schools, and schools established by the peasant laborers; using the full-time and part-time lecturers and local promotion teams; leveraging the Second Phase promotion and lecturing on the study and practice of the Scientific Outlook on Development; and actively promoting the “Study Book” in communities, enterprises, villages, and schools. They integrated the Study Book’s contents into the education on ideals and beliefs, China’s basic situation, and current status and policies, to bring the Socialist Core Value System closer to the public.

Since the beginning of this year, the promotion and lecture group at the city level and province level in Hainan Province have given nearly 2,000 lectures, organized cadres and the general public in farmlands and thirteen industry areas, including municipal and county officials, public security, legal system, taxation, education, agriculture, and etc. to read the book, write 100 sentences as excerpts from the book, write sharing on understanding, give speeches, and organize conferences.

2009 A New Concept in Preserving Stability: from Forceful Control to a Dynamic Balance

Because China faces a financial crisis, and is trying to "turn the crises into an opportunity," and move forward in rejuvenation, it is very anxious about increased social instability. Why is there more and more social violence? Has society reached a critical point in stability?

For a long time, state power has been improving its maintenance of stability to a higher degree. The work in stability preservation in 2009 has also entered the "post-Olympic era.” Government officials have increased pressure to assess social stability. Local governments spare no effort in adding more police, and holding endless anti-riot drills. Mobilization of the masses for preserving stability is common in many places. The experience of this special time period has become the norm.

It is worth asking: have our society’s conflicts and violence reached such a point that we have to apply violent solutions? Or it is that our maintaining stability mindset, and methods have reached the limit? In fact, people have seen, since 2008, that we have paid a lot of money to learn many lessons. The related sides have realized a need for self-examination. We should not attribute the intention “with ulterior motives” so often; we should apply police force with caution. People are saying, “Whoever keeps people from living well, let’s not let him live well.” There is a large gap between what the governmental does and people’s expectations. We should “seriously deal with appeals, especially when corruption causes a mass incident.” All of this shows the existing system’s desire and ability to perform self-adjustment.

There are always more solutions than problems. The key is whether to cover up the conflicts, delay the issues, or to face the conflicts and bravely open the lid. As the general secretary of the CCP Central Committee, President and Central Military Commission, Chairman Hu Jintao has said, we should “in time sum up the practical experience of reform, persist on those right ones, and correct mistakes ASAP. When a new issue comes up, study it and solve it quickly.” In terms of stability preservation, we need to have a similar approach.

The Stability Preservation Office Steps Forward

The “three policies” on petition reform

For the past 30 years of reform and opening up, maintaining stability has been a constant topic. During the early time of reform and opening up, maintaining social order, and suppressing criminals were the top priority. In the late 1990s, the conflicts triggered by business reform and bankruptcy were very prominent. Paying attention to people’s livelihood, maintaining stability, and promoting harmony became the focus. Within this context, the coordinating unit to safeguard social stability, the Stability Preservation Office, came into being.

From the central to the provincial, city, county, village, and district levels, to important businesses, and industries, the Stability Preservation Office under the “Stability Preservation Leaders Group Office,” was established at all local levels.

At present, the CCP Central Committee has “the Communist Party Central Committee Leaders Group Tasked with Preserving Stability,” directly operating inside the Political and Legislative Affairs Committee. The current head of “the CCP Central Committee Leaders Group Tasked With Preserving Stability,” is Zhou Yongkang, Political and Legislative Affairs Committee secretary, and member of the Standing Committee of the Political Bureau of the CCP. Under the “Leaders Group,” there is “Stability Preservation Office.” The head of the “Stability Preservation Office” is the CCP Central Committee member and Deputy Minister of the Ministry of Public Security. The CCP Central Committee directly operates this office. Its nature is to hold discussions and coordinate among different departments.

It is said that the deputy Secretary of the CCP Political and Legislative Affairs Committee often heads the Stability Preservation Office. In terms of the importance, however, the Stability Preservation Office must understand various issues from all aspects of social development. It is not limited to the Political and Legislative part. Thus its member units cover a broader area than the Central Political and Legislative Affairs Committee. Besides the police, the procuratorate, the court system, and the state-security department, it also includes the media department.

Xu Jinxiao, head of Stability Preservation Office in Chongwen District, Beijing City, told a reporter that the reason that the Stability Preservation Office was established inside the Political and Legislative Affairs Committee was because a large portion of social conflicts and issues involve social stability. Thus they enter the area of the Political and Legislative field.

Xu Jinxiao said that the Stability Preservation Office is a co-located permanent temporary structure. Why it is permanent? Because the government’s general policy is that stability overrides everything. Stability is a long-term strategic task. Why is it temporary? It is because the office does not have a separate office staff. Its personnel are drawn from various departments.

One expert told the reporter, “The Communist Party Central Committee Leaders Group Tasked With Preserving Stability” was formally established in the 1990s. But the Stability Preservation Office at different levels in China was set up only in the last few years.”

It is said, the responsibility of the Stability Preservation Office includes collecting and controlling the status and information about maintaining stability; offering solutions and suggestions; organizing and carrying out stability preservation promotion and research; summarizing and promoting good experiences; coordinating, and guiding the social conflicts investigation work; coordinating and guiding the various departments at different levels to handle mass incidents properly; coordinating, the supervision of important individual cases and mass incidents; supervising the implementation of responsibility for leading the work for stability preservation; and supervising, inspecting, and assessing the carrying out duties to maintain stability at the various departments in China.

Although the Stability Preservation Office has been established for a long time, others first started to pay attention to it last year (2008) during the Wal-Mart trade union incident.

On March 14, 2008, Hu Jintao gave instructions to The Analysis and Suggestion on the Unstable Factors in the Foreign-Invested Businesses in Our Costal Regions, issued by the Central Stability Preservation Office. He stressed doing the work well, “including improving the law and regulations, improving the coordination mechanism of labor and investment relations, strengthening the CCP in establishing work and trade unions in foreign invested business, solving conflicts, and ensuring the stability of business and society.” Afterwards, Wal-mart, which was always anti-union, dramatically changed its attitude. On July 29, the first Walt-mart trade union was established at the Jinjiang store, Quanzhou City, Fujian Province. On August 9, Wal-Mart China’s headquarters announced that it would assist the All-China Federation of Labor and trade unions in China to establish trade unions in all Wal-mart stores in China.

Stability Preservation Authorities Gain More Power

Teng Shengping, Secretary of the Beijing City Chongwen District Committee of the Chinese Communist Party (CCP), Secretary of the District Committee of Political and Legislative Affairs, and Director of the District Committee for Comprehensive Management of Public Security, made the following comment. Due to the issues, including economics, politics, people’s livelihood, and managing society, as well as the intervention of these different issues, right now society’s situation is very complicated, harsh, and not optimistic. Teng said, “Due to the economical crisis, the economy is still falling. Because of this, the ‘ignition point’ for social conflict keeps dropping, and the number of ‘touch spots’ keeps increasing. Inside and outside China, the enemies’ attempts to ‘infiltration and sabotage’ have not gone away. All signs show that the enemy forces have started to organize activities to sabotage China. The harsh situation due to internal conflicts among the masses has not changed and old and new issues are cross-affecting each other. The harsh condition of production safety issues has not improved.”

Aiming at stability preservation work, Wang Qijiang, a Standing CCP Committee Member of Hebei Province, Director of the Province Comprehensive Management of Public Security, and Secretary of the Province Committee of Political And Legislative Affairs, said that Hebei Province has constructed a system of stability supervision. This is a precautionary action to try to prevent the issues before they occur. It uses “warning for one ballot rejection” (immediate rejection), meaning the relevant people will be warned of immediate rejection if they are found responsible for not taking care of the issues. It is mainly for identifying potential large-scale incidents, and areas and departments that have potential major conflicts. Through sending a “letter for assigning supervision of maintaining stability,” the issue symptom is pointed out, and assignments are explicitly made for the relevant leaders to resolve the issue within a limited period of time. In the case that, after the supervision is assigned, due to a breach of duty of the people who are assigned to do supervision, that the incident still occurs, then the responsible people will be “warned for one ballot rejection.”

Some insiders discussed that the preserving stability work is divided into three periods this year. The first period is from January to March. The goal is to ensure the two national conferences are carried out smoothly. The second period is from April to July. It is mainly for the 10-year anniversary of the ban on Falun Gong, more deeply carrying out the fight against evil cults, and strictly preventing the destructive actions from evil cult organizations such as Falun Gong. The third period is from August to December. It is mainly surrounding the topic of celebrating the 60-year anniversary of the People’s Republic of China’s founding.

From the practical experiences of different regions, we see that the stability preservation offices have generally reinforced their work intensity, and their responsibility and workloads are increasing quickly.

In Qimen County, Anhui Province, a new joint conference system among five offices and two branches was established. The five offices and two branches include the Stability Preservation Office, the Office of Comprehensive Management of Public Security, the Anti Cult Office, the Office of Complaints, the Office of the Safety Production Committee, the Police Station, and the Judicial Bureau. The Office of Stability Preservation will lead the joint conference and will hold it periodically or intermittently, depending on the need. This system can effectively solve long existing conflicts, the hidden danger of the complaints, and other factors that may cause instability. It can also solve overall cooperation issues such as having too many relevant branches, branches not coordinating well, and information not flowing smoothly.

In Pingyang County, Zhejiang Province, the local Stability Preservation Office listed all the major projects that can potentially cause large-scale conflicts and incidents from the masses. These are listed based on different levels including province, city, and county, and the evaluations are sent to the project organizations to make sure the supervision will be carried out. For some of the major projects, the county Stability Preservation Office directly sends people to evaluate. If it is found that responsibility was not taken, these people will cooperate with the discipline inspection commission, inspection branches, and organization department to do an investigation and turn it in to the county committee of the CCP. Then it will be handled based on the “Temporary Provision for Responsibility System and Accountability for Preventing and Dealing with Mass Group Incidents in Zhejiang Province.” The evaluation is also listed as part of the end-of-year assessment of “establishing peace” in each town and township.

In the second half of last year, there were two town level departments that did not evaluate major projects. This resulted in major incidents. These two town level departments were held accountable for their responsibility and were rated as failed in their assessment.

In the first half of last year, the leader group of the Pingyang County Stability Preservation office issued a document that emphasized, “Whoever initiates a project will be responsible for evaluating the risk,” and will be responsible for evaluating, reporting, resolving, and dealing with the consequences. Major decisions, major policies, major projects, and major changes that have not been evaluated absolutely will not be carried out. If they cause any instances of instability, the leaders will be held accountable for their responsibility.

Shi Yijun, who works at the Stability Preservation Office in Pingyang County, said that this year, Pingyang County will raise the level of punishment and will track individuals for responsibilities. Once a major conflict has happened, the leaders of that work unit will be openly criticized and may even be dismissed from office.

The work of the Stability Preservation Office has also touched private firms. As private economics has further developed, there have been more stability issues and security issues related to the private firms. The “Overall Stability Preservation Entering Private Firms,” initiated by Fujian, Jiangsu, and Zhejiang Provinces, has been put into practice everywhere in China.

Following the Mass Line

Strengthening the acquisition of information is the most important task for all the stability preservation offices.

“Enhance the strength of getting and analyzing information, resolve the issues in the early stage, and nip it in the bud, are the fundamental ways for resolving major conflicts and firmly taking control of the matter,” said Lu Baoxin, Huangshi City Vice Secretary of the District Committee of Political and Legislative Affairs, and director of the City Stability Preservation Office.

However, just by relying on the limited number of people in the office, it is impossible to reach this goal. Therefore, following the mass line and developing a lot of “information people for the stability preservation office” are keys for acquiring the risk factors in time. “The masses are the real impregnable wall,” said Lu Baoxin, who has been working on the front line of stability preservation since the 1990s.

In order to discover the indications and symptoms of large-scale incidents and malignant smaller scale incidents, Huangshi City constructed an information-acquiring system to receive an early warning of such incidents. Different levels, different branches, and different work units have all made information supervisors responsible for obtaining the information, and also each community uses elderly communist members and others who have retired to collect the information on various risks that may affect stability. They report the general risks every week and major risks are reported immediately.

“Without support from the masses, we cannot control the matter in time, eliminate the instability factors, and, in turn, win the time and the initiative,” said Lu Baoxin.

The information supervisors are spread in every corner and their task is to obtain the risk factors at the earliest possible time. “Find it early, resolve it early, and eliminate it early,” said an experienced stability preservation leader in Luxi County, Jiangxi Province, “We purposely brought in some ‘spies’ in the areas where there were more conflicts.” On the other hand, in Taxia Township, Yichun City, Jiangxi Province, an assessment system is specified in the “Assessment Method for Information Supervisors of the Stability Preservation Office,” which requires that every information supervisor develop at least five information spies, who are to be examined and approved by the city stability preservation office.

The Difficulties of Stability Preservation at the Base Levels

A person who works in the stability preservation office at a base level said that for the stability preservation office at the town level or the township level, the tasks are more detailed but the offices’ position is relatively low. There is not enough manpower but there are lots of things to do. This is like using a small horse to pull a big cart and these stability preservation offices at the base level are very overwhelmed by the workload.

“Each town and township has a stability preservation office. However, most of them just have a small group of people without clearly divided duties. Usually they just deal with whatever happens and they lack overall coordination. Therefore they are very exhausted from dealing with everything. As for the manpower, most offices only have three people, a top leader that is assigned to take care of stability preservation, the stability preservation office director, and a stability preservation specialist. In some areas there is not even a specialist. Usually two or three people are taking a workload that is hard to bear,” said this person.

From the information we obtained, it is a general issue that at the base level of the stability preservation system, there are few personnel and it lacks a steady and stable workforce.

One relevant staff member in Changde City, Hunan Province said, “The overall workload of towns and townships is usually quite heavy. The most important tasks are economic development, attracting business and investment, and working on various projects. Also these usually involve important elements in the assessment by higher branches. As for stability preservation, since it does not have a direct economic benefit, although it is good for a town to get an award for it, most small towns just try to establish the minimum requirement. He said, “From the situation of how the towns and townships spend their funds, first they aim to assure everyone has food, second they focus on economic development, and then other things come next in the list of priorities. Obviously stability preservation is in the category of ‘other things.’”

He said, the work of stability preservation is very complicated in nature, and one may have to deal with all kinds of people in society with various jobs and backgrounds. Some work has to do with farmers who have lost their land, some has to do with land conflicts, some has to do with firms changing policies, and some has to do with past issues. After one unstable issue is worked out today, tomorrow there may be some new unstable factor. Some of the issues cannot be resolved immediately and may require a longer period of time. Some stability preservation work can be foreseen and some cannot be. Often something happens instantaneously with no signal and is very hard to deal with since it was not anticipated. Some work is policy related and others may be law related, but the stability preservation personnel cannot be experts at everything. Thus it may be troublesome to resolve them. The workload is quite heavy and these stability preservation personnel are overburdened.

According to him, the solution for this problem is very simple. More people need to be involved at the base level, and the financial help must be there. At the same time, there needs to be more training for related topics. The stability preservation work may touch the areas of policy and law, so the people assigned to various tasks need to be carefully chosen and need to be trained periodically on policy and laws.

At the base levels, there are also complaints that too many top branches command them to do things. One base level official said to reporter, “Nowadays there are too many leaders. Today someone comes to check for safety, and tomorrow the stability preservation branch comes to check the work. The base levels have just enough time to deal with them and no time for anything else.” He suggests combining safety, comprehensive management, and stability preservation work into one.

On Treatment Of Illegal Immigrants From Democratic People’s Republic Of Korea

To all levels of governments and their agencies:

This is to inform you of our decision regarding the treatment of illegal immigrants from North Korea, and their offspring with Chinese citizens when they were not married. Please act in accordance with the following stipulations.

1. Treat all illegal immigrants according to their original nationality, not as Chinese citizens. You are not permitted to provide them with residency registeration or issue a resident identification card.

2. Treat all offspring from the relationships between illegal immigrants and Chinese citizens that are not by legal marriage as non-Chinese aliens. You are not permitted to provide them with residency registeration or issue a resident identification card.

3. No illegal immigrants’ offspring, if not by legal marriage, can enjoy the same benefits as citizens; such as kindergarten, attending schools, medical care, employment/labor insurance, social welfare, etc.

4. All illegal immigrants and their offspring not by legal marriage are not permitted to register for marriage in China.

5. All governmental agencies should work together with the police and border patrols to deport all illegal immigrants

Court Case Informational Bulletin

Due to a large influx of North Korean Refugees into our city, the illegal living-together situation between male citizens and Northern Korean female illegal immigrants is getting worse.

In 2003 alone, court cases concluded by all courts in the city that involved citizens illegally living together with North Korean females reached 6,341 cases. There were 19 criminal cases involving either homicide or suicide relating to those family cases, and 26 Chinese citizens were punished for bigamy.

At present, the occurrence of having North Korean mistresses has flourished to an unprecedented level leading to corruption of the family and social stability. This is contributing to a series of complicated social problems because of the increased number of mixed blood offspring in the city.

It is our hope that all level of governments and their agencies should take this matter seriously, and work together to resolve this issue with cooperation from society as a whole.

On Financial Difficulties Dealing with North Korean Refugees

To the Provincial Finance Department:

North Korean refugees have been moving into this area in large numbers since the mid-90’s. According to statistics from the police, border patrols and civil affairs department, the number of refugees still in our area has exceeded 93,000.

We have set up 6 new detention camps for refugee deportation in recent years to accommodate this need. Last year alone we spent over 26 million yuan, which is still not enough to provide the space required. Refugees were detained with no place to put them. The cost of providing food, clothing and transportation for these refugees last year exceeded 10 million yuan and it’s continuing to grow at an annual rate higher than 30%.

Providing funds to cover these two expense items has created a tremendous amount of pressure on our balancing the budget. We are hereby making a special request to the provincial finance department for an annual appropriation of 30 million yuan to be used specifically for this purpose only.

Status Bulletin Regarding North Korean Refugees

There has been a steady increase of North Korean citizens crossing the border and staying illegally in China since 1983, due to the food shortage crisis in North Korea over the last 21 years. There have been 6 occurrences in which the number of refugees illegally crossing the border exceeded 10,000 people.

To enforce the central authorities’ instructions to block and expel the illegal immigrants entering our borders from North Korea, all police departments increased their operations and, as of the end of 2004, had deported 133,009 people back to North Korea. This is very significant in upholding social stability in China, and the improving the relationship between the two countries.

Due to the complicated international environment, insufficient determination and numerous other reasons, the effort to complete this task has become increasingly difficult. It is estimated that there are close to 400,000 North Korean illegal immigrants staying in China. The influx of this large number of illegal immigrants has not completely stopped.

It should be noted that these people mostly came because of hunger and survival. Only a few came because of political motives. Therefore, it is imperative that we increase the effort to block and expel illegal immigrants. Yet we must be very careful not to exceed the limits of this policy and give rise to any interference from international opposition. We should all strive to reduce, in the short term, and eventually eliminate the existence of illegal immigrants.

The Study Times: Ways to Effectively Excise Control over the Internet

Strengthen the Party’s Leadership, Change Traditional Concepts, Take the Initiative, and Guide the General Public

The party’s Publicity Departments manage online media. Other relevant government departments  participate in the decision making process on any media related policies. These government departments also administer these policies. In summary, to further strengthen the party’s leadership means always to maintain the party’s leadership on the Internet.

Changing concepts: The party’s publicity departments at all levels must let go of their traditional ways of thinking about the media, and do in-depth studies of online media. They must study the characteristics of how the Internet disseminates information, its uncontrollability, and how it involves a wide range of outside parties. All of these features require the government to develop long-term, effective, and consistent strategies and guiding principles. To overcome the difficulties of managing the Internet, the key is to establish a policy, the core of which is to focus on “Shu.” “Shu” means sparse. “Shu” policy is the backbone of how the central government should deal with the Internet. “Shu” is for a long-term commitment, and is not momentary. "Shu” targets the general public.  It is not to divert, or guide a few people, but instead to target and guide the general public. In addition to establishing the “Shu” policy, the government needs to train and build up a large number of media teams. It must also build a large number of teams specifically to control the Internet. For Publicity Departments, this is as important as adhering to the traditional way.

Proactively guiding the Internet to stay in line with the party’s ideology, the party’s future plans, and the party’s overall policy: At the same time, the Party must educate the Chinese people about traditional cultural and historical achievements, feed the Chinese people with a healthy, positive and optimistic spirit, and nourish the Chinese people with advanced scientific knowledge.

Guiding the public is imperceptible. However, the guiding involves all departments, and all industries, such as education, health, culture, science, technology, and agriculture. It touches on topics of corruption, health care, social security, the wealth gap, foreign relations, and so on. The party’s Publicity Departments and other government departments must cooperate in guiding the public. Each department should be prevented from acting on its own. It is obvious that fragmentation cannot form a cohesive force. Under the overall plan of the central government, the professional sector, however, can analyze its own situation, and identify its own focus. However, the implementation of any action should be under the party’s unified organization, and be carried out progressively under the leadership of the Publicity Departments of the party.

To Create Laws and Regulations

At present, there is a big gap between China and the Western developed countries on Internet regulations. China should enact regulations based on a "Telecommunications Act," by adding content related to online media management to the "Telecommunications Act,” lawfully authorizing government departments to manage the Internet, and to create the agencies needed to implement the authorization. The content will not only define the management power of the government agencies, but will also help promote the telecommunication industry’s advantages. It also needs to amend the "Criminal Law" and "General Principles of Civil Law," to outline the rules in order to accurately locate and punish those who disseminate false news, or rumors through Internet, or that cause confusion among the public. Those who intentionally disclose serious personal, private information, or who exhibit abusive network behavior will be accused of civil or even criminal charges.

To scientifically define the terms of the Internet’s technical and functional features, and to implement a standardized language to define these features, will prevent different agencies from adopting different names for the same features. This might cause unnecessary disputes among agencies, and will prevent and help overcome confusion among departments on the same problems due to unclear and inaccurate Internet terminologies. This is in particularly urgent when it comes to so called "triple network integration," that is, the integration of the network content, network terminals, and the network.

In the legislation it must be clear that the users need to provide their real names. In many developed countries, a person uses one document for multiple activities. It is undisputable that the legislation to implement the real-name system is conducive to managing online media.

To Build Up an Internet and a Publicity System that Consists of both Full Time and Part Time Professionals

In the past when traditional media dominated the world, the party’s publicity department had already recruited a large number of full-time and part-time journalists and correspondents. They played a major role. Under the new circumstances, it is crucial to integrate the existing resources, and to establish a renovated Internet publicity team that flows from the central government, to the provincial level and to the municipal level. In addition, there are all kinds of newspapers and magazines throughout the country. There are also many Internet reporters and editors. The key elements here are to integrate all the resources, to build an Internet publicity team comprised of both full-time and part-time professionals, to proactively preempt the Internet business, and to guide the tendency of commercial media.

Investing in the Internet will ensure that all levels of government expenditures are covered, and further ensure the income of network journalists, writers, editors and moderators. A large number of young people can be recruited to work on the Internet, full-time or part time. They can be teamed up according to the function of the online media, BBS, blogs and so on. During sensitive periods, the focus can be on producing a number of influential comments, articles, and blogs.

Recruiting a part time Internet team: The Central level, the provincial level, autonomous regions and the municipal level can each have a team of part time online media workers who love this work, have a high political consciousness, and can write high quality articles. Their work should be recognized and rewarded according to their achievements.

To Strengthen the Timeliness and Accuracy of the Information Publicity, and To Increase the Transparency of the Information

A few years ago, traditional media stayed away from some most important social issues and unexpected incidents. This caused a blockage in the information flow. It also caused great damage to the government’s image and undermined the credibility of traditional media.

Timeliness will ensure the first hand release of information to public. Unlike traditional media, today, information should first be published on a Government website. The party’s news media should become the main channel and it should be the first to publish the news. This will improve the party’s prestige and reputation, and increase the credibility of the media.

To accurately report information means to follow the basic rules of the media. As for various types of news, events should define the nature of the news and/or events as long as there is certainty. Under the circumstance where there may be uncertainty, neutral language should be used to prevent there being a discrepancy between statements made before and after the event. For instance, regarding the Chongqing taxi incident, the presentation was different before and after. At first, the incident was reported as a “strike.” Later the description was changed to “recess.” There is a big difference between these two, and the impact is also different.

Transparency means to disclose information completely, not to show half, and hide half, or leave some unsaid. Such insincerity will cause doubt. The cause, the process, and the final view of the incident should be fully disclosed. The higher the transparency, the more it will be trusted. Timely and accurately disclosure of the information, with high transparency, will limit the rumors and lies to those who know them, and will limit them to the wise.

Accurately Define What Position the Communication Industry Holds, to Improve Technical Skills

The wide implementation of Internet technology: Internet users have increased like an avalanche. At the same time, the number of mobile phone users has grown explosively. All of this indicates that "networks" are now playing an extremely important role. The information age would not have occurred if neither satellites, nor wireless networks had been invented. Today, the world is connected through networks. The networks sustain every aspect of society in the world, no matter whether it is political, economic, cultural, or even military. Unfortunately, a number of leaders and decision-making departments do not seem to understand clearly the importance of today’s communication industry. They do not pay enough attention to it, do not realize that the Internet depends on telecommunications, and do not understand the characteristics of telecommunications. They do not realize the vital role of the communication industry in maintaining social stability.

Because of this, it is urgent to strengthen, and build up bureaucratic structures to manage communications, and to build a technical support team. The steps are to increase investment, accelerate research and development, increase the capability of accurately performing blockage; being able to excise complete control from all directions all day long on key issues, in key areas, and for key events, technically to be able to perform monitoring all day long; and to be concerned about the treatment of these high-tech professionals, ensuring that they maintain a decent middle or upper middle class standard of living.

Closely Relying on the General Public to Manage Online Media

Trusting the general public and relying on the general public has been the party’s secret weapon for victory. When it comes to managing online media, we must trust and rely on the masses of the people. They are the users of online media; they are also the recipients of the Internet’s consequences; they are the ones most clear on the online media’s situation.

The first step is to guide the public. The Internet should be categorized scientifically by media type, such as social science, contemporary political, literary, artistic, art, calligraphy, video, photography and all other types. Excellent blogs, posts, and good text messages should be selected; an evaluation/incentives system should be established to encourage users both spiritually and financially for excellent blogs, excellent messaging, and have these excellent messages rated and published on a regular basis; a popular list can be set up. When necessary, material rewards can be given. The best can be recruited for the professional networks workforce.

The second step is to establish a reporting system. With huge networks, tremendous numbers of people, plus the uniqueness of technical characteristics of the network, it is impossible to exercise full control by solely depending on professionals and techniques. Therefore, having masses of people involved will help to find issues in a timely manner. When they see something is wrong, they can report it immediately. Any harmful, pornographic and reactionary information then can be identified on a timely basis. This will ensure that quick actions can be taken to avoid a snowball-type "butterfly effect.” Those who report others should be rewarded both spiritually and materially.

Chinese Communist Party Committees in Private-Owned Enterprises

 “Some Private Enterprise Owners Violate the Rule by ‘Being an Official and Owning a Business at the Same Time’” [2]

The “Chinese Private Sector Yearbook (June 2006 – June 2008),” edited by the All China Federation of Industry and Commerce and the China Private Sector Economics Research Committee, showed that, at present, private enterprise’s enthusiasm for participation in politics is very high. However, the government prohibits officials from running a private business. Nevertheless, an investigation found out that some enterprise owners are province-level party committee members.

The All China Federation of Industry and Commerce indicated that this investigation focused on private enterprise owners’ participation in politics, and, in particular, on four party positions: being a government official, and membership in the National People’s Congress, in the Chinese People’s Political Consultative Conference, and in the CCP Committee. The results showed that being a member of the National People’s Congress or the Chinese People’s Political Consultative Conference is the main way to participate the politics. A total of 2,101 persons held these two memberships, which was 51.5% of the total enterprise owners interviewed. Of the 1,372 CCP members interviewed who were enterprise owners, 28.3% were party representatives at different levels, 15 persons were province-level party representatives and 7 were state-level.

205 CCP member enterprise owners held different levels in party leadership agencies, or 14.9% of the total CCP member enterprise owners. Among them, 4 were province-level party committee members and 61 were county and township deputy party leaders.

Xinhua Net, June 1, 2004, “A China Private Enterprise Establishes Highest ‘Rank’ Party Committee” [1]

With 620 million of property, entrepreneur Wang Junyao is not a CCP member.  Nevertheless, he decided to establish a CCP Party Committee as an experiment at his company. On June 1, 2004, the Chinese Communist Party Junyao Group Limited Corporation Committee was established in China. This is the highest “rank” in the CCP party committee in the Chinese private sector.

There are 290,000 private companies in Shanghai. This was the first private enterprise with its Communist Party Committee reporting directly to the Shanghai Party Committee for Social Work.

At the inauguration ceremony, the Junyao Group Limited Chairman, 37-year-old Wang Junyao, bestowed a golden rudder on the company party committee. He said, “This symbolizes that Chinese private enterprises’ development is following the route that the party sets."

It was reported that after the CCP Junyao Committee was established, on the one hand, it had to report regularly to the Shanghai Party Committee for Social Work, actively enroll more people into the party and organize regular party activities; on the other hand it had to guide and supervise the enterprise to ensure that it did business according to the law, and did well on "participation as an executive."

After the 16th Session of the National People’s Congress (NPC), the important "Three Represents" was written into the party constitution. More and more private entrepreneurs have initiated demands to set up party committees within their companies and accept leadership from the higher ranking party committee.

Living abroad in the US, Xue Xingfa, the chairman of the well-known private company in Harbin, the Xuanyuan Group Limited, recently established a party committee in the company. Xue Xingfa thought that the quality of the CCP members was higher and could play a role at critical times. He hopes "all of his employees can be raised to become party members."

In the Nanjing SVT Group Limited, 7% of its employees are CCP members, but 40% of those with a higher rank are CCP members. Chairman Yan Xiaoqun observed, “This indicates that CCP members are the nucleus that the company’s development must rely on.”

Wang Anshun, the Deputy Chairman of the Shanghai Party Committee said at the inauguration ceremony of the CCP Junyao Committee, “Actively building party committees in the private sector complies with the CCP Party’s Constitution and will constantly consolidate the party’s ruling foundation.”

 (We) must continue to pay special attention to party committee building in the private-owned enterprises. After the Private Enterprise Association Party Committee is founded, (we) must further find out the private enterprises’ actual situations in the county and the town regions. Considering their real situations, (we) divide them into different categories and do well on establishing party committees. Whenever one (private company) matures, one (party committee) will be set up; after it is set up, it will be consolidated. As soon as possible, (we) must achieve that private economic organizations with more than 50 employees have party members, the ones with more than100 employees have a party organization, and the ones with more than three party members establish party branches. (We) must adopt different kinds of establishment methods, such as independent establishment, assistant establishment, joint establishment, regional establishment and key assignment establishment etc., to build the party organization throughout the private enterprise and to eliminate "dead corners" or "blank spots." Thus, all the private enterprises that meet the requirement, and should establish party organizations, will build up their party organizations. It practically solves the problems of the enterprises that have no party member, or that have party members but no party activities. The private enterprises without party organizations could appoint liaison officers or political instructors to strengthen guidance on setting up party organizations. Regarding the newly established private enterprises, (we should ask them) to consider setting up a party organization simultaneously.

The job of enrolling new party members must be done well. The association party committee should make a plan to generate new party members, and increase the dynamics on developing activists. The technical experts and the young outstanding people in the front lines are the key candidates for party membership. Through organizations like the Communist Youth Leagues, the unions and the Women’s Federation, the activist troop could be expanded and special candidates could be chosen. The mature and outstanding people could be enrolled promptly in the party member troop following the "16 characters" policy (Editor’s Note: it refers to the new Party member recruitment policy: stick to the standards, ensure quality, improve structure [the age, education level, work positions, etc. of the Party members], and cautiously recruit), and unceasingly pour fresh blood into the private economy party organizations.

First, (we) must strengthen leadership and carry out responsibilities. Each related party organization must include work for establishing the party organization in  private enterprises on its agenda. The investigation and study should be carried out carefully, the plan should be laid out, and the responsibilities should be clear and to be carried into different layers. The party building connection system for private enterprises must be established and meetings for the party building work on private enterprises must be held regularly. The lessons learned can be summarized as the work goes forward. The county Industry and Commerce Bureau party organization must fulfill the substitute management responsibility and assign a special person to be responsible for this work. It must grasp the party building work in private enterprises in hand, especially the work on the Private Enterprise Association Party Committee, and keep up the work constantly.

Third, the troops must be constructed well and keep up the work constantly. For private enterprises, the leaders of the party organizations, the party members and the people who actively want to join the party must be categorized and trained; they should be included into the integrated training plan for all the county party member cadres. The association party committee must increase the selection dynamics on the party branch secretaries in the basic units and select the outstanding party members with good political quality, strong organizing skills, understanding of management and operation and who are good at doing the staff’s ideology work, and then promptly appoint them to the party organization’s leadership posts in the private enterprises. The outstanding cadres should be chosen and transferred to strengthen the party building operating mechanism in the private enterprises. At the same time, retired party cadres are encouraged to accept party affairs work in the private enterprises. In brief, (we) must construct a troop that meets the requirement for private enterprise party building and with sufficient party affairs cadres to create the condition to do the private enterprise party building work well.

Security and Maintaining Stability in 2009

At the meeting on May 20, vice president Mao Peng passed down the key points of the Conference for Maintaining Stability in Higher Education Institutes in Qinghai Province and of the Education Bureau’s recent Notice to Stabilize College Students. At the same time, he directed and arranged the work of maintaining stability and protecting security for our university. President Mao pointed out that each college and department of our university should emphasize the work of maintaining stability and that task surpasses all other work. “June 4th” is a sensitive period for students. All the leaders in each college and department should pay close attention to the direction of student’s thoughts, prevent and stop any actions by Falun Gong or by members of anti-revolutionary organizations outside of China to instigate students, stick to the principle of “intense inside but relaxed outside,” do well in thought-education and student guidance, keep the students alert so that there is no chance that criminals have the opportunity to take advantage of our loopholes, ensure the security and stability of the campus, and protect student’s personal rights and interests.

Vice president Yanwu Zhao gave assignments to work on our students from four aspects: security education for students, student employment after graduation, student management, and student activities. He pointed out that, for the aspect of security education, we need to keep intensely alert to ensure political security and stability, pay attention to Internet security, timely delete information affecting security and stability on campus, and prevent criminals from using the Internet to instigate the students politically.

First, the anti-China forces continuously create incidents using such issues as Tibet, human right and trade. All sorts of enemies have increased their intensity in order to penetrate universities and colleges. Some non-governmental organizations provide cultural influence through joint-schools, research funding, training classes, and financial aid. These have the strong characteristic of puzzling people through such disguises. The activities of Dalai gangs1  to separate China has never stopped and has become even more severe, which directly destroys stable situations. The evil cult organization of Falun Gong has never taken a break from their destructive activities to penetrate the education system, especially universities and colleges, which we cannot ignore or take lightly. There are many big events this year: the 60th Anniversary of the establishment of the country, the 90th anniversary of the “May 4th” movement, the 50th anniversary of Tibetan democratic movement, the 20th anniversary of the “June 4th” political instability, and the 10th anniversary of denouncing the evil cult organization of “Falun Gong,” etc. Those sensitive periods are more likely to become the spark to induce events of instability. 

All levels of educational administration departments, school leadership and all kinds of schools should further perfect the leadership and offices for maintaining stability. You should establish specific groups of leaders, where the top leader of the CCP administration department should be the No. 1 person responsible for work in stability and security, and the remaining members of the leadership team should carefully carry out the duty of “one title, two responsibilities” [ed. to be responsible not just for the day to day operational work, but also for conducting party work] and be responsible for maintaining stability and ensuring security. You should further clearly realize the management principles that “the person who manages is responsible” and “intensely manage each level of the organizations and the upper level is responsible for the lower level,” so that we can do the job well in maintaining the stability and security of the schools all together. You should further enhance the structure of the administrative organizations and work force, clearly stratify the different offices, and assign enough good staff. You should solidly enhance the training and continuously improve the quality of the work force for maintaining security and stability as a whole.

You should further enhance the strength to create stability using high tech means. You should construct a new model for the security liability prevention system by emphasizing the function of technology to improve measures for security enhancement and security liability prevention. With the goal of improving the efficiency of liability prevention and with the principles of preventing loss and crime, you should increase necessary costs, promote and popularize the security liability prevention system using fire prevention monitoring and video monitoring, provide the relevant training and technology guidance at the same time, and gradually realize the high-tech, professionalism and modernization of security maintenance and risk prevention in schools.

You should solidly carry out the work of ideological education in the education system. You should persistently arm and unify the thoughts of teachers and students using the theories of Socialism with Chinese characteristics. You should carefully plan, devotedly organize, and solidly further advance the activities to study the concept of scientific development. You should take good advantage of the chance in the celebration activities of the 60th anniversary of the establishment of the country, the 90th anniversary of the May 4th movement, and the 50th anniversary of the democratic reform in Tibet, to enhance education on a large scale on the situation in the world, in the country, and of the Party and guide the teachers and students to transform their patriotic passion into the practical behavior of studying and working diligently to repay the country. You should strictly regulate and monitor important fields, including lectures and forums, school newspapers and magazines, the Internet on campus, broadcasts and TV networks, and publishers, etc. to prevent the use, destruction, and penetration by the anti-China forces from the West, the enemies in and outside of China, and the members of “Falun Gong.” You should proactively and appropriately deal with the problems emerging from the ideological field of the universities and colleges, settle the problems in the “sprouting (early)” stage inside the schools and on lower levels, and not provide channels for spreading the wrong ways of thinking and wrong notions.

The second factor is the influence from society. When the economic situation is good, everybody can see hope; when the economic situation is not good, the already fragile ability of the people to endure hardship will be transformed or shifted, which will cause lots of social problems. At present, all kinds of existing social conflicts are on top of each other, new conflicts keep arising, and the old social conflicts are likely to show up again and affect and interact with the existing and emerging conflicts, the conflicts in the economy, and the conflicts in other fields. The current problems will be more severe, involving the use of the land, real estate, rural area finance, conflicts between the cadres and the masses, legislation and problems of mass appeal. In addition, with the development of multiple interest groups, the diversity of demands and the more and more complex mentalities of society, some of the people see unfairness and lose their mental balance. They become more and more unsatisfied with society and still have hatred toward cadres and the government. A small group of people are radical in protecting their rights but ignorant about the law. They easily engage in radical behavior and may instigate incidents to destroy the normal order of society. The third is the influence from political factors. Relatively speaking, more sensitive political periods occur this year, including the 60th Anniversary of the establishment of the country, the 90th anniversary of the “May 4th” movement, the 50th anniversary of Tibetan democratic movement, the 20th anniversary of the “June 4th” political instability, and the 10th anniversary of denouncing the evil cult organization of “Falun Gong.” In addition, our province will host the 11th National Athletic Competition, including the women’s soccer competition and Tae Kwon Do. This period is usually when lots of appeals and mass incidents happen. Some of the unresolved conflicts inside of people may happen all together. Therefore, all levels of the government and all different departments should sufficiently realize the arduousness and the long-lasting nature of maintaining social stability. When living in safety, think about the danger. Enhance the sense of hardship, crisis consciousness and responsibility consciousness. Correctly understand and scientifically analyze the conflicts and problems currently affecting social stability. Correctly handle and scientifically plan the strategies and approaches to vigorously advance maintaining peace and ensure the continuous harmony and stability of the general situation in the county.

Especially this year, different levels of the government set a higher standard for maintaining stability regarding dealing with appeals. From the province government to Zao Village, from Tengzhou City to the county and neighborhood communities, the major leaders of the government have signed the document listing goals and responsibilities. Tengzhou City has also signed an agreement with different towns and neighborhoods. It is a requirement that the number of people who go to Beijing to appeal from each county and neighborhood cannot exceed 5 out of a million people, which is very strict. According to this request, our county will be off from the target as long as one person goes to Beijing or the capital of our province to appeal. Therefore, all the government branches, villages, and departments should further enhance the sense of responsibility, increase pressure on yourselves, persist in the effort to prevent and resolve the problems appropriately, both from the surface and the roots. You should put the emphasis on grasping the source of problems for prevention, information and news filtration, using persuasion to resolve problems, controlling the development of situations, forcing implementation, aftermath coping strategies, and the prevention and the elimination of different kinds of factors leading to instability. First of all, you should enhance the ability to resolve, investigate and eliminate the conflicts. According to the requirement of finding problems early enough, making problems resolvable and controllable and well resolving the problems, you should keep searching for and investigating problems on schedule each month, do more searching and investigation before major events, do early searching and investigation before sensitive periods, collaborate in searching and investigating common problems, and specifically search for and investigate serious problems. You should investigate clearly and from all aspects for all kinds of conflicts and hidden problems, truly know the situation, be clear in mind, and have the confidence to find problems early, resolve them early, and eliminate them early. You should build up appeal portfolios. The general branch and villages should have portfolios of the situation in your village; the counties should have portfolios on the situation of your county to ensure control of appeal cases at all times. You should enhance the work to gather information through opening up a wide range of channels, sufficiently use all kinds of legal methods and measures, exhaust all the means to gather information regarding the factors affecting social stability, realize the goal of taking action whenever the other party (those who affect social stability) take action, know what is going on whenever the other party takes any action, know what will happen before the other party takes any action, know everything in your mind clearly, firmly take proactive roles and win the battle proactively.

The Main Point of Propaganda Work and Thoughts for the Zhongqing University of Posts and Telecommunications in 2009 [4]

This year is the 60th anniversary of the establishment of the country. All kinds of enemies will certainly take advantage of this opportunity to intensely contrive conspiracies and engage in destructive activities. For example, the Dalai gangs have claimed that they will take advantage of the 50th anniversary of the Tibetan democratic reform to contrive activities to separate the country, the “democratic activists” are engaging in destructive activities using the 20th anniversary of the “June 4th” incident of instability, Dongtu (Muslims) and the evil cult organization of “Falun Gong” are also attempting to take action. Therefore, this year will have lots of major political movement and sensitive periods. Furthermore, due to the current serious economic situation, the task of maintaining stability is very heavy and has a negative influence on the stable development of universities and colleges.

Enhance the construction and management of the Internet culture. According to Party General Secretary Jintao Hu’s talk, Enhance the Construction and Management of Internet Culture with an Inventive Spirit, and the point in the Suggestion on Enhancing the Construction and Management of Internet Culture by the CCP Central Office and the Council General’s Office, we should strengthen our effort to build up official university websites, the Red Rock Internet school, Chongqing Students Online and the websites for all work units and departments and enhance the specialization, interaction and effect of the Internet information service. We should strive to develop a healthy and beneficial Internet culture, increase and refresh the contents on the Internet, carefully plan and organize the major topics of Internet propaganda, and sing out loud the Major Theme and Rhythm on the Internet. We should strengthen the guidance on the Internet, mobilize activities for “Civilized Use of the Internet and Civilized Creation of Websites,” in depth, and frequently carry out propaganda and education on the moral application of the Internet. We should further enhance our ability to cope with the information on serious incidents and sudden incidents on the Internet. We should do well in analyzing events, clearly knowing the rationale of the events, and specifically explain the puzzles and questions for different trends of thought in society, hot topics and cultural phenomena emerging on the Internet. We should enhance supervision and management of the Internet, enhance the work to analyze, supervise and guide the information on the Internet so that we can promptly control and eliminate information that is anti-revolutionary, attacks the CCP and the government, is pornographic, gambling-related or harmful. We should enhance the structure of the Internet commenter teams, enlarge the army of Internet commentators, and strive to form a stronger party for positive propaganda on the Internet.

IV Stability Surpasses All

This year we will happily welcome the 60th anniversary of the establishment of the country, but it is also the 20th anniversary of putting down the “June 4th” incident of instability and the 10th anniversary of denouncing the evil cult organization of Falun Gong. Our country has many major events and many events to be celebrate, however, we also face many difficulties and problems, namely, the new situation of social stability and the arduous task to maintain stability. The central government and the province committee have been highly emphasizing the work of maintaining stability and have stressed many times that, on the one hand, we need to work on the economy and on social development; and that, on the other hand, we need to work on social stability, that is, “both should be worked on, and both should be worked on very hard.” The stability in institutes of higher education is an important component of social stability. The major issue in maintaining stability in institutes is the stability of the students. The major issue to maintain student’ stability is to maintain the stability of their thoughts. All the institutes should further deepen your understanding on the importance of the work to maintain stability according to the requirements of the central government and the province committee, work on both the stability of students’ thoughts and resolving of practical problems, investigate and eliminate factors leading to instability, decisively cope with sudden events, construct long-term and effective mechanism to maintain stability and contribute to maintaining stability of the bigger society.

Security Maintenance Information for Yangtze University, [6]

On the morning of March 4, Yuanjun Zhao, the vice commissioner of the National Security Bureau of Jingzhou City, and the accompanying staff visited our university to inspect and guide the work for national security and the people’s defense network. Zaizhou Liu, the vice president of our university and the vice group leader for national security held a reception for Vice Commissioner Zhao. 

At the meeting, Commissioner Zhao analyzed the potential problems in institutes of higher education regarding national security. The major manifestation is that due to the influence of the Internet and the media outside of China, college students are relatively active in their thinking. They are not immune to the penetration of religions, as every now and then Christianity is spread on campus. Students sometimes leak information to the outside involving sensitive issues of the school; and professors who travel abroad easily attract attention from local espionage agents, since there was the incident in which they leaked important secretes in technology. When mentioning the focus for this year, Commissioner Zhao said that security maintenance for this year should focus on the three sensitive periods (the 60th anniversary of the establishment of the country, the 20th anniversary of putting down the “June 4th” incident of instability, and the 10th anniversary of denouncing Falun Gong), to solidly work on information collection and feedback, to ensure political stability in the school. Commissioner Zhao has also raised three requirements according to the relevant policies of our country: Enhance the structure of national security organizations in schools; ensure proper funding; continuously enhance the work quality of the army for political and security maintenance. Lastly, Commissioner Zhao stressed the importance of the work on national security in our schools in the recent period of time and also expressed his appreciation regarding our school’s department for maintaining security and for their close cooperation with the City Security Bureau over the years.
