Argentine Judge Issues Arrest Warrants; Jiang Zemin, Luo Gan charged with crimes against Falun Gong

On Dec. 17,a Judge in Argentina issued arrest warrants for two retired Chinese Communist leaders for their crime of persecuting Falun Gong.

In the historic ruling, federal court judge Octavio Araoz de Lamadrid charged former president Jiang Zemin and his Police Chief Luo Gan with crimes against humanity. Luo Gan is the former head of the "610 Office," the extra-constitutional agency that carries out the persecution.

“This is the true reality of the creation of a Chinese Gestapo with the objective of exterminating thousands of innocent people [including women, the elderly, and children] under the control, direction, supervision, and coordination of Luo Gan, the accused … .” Judge Lamadrid wrote of the 610 Office in his decision.

H1N1 and Dissemination of Information During Crisis

The widely usage of Internet and Web2.0 media enables the public to use blog postings and text messages among themselves to disseminate H1N1 information, says Globe, a biweekly magazine published by Xinhua. People don’t rely on the traditional media, which is more rigid in reporting the epidemic situation, any more. Thus the crisis of H1N1 also becomes a crisis for the media.

Globe also argued that China should improve its influence over international public opinion, as currently the Western media have led China by the nose on major news. “Therefore, how to explain China to the world and seek international support during a crisis should be an important link as the government improves the dissemination of information during a crisis.”

Media Directed to Create Positive Publicity about China’s Economy

The media should create a favorable public opinion about stable and rapid economic development, said Liu Yunshan, Politburo member and head of the Publicity Department of the Central Committee of the Chinese Communist Party. He stated that the publicity and ideological fronts should study and implement the guidance of the Central Economic Work Conference, be in alignment with the Party’s assessment of the international and domestic economic situation, and with the Party’s economic policy and implementation thereof.

China Marxism Forum 2009 Held in Beijing

The “China Marxism Forum 2009” was held in the Central Committee’s Party School in Beijing from December 8 to 9. Xi Jinping, Hu Jintao’s successor, member of the Politburo Standing Committee and President of the Central Committee’s Party School sent a congratulatory letter to the forum.

This forum was sponsored by the China Marxism Study Foundation, the only foundation in China that awards and organizes theoretical study of Marxism and the Socialism with Chinese Characteristics, and the National Development Bank.

Going forward, the China Marxism Study Foundation will sponsor the Marxism Forum annually, with the first meeting held this year.

China Establishing Energy Resources Committee

The Economic Observer Newspaper recently reported that the State Council is forming a committee to oversee all Chinese energy resources related management issues. The pending government body has been named the "National Energy Resources Committee." The director of this committee is likely to be a deputy prime minister or a state councilor. Members of the committee will come from the National Development & Reform Commission, National Energy Administration, Ministry of Industry and Information Technology, Ministry of Environmental Protection and State Administration of Quality and Technical Supervision. The move comes as a result of past poor coordination of various government branches that have a say in energy policies.

Liu Yandong: Foreign Affairs Education Must Serve the Interests of the Party

On December 10, 2009, Liu Yandong, a member of the CCP Central Committee Political Bureau and a State Councilor, gave a speech at the 2009 National Foreign Affairs Education Conference, Xinhua reported.

Liu pointed out that the work of foreign affairs education, as part of diplomatic foreign affairs, must serve the overall interests of the Party and the country and make contributions to the building of China’s socialist and modernized education system.

The work of foreign affairs education must strengthen the communication and cooperation between Chinese schools and foreign schools, send Chinese students to study abroad, invite foreigners to study in China, recruit Chinese professionals from overseas, and promote Chinese language education internationally.

China Held Central Economic Work Conference

The Central Economic Work Conference took place in Beijing from December 5 to December 7. Xinhua reported that all nine members of the Standing Committee of the Political Bureau of the CPC Central Committee, nearly all members of the Political Bureau and many other high rank officials attended the meeting.

Hu Jintao gave a speech on the current internal and global economic status and the importance and urgency of accelerating the transformation of China’s economic development. Wen Jiabao laid out the economic development plan for 2010.

Spanish Court Indicted Jiang Zemin and His Close Associates

On November 13, Spain’s court indicted five high-ranking CCP officials for crimes of torture and genocide against Falun Gong practitioners. According to AOL UK, the five officials are Jiang Zemin, former head of the Communist Party, who ordered the campaign to “eradicate” the Falun Gong meditation practice in 1999; Luo Gan, head of the notorious “610 Office,” a nationwide secret police task force; Bo Xilai, current Chongqing party secretary; Jia Qinglin and Wu Guanzheng, both members of the Politburo Standing Committee.

The defendants have 4 to 6 weeks to reply and could face extradition if traveling to a country that has extradition treaties with Spain, including China and the US. If convicted, each could face up to a 20-year prison term.
