Xinhua: Kim Jung-Il Expressed a Willingness to Strengthen Friendship

Xinhua News reported immediately after the face to face talk between Kim Jung-Il and former US President Bill Clinton that, Kim Jung-Il said there was “no change” in the policy of strengthening and developing the friendship between North Korea and China. It was reported that Kim said so after viewing an old Chinese stage play by North Korea’s National Troupe of Stage Play. He suggested that the friendship with China was established by the previous senior leadership of the two countries, which made it very valuable.

Confucius Institutes in Australia

The Chinese Language Council International, also known as Hanban, recently set up a Confucius Institute in the University of New South Wales in Australia. Other universities in Australia that have Confucius Institutes include the University of West Australia and Sydney University. The next potential one to set up a Confucius Institute is the University of Wollongong, which is in discussion with a university in Beijing.

At the end of April 2009, the Chinese Language Council International had established 326 Confucius Institutes in 81 countries around the world.

CCP in Tibet Autonomous Region Launches Patriotic Education Activities

The Party organizations in the Tibet Autonomous Region launched a series of patriotic education activities. The theme also incorporates the study of scientific outlook on development, strengthening the party’s work at the grass roots level and anti-separatist education.

Patriotic education activity consists of 50 projects covering 9 areas. It is divided into three stages to implement, which started in April. Examples of activities include: an education program on China’s modern history to praise the fundamental changes under the party’s leadership; organizing groups of monks and nuns who are considered "patriotic" and who "abide by the law" to give lectures at temples; exhibiting collectibles to showcase the reforms over the past 50 years; and an introduction of “red songs” for people to sing to express their love for the party, the country and their socialist beliefs.

Guangzhou Daily: China Rubber Industry May Recommend Anti-Sanction Measures

Cai Weiming, general secretary of the Tire Branch of the China Rubber Industry Association disclosed that the association might recommend increasing tariffs on imported agricultural goods from the U.S. or set limits on imports as anti-sanction measures.

President Obama has until September 17 to decide whether to impose protectionist measures on Chinese made tires.

Chinese Economy: Campus Satellite System to Play Major Role in Military Exercise

In the current “Stride-2009” military exercise, China’s Campus Satellite Navigation and Positioning System will play an important role, reported Chinese Economy. In past exercises, there were quite a few incidents of information leakage due to communicating via non-secure methods, such as mobile phone or maritime satellite. The Campus system has resolved the communication security issue to a certain extent. Besides sending instant messages, it will also be used for time servicing and positioning.

The PLA’s general departments also set specific requirements on the electronic-magnetic environment and application of testing of new equipments. A set of self-developed new arms, such as the psychological operation team’s loud-voice broadcasting vehicle, will be tested in the field.

Chinese Academy of Social Sciences’ Yellow Book on Shanghai Cooperation Organization

The Institute of Eastern European, Russian & Central Asian Studies in the Chinese Academy of Social Sciences published a “Shanghai Cooperation Organization (SCO) Yellow Book: Shanghai Cooperation Organization Report 2009” on August 11, 2009. The report said that SCO is a growing regional international organization. Security cooperation and economic operations are the major cooperation areas among its member countries. SCO’s influence has been increasing. Many countries and international organizations have expressed interest in working together with or even joining it.

The Yellow book also mentioned the global financial crisis’ impact on SCO’s member countries. All its member countries use infrastructure construction to stimulate domestic consumption and promote economic development. They are paying special attention to economic structure adjustment, which will present a larger area and scale for future economic cooperation among these countries.

Global Times: US Using NED to Interfere In China’s Internal Affairs

[Since the 7-5 Event in Xinjiang, Chinese media have repeatedly blamed the National Endowment for Democracy (NED) for supporting Rebiya Kadeer — ed.] On August 12, 2009, the Global Times, a state newspaper under People’s Daily with a focus on international news reporting, published a lengthy article to detail how the NED propped up Rebiya Kadeer to form an anti-China group. It reported that NED’s President, Carl Gershman, identified the value of Kadeer even when she was in China’s prison and worked through his connections with the US State Department to pressure China into releasing her to the US. Once Kadeer came to the US, Gershman provided funding and pushed her into the position of spiritual leader for Xinjiang separatists. From 2004 to June 2009, the NED has provided nearly $2.24 million to support the “East Turkistan” separatist groups including the World Uyghur Congress, Uyghur American Association, International Uyghur Human Rights and Democracy Foundation, and International PEN Uyghur Center. NED provided near $600,000, about 13% of its China budget in 2008 and has confirmed over $500,000, or 15% of its China budget for 2009.

Global Times further reported that the U.S. government is behind the scenes. It lets NED take front stage to create turmoil in Xinjiang to reduce Xinjiang’s strategic position in China’s cooperation with countries in the Shanghai Cooperation Organization (SCO). “The violent event occurred shortly after the SCO’s historical meeting (referring to the SCO Summit in June 2009). It is not a coincidence.”

Several Government Documents on DPRK Refugee Policy

On Treatment Of Illegal Immigrants From Democratic People’s Republic Of Korea

To all levels of governments and their agencies:

This is to inform you of our decision regarding the treatment of illegal immigrants from North Korea, and their offspring with Chinese citizens when they were not married. Please act in accordance with the following stipulations.

1. Treat all illegal immigrants according to their original nationality, not as Chinese citizens. You are not permitted to provide them with residency registeration or issue a resident identification card.

2. Treat all offspring from the relationships between illegal immigrants and Chinese citizens that are not by legal marriage as non-Chinese aliens. You are not permitted to provide them with residency registeration or issue a resident identification card.

3. No illegal immigrants’ offspring, if not by legal marriage, can enjoy the same benefits as citizens; such as kindergarten, attending schools, medical care, employment/labor insurance, social welfare, etc.

4. All illegal immigrants and their offspring not by legal marriage are not permitted to register for marriage in China.

5. All governmental agencies should work together with the police and border patrols to deport all illegal immigrants

Court Case Informational Bulletin

Due to a large influx of North Korean Refugees into our city, the illegal living-together situation between male citizens and Northern Korean female illegal immigrants is getting worse.

In 2003 alone, court cases concluded by all courts in the city that involved citizens illegally living together with North Korean females reached 6,341 cases. There were 19 criminal cases involving either homicide or suicide relating to those family cases, and 26 Chinese citizens were punished for bigamy.

At present, the occurrence of having North Korean mistresses has flourished to an unprecedented level leading to corruption of the family and social stability. This is contributing to a series of complicated social problems because of the increased number of mixed blood offspring in the city.

It is our hope that all level of governments and their agencies should take this matter seriously, and work together to resolve this issue with cooperation from society as a whole.

On Financial Difficulties Dealing with North Korean Refugees

To the Provincial Finance Department:

North Korean refugees have been moving into this area in large numbers since the mid-90’s. According to statistics from the police, border patrols and civil affairs department, the number of refugees still in our area has exceeded 93,000.

We have set up 6 new detention camps for refugee deportation in recent years to accommodate this need. Last year alone we spent over 26 million yuan, which is still not enough to provide the space required. Refugees were detained with no place to put them. The cost of providing food, clothing and transportation for these refugees last year exceeded 10 million yuan and it’s continuing to grow at an annual rate higher than 30%.

Providing funds to cover these two expense items has created a tremendous amount of pressure on our balancing the budget. We are hereby making a special request to the provincial finance department for an annual appropriation of 30 million yuan to be used specifically for this purpose only.

Status Bulletin Regarding North Korean Refugees

There has been a steady increase of North Korean citizens crossing the border and staying illegally in China since 1983, due to the food shortage crisis in North Korea over the last 21 years. There have been 6 occurrences in which the number of refugees illegally crossing the border exceeded 10,000 people.

To enforce the central authorities’ instructions to block and expel the illegal immigrants entering our borders from North Korea, all police departments increased their operations and, as of the end of 2004, had deported 133,009 people back to North Korea. This is very significant in upholding social stability in China, and the improving the relationship between the two countries.

Due to the complicated international environment, insufficient determination and numerous other reasons, the effort to complete this task has become increasingly difficult. It is estimated that there are close to 400,000 North Korean illegal immigrants staying in China. The influx of this large number of illegal immigrants has not completely stopped.

It should be noted that these people mostly came because of hunger and survival. Only a few came because of political motives. Therefore, it is imperative that we increase the effort to block and expel illegal immigrants. Yet we must be very careful not to exceed the limits of this policy and give rise to any interference from international opposition. We should all strive to reduce, in the short term, and eventually eliminate the existence of illegal immigrants.
