Accountability Regulation Is Like the Sword of Damocles

Xinhua reported that, on June 28, 2016, Xi Jinping presided over a Politburo meeting at which the first CCP accountability regulation was reviewed and adopted.

According to Xinhua, at the meeting the accountability regulation was put into effect so that the CCP would be run following strict rules. “[Party members] will be held accountable if their dereliction of duty causes serious consequences, results in people lodging strong complaints against them or [if their actions] severely damage the political foundation of the ruling Party. The offenders, those who provide oversight, and the leaders will all be held accountable.” The meeting specifically called for Party organizations at different levels to be proactive in tackling tough problems seriously, to see that the pressure is felt at all levels, and to make accountability the norm.”
On June 7, state media reported that Wang Qishan, Party Secretary of the Central Commission for Discipline Inspection, hosted forums in Beijing and Liaoning Province to solicit comments on the accountability regulation. At the forums, Wang stated that the development of the accountability regulation is to be like the sword of Damocles hanging over everyone’s head, to caution and warn the entire Party that the Central Committee means what it says about accountability. The Party leaders who do not take full responsibility will be held accountable.
