Hu Jintao Meets with Sarkozy, Calling for Ceasefire in Libya
When French President Sarkozy visited Beijing on March 30, 2011, Hu Jintao told him, “If the coalition’s military actions are harming innocent civilians, creating a greater humanitarian crisis, this violates the original intention of the UN Security Council resolution.” “We have always maintained that every country’s independence, sovereignty, unity, and territorial integrity should be respected, and have opposed the use of force in international affairs. … The ultimate solution lies in dialogue and other peaceful means.”
Hu further stated, “China supports all political efforts that are conducive to easing the current tension in Libya. We call on all parties to call an immediate ceasefire, seek a peaceful solution, and prevent more civilian casualties as soon as possible, to restore stability in Libya.”

Hong Kong to Become the RMB Offshore Center
Premier Wen Jiabao reiterated Beijing’s support for Hong Kong to become the RMB offshore center, suggesting that Hong Kong should lead China’s financial reform. According to Hong Kong’s monetary authority, in 2010, a total of 36 billion yuan (US$5.5 billion) in RMB bonds were issued. China Merchants Bank President Ma Weihua said earlier this month that Hong Kong’s RMB deposits totaled 370.6 billion and may hit 2 trillion in five years.
Ba Shusong, a senior official at the Financial Research Institute under the State Council’s Development Research Center envisions a three-step process: 1) establishing channels for RMB inflow and outflow, with partial convertibility overseas; 2) setting up an offshore market in Hong Kong where RMB can circulate inside the region independently from the mainland; 3) Attracting RMB from Russia and Africa back to Hong Kong. Ba believes that if RMB deposits reach 2 trillion in Hong Kong, it will likely achieve self-circulation and Hong Kong will thus truly become the RMB offshore center.

Xinhua: Air Strikes in Libya Are Disturbing; War Cannot Bring Stability
Xinhua published an editorial commenting on the U.S. and European nations’ recent air strikes in Libya saying, “Conflicts should be resolved through peaceful means. Wars cannot end violence or quickly bring about stability; rather, it will but aggravate human disasters.” The Xinhua editorial cited examples of the U.S. military actions in Afghanistan and Iraq. “Today, the two countries are still politically unstable with the local population suffering from continued violence and disasters. The international reputation and image of the instigator of the wars has also been tarnished. It shows that any action that lacks fairness and justice may bring unintended consequences to the initiator.”

People’s Daily Critical of Color Revolutions in Africa
People’s Daily published an article on Libya titled “Social Unrest: the Wrong Path for a Country and a Tragedy for the People.” The article said, “From the end of last year through this spring, a number of countries in Eastern and Northern Africa have suffered from continued political instability and social disruptions, having a negative economic impact on their people. Moreover, Libya is now trapped in a vortex of war.” The article concludes that the Chinese people should treasure their current “harmony and stability.” “Every one of us should do our utmost, achieve more development under this stability and continuously reap happy fruits during our development.”

Anhui Province to Crack Down on Unregistered TV Stations
Yang Jian, an official with the Anhui Broadcast and Television authorities admitted, "In Anhui, privately operated illegal television stations do exist. The [Broadcast and Television] Bureau will increase its efforts to crack down on these illegal television stations.” Yang’s remarks were made in response to Internet blogs which state there are over 1,000 such unregistered TV stations. Yang denied that the number was that high. Either individuals or groups operate these unregistered TV stations. Due to their high degree of mobility and low start-up cost, it is difficult to detect them and crack down. These TV stations primarily broadcast entertainment programs, including movies and local performing arts. Their main source of revenue is from advertising.

Shanxi Government to Launch “Internet Red Scout” Campaign to Rebut Criticism of the Party
On March 16, 2011, the Shanxi Provincial State-owned Assets Supervision and Administration Commission (SASAC) issued a notice that it would launch an “Internet Red Scout” campaign to protect the image of the Party and the government. The notice states that the Shanxi SASAC will mobilize the Communist Youth League members to gather and report the online postings that say anything negative about the Party or the government, and particularly the Party leaders of Shanxi and its State-owned enterprises. These “Red Scouts “must rebut these comments and use ‘red’ to overcome ‘black.’”
“The campaign will start on March 31, 2011. Each volunteer must post at the minimum one rebuttal per week. The web-page of the posting will be saved electronically in a timely manner and be submitted to the Communist Youth League committee one level up.”
