New Regulations: Officials Must Report Personal Matters

On July 11, Xinhua published new government regulations. Going forward,  government and state company officials are required to report about their personal matters. Under the new rules, officials from the midlevel and up, including Party and nonparty members, and those working for state-owned companies must report personal information including changes in marital status, personal assets including property and investments, and business activities by spouses and children. They must also report the whereabouts of spouses and children living abroad and whether children are married to foreigners, including people from Hong Kong or Taiwan. Punishment for failing to report ranges from criticism in private and public reprimand to dismissal.

Public Security Chiefs Departing to the US for Training

On July 8, Cai Anji, political commissar at the Ministry of Public Security met with a group of 25 local public security chiefs before their departiure for the United States. They were slated for 21 days of training. Cai claimed that training overseas was for the purpose of implementing the Party’s directive on strengthening training of local public security leaders. He asked the group to “change the training into a process that strengthens political ideals and beliefs, and will instill in them the wish to think outside the box, find solutions, and develop breakthroughs that will result in new developmental stages for public security.”

PLA Major General on U.S. Aircraft Carrier Visiting Korea

During an interview with Phoenix TV, Luo Yuan, a PLA Major General, suggested that China should take a tough stance against the US aircraft carrier Washington visiting Korea for a military drill. The interview script was posted on the Phoenix Website. “PLA Major General: If it Comes to the Yellow Sea, the U.S. Aircraft Carrier Will be Our Live Target.”

Luo Yuan: “… but China is not a fish. History shows that China is not a fish moving at the will of others. It is a tiger.”

TV Hostess: “It is a dragon.”

Luo Yuang.: “It is a lion. I am saying this from the perspective of safeguarding the situation in the Korean peninsula. We will launch a tough response.”

Zhou Yongkang on Social Stability

Zhou Yongkang, Standing Member of the Politburo of the Communist Party, stated on July 2, “Factors that influence social harmony and stability are still present in large quantities.” The remark was made at the 14th conference of the Committee of Political And Legislative Affairs of the Chinese Communist Party. Representatives from the Ministry of Public Security gave a briefing on the current status of social stability. Zhou is the public security chief of the Party.

Can China Afford 5% to 6% Inflation?

The Outlook Weekly of Xinhua published an article from an official, associated with the State Development Planning Commission who asked a question. Earlier some Chinese economists remarked that China might benefit from a moderate 5 to 6% inflation rate. The article disagrees. “Currently the Consumer Price Index is rising slowly, but the prices for consumer goods and monopolistic items are increasing at a rapid rate. If the target for an overall price increase is set at 5% to 6%, the so-called moderate increase, economic development and social stability would suffer  damaging consequences.

State Owned Companies Growing China’s Soft Power Overseas

A forum on expanding the Party’s propaganda in other countries was held jointly by the Party’s Propaganda Department and the State-owned Assets Supervision and Administration Commission of the State Council.

At the forum, staff from several State owned companies spoke about their achievements and lessons learned when spreading propaganda overseas while doing business.

Staff from the China Ocean Shipping (Group) Corporation, China State Construction Engineering Corporation, China Nonferrous Metal Mining Group Co., Ltd., and Hisense Group Co., Ltd. shared their experiences.

Liu Yunshan, Politburo member and Minister of the Party’s Propaganda Department delivered a speech at the forum.

180,000 Chinese Died in the Korean War

According to Xu Yan, professor at the National Defense University, over 110,000 Chinese soldiers were killed in the Korean War, between 1950 and 1953. When deaths from injuries and deaths for other reasons were included , the total casualty figures reached 183,108. The statistics are based on data collected by the Korean War Memorial Society of Dandong City, Liaoning Province.

On the Role of the Party’s School

Li Jingtian, Executive Vice President of the Chinese Communist Party Central Committee’s Party School, discussed the role of the Party School.

“The Party School of the Chinese Communist Party Central Committee is the principal institution that trains Communist leaders and theorists. It is a vital department that is under the direction of the CCP Central Committee. It is the conduit for the senior and intermediate cadres when trained for rotations. Furthermore,  it is is the Party‘s research institution of philosophy and social sciences.”

Mao Tsedong and Liu Shaoqi once served as presidents of the Party School. Hu Jintao was the president from 1993 to 2002. The current president is Xi Jinping, standing member of the Politburo and China’s Vice President
