People’s Daily: Party Leadership Provides the Fundamental Assurance to the People’s Congress System

Following Xi Jinping’s recent talk during the 60th anniversary of the People’s Congress, People’s Daily published a commentary in which it reported on the statement that Xi made. Xi stated, “In order to uphold and improve the People’s Congress’s system, the Party must maintain the core leadership power in China.” The article commented that China has no prosperity without the Party and the Party’s leadership must be increased not diminished. The article concluded that the People’s Congress is important and irreplaceable in managing the country but only when it is under the Party’s leadership can it maximize its role.

Huanqiu: China Built the First G20 World Think Tank Summit System

On September 3, Huanqiu reported that the China Chongyang Institute for Financial Studies of Renmin University organized a G20 world think tank summit in Beijing, a step towards reinstating the world’s first G20 think tank system. The article said that the summit will help to lay out the plans for the upcoming G20 Leaders Summit in Australia. According to the article, the theme of the summit is “Great Finance and Global Comprehensive Growth.” The summit participants include think tanks from China, Russia, the U.S., India, Japan, and the EU, as well as representatives from the World Bank, the IMF, and the United Nations. The article claimed that hosting the summit shows the rise of China’s think tanks in their competitive position of the world knowledge. It also demonstrates the ability of China’s think tanks to attract, appeal to, and influence the think tanks in the world. In an interview with Huanqiu, the deputy director of the Chongyang Institute said that the reason that the Chongyang Institute took the lead to reinstate the G20 thank tank system is that China wishes to inject its wisdom and its ability into global management, especially in the reform of the international financial system. He said that China is the country that has made the fewest number of mistakes in financial management in the past 20 years and that the world’s future development needs the Chinese people’s governance experience.

Beijing Warns External Forces not to Mess with Hong Kong’s Election Reform

After saying no to having an open election for Hong Kong’s chief executive, Beijing issued a strong warning to democratic countries. China’s Foreign Ministry spokesman Qin Gang said that Hong Kong is a Special Administrative Region of the People’s Republic of China. The relevant affairs regarding its political (electoral) reform are the internal affairs of the Hong Kong SAR. These are China’s internal affairs. No external forces are allowed to intervene. [1] 

Beijing also issued a warning to Taiwan. Through the Taiwan Affairs Office of the State Council, it asked Taiwan to respect the [new] developments in Hong Kong’s political system. Taiwan Affairs Office spokesperson MA Xiaoguang stated that a few Taiwanese people have used the issue [of the Hong Kong election controversy] to discredit the "one country two systems" policy, damage Hong Kong’s prosperity and stability, and hinder the development of cross-strait relations. Such behavior is not welcomed. [2]

Hong Kong Magazine: Xi Jinping Has Survived Six Assassination Attempts

In its August 2014 edition, Hong Kong’s The Trend Magazine quoted a source identified as a top Chinese Communist Party (CCP) official as saying that Xi Jinping has, to date, survived six assassination attempts. These attempts took place in different cities when Xi was visiting them. Investigations revealed that all six incidents were the result of internal conflict. That is, it was CCP officials who had hired assassins to kill Xi.

From the time that Xi took the top CCP leadership post until July 2014, the CCP security organization has issued 16 security warnings for Xi. Among those, four warnings were in Beijing, including his visits to the Beijing Municipal government offices.

China Review News: Beijing Rules Out an Open Election in Hong Kong

The Standing Committee of the People’s Congress of the People’s Republic of China recently announced its decision on the rules for “universal suffrage” for the election of the Chief Executive of the Hong Kong Special Administrative Region (HKSAR) in 2017. The NPC Standing Committee has decided to allow only two to three candidates to run in the race for the Hong Kong leader. These candidates will have to obtain the support of at least half of the nominating committee members to get on the ballot so as to make sure that only a Beijing supporter who “loves the country and loves Hong Kong” has the opportunity to win the election.

The announcement of such a tightly-controlled framework basically rules out an open election in Hong Kong. “After the announcement of this decision, ‘public nomination’ and ‘international standards’ will no longer be major contention points.”

Xinhua: Media Should Take the Lead in Strengthening Mainstream Values

Xinhua recently published an article on a reporters’ forum that was held in Beijing on August 30. The focus of the forum was a discussion of what news reporters should produce in order to “promote the socialist core values.” The forum asked media workers to “study, promote and practice” the socialist core values by focusing on reporting the stories that reflect the development of these values. Some speakers delivered speeches explaining that socialism is the “soul of news reports” and journalism is all about pushing these values “religiously.” Some also called for an in-depth study on how to develop more methods to spread socialism effectively and even “artistically.” Another important point made in the forum was to pay careful attention to the direction in which the top political leadership is pointing. High ranking representatives from all major Chinese new agencies including Xinhua, People’s Daily, Guangming Daily, Economic Daily, Chinese Central Television (CCTV) and the Central National Radio attended the forum.

2,190 “Naked Officials” in Guangdong Province

The term, "naked official" (裸官) refers to Chinese Communist Party (CCP) officials who remain on mainland China while their wives and children reside abroad. The Chinese Ministry of Commerce has reported that, from the beginning of the reform and opening in 1978 until 2003, about 4,000 corrupt officials left China, taking at least $50 billion out of the country; often the spouses and children went first. The government is setting up a stricter monitoring system to decrease this practice. In early 2014, a revision of the rules for the promotion and appointment of senior officials introduced rules that officials would not be considered for promotion if their spouses lived abroad (or if they had no spouse, their children).
Recently, Newsgd.com, a news portal based in Guangdong Province, reported that there were 2,190 "naked officials" in the southern province. More than 280 naked officials in Guangdong Province have brought their family members who lived overseas back to China. On Wednesday, Guangdong authorities announced that nearly 40 percent of the 2,190 naked officials have been reassigned. 
Li Yumei, head of the Organization Department of the CCP Guangdong Provincial Committee, said in an online interview on the official website of the Central Commission for Disciplinary Inspection of the CCP Central Committee, "After three months of effort, Guangdong reassigned 866 naked officials, including nine department-level and 134 county-level officials."
Guangdong authorities talked to the naked officials about the new regulation that had been issued on the subject of official promotion and selection, explaining that it stipulates that naked officials will not be considered for promotion. Naked officials were then offered choices based on the government’s limitations.

China’s National Security Act to Be Renamed the Counterespionage Law; Overseas Spies to Be Punished

On August 25, 2014, the 12th National People’s Congress Standing Committee in Beijing held its 10th meeting. A bill was submitted for a first reading at the bi-monthly session of the Standing Committee of the National People’s Congress proposing to change the name of the National Security Law to the Counterespionage Law. The main purpose of the current law is to regulate the work of the country’s national security agencies, whose major duty is counterespionage work.

“According to the proposed changes, foreign organizations and individuals conducting espionage activities, or who instigate and sponsor others to do so, will be punished, as will domestic organizations and individuals who spy on the country for foreign organizations and individuals.” “The bill will give national security agencies the authority to ask an organization or individual to stop or change those activities that are considered harmful to national security. If they refuse or fail to do so, the agencies will be authorized to seal and seize related property” or to arrest them so they will be subject to legal punishment.
