Central Government Enterprises Enter the Tungsten and Rare Earth Market

Central Government-owned enterprises are taking over the local state-owned rare metal and rare earth companies and building large conglomerates to compete for global pricing power over these resources, Xinhua reported.

On September 26, 2010, the Aluminum Corporation of China (Chinalco) signed an agreement to assume a major stake in the Jiangxi Rare Earth and Rare Metals Tungsten Group (JXTC) for 10 billion Yuan ($1.5 Billion). Chinalco will spend that money over 3 years to make JXTC an enterprise with 50 billion Yuan in revenue each year. In May this year, China Minmentals Corporation signed a contract to invest 4.5-5.5 billion Yuan on tungsten and rare earth production in Chenzhou City, Hunan Province.  Its subsidiary, China Minmetals Rare Earth Co., Ltd., announced in February 2009 that it would invest 2 billion Yuan to build the world’s largest rare earth enterprise group, which would cover mining, processing, and application.

China has the world’s largest Tungsten reserve, production, and sales volume, but it does not control the global Tungsten price due to price competition among Chinese production companies and low value-added products.

Beijing Conducted Large Scale Armed Police Exercise

With the background of the bus hijacking incident in the Philippines not long ago, Beijing Police recently conducted an exercise involving both Special Police and Military Police. The scenario of the exercise was based on an anti-terrorist situation in which “terrorists” occupied a shopping center and took several hostages. Around 400 police officers participated in the exercise. A large amount of special and heavy equipment was deployed during the exercise, such as police helicopters and climbing assault vehicles. According to the Beijing Police spokesman, the purpose of the exercise was to demonstrate the capabilities of the police in handling an ever increasing crime rate and maintaining social stability.

Xinhua: Nine Chinese Arms Sales Companies Attended Show in South Africa

From September 21 to 25, a South African Defense Exhibit was held in Cape Town. The China State Administration of Science, Technology and Industry for National Defense organized the show, and nine Chinese arms sales companies attended. The main companies included the China Aviation Technology Import and Export Company, Ltd.; the China Precision Machinery Import and Export Corporation; the China North Industries Corporation; the Space Long March International Trade Company; etc. This was the largest gathering of Chinese arms sales companies ever. The Chinese Exhibition area occupied 735 square meters.

Bank of China: Starting Registration Process for a Taiwan Branch

On September 23, the Taiwan banking supervisory authorities approved the establishment of the Bank of China’s Taiwan Regional Office. The spokesman for the Bank of China confirmed the news and suggested that the bank will immediately start the registration process to set up its first branch. The Bank of China currently has a brokerage relationship with 19 Taiwanese banks.

The China Banking Regulatory Commission already issued approval for four Taiwanese banks to open branches in mainland China. Along with the Bank of China, Taiwanese authorities also approved the Bank of Communications, headquartered in Shanghai. Regional offices can only perform non-commercial functions.

China and Australia Conducted Joint Naval Maneuvers

According to Xinhua, China’s naval training ship “Zhenghe” and the frigate "Mianyang" conducted joint naval maneuvers with the Australian Navy missile frigate “Sydney” on September 24.

The China naval fleet visited Australia earlier. During the visit, China and Australia achieved a consensus on multiple issues in terms of building a “harmonious sea” and maintaining regional stability and peace. The joint naval maneuvers on the sea are a concrete manifestation of that consensus.

China Launches an Action Plan to Encourage Overseas Chinese to Serve the Country

According to Xinhua on September 16, 2010, China’s Ministry of Human Resources and Social Security launched an “Action Plan to Encourage Overseas Chinese to Serve the Country.”

The Ministry of Human Resources and Social Security will set up a special fund to provide a variety of financial incentives to the Serving the Country Activities listed in the “Action Plan to Encourage Overseas Chinese to Serve the Country.” At the same time, it will provide a communication platform for information exchange, expert recommendations, and talent networking; it will also facilitate the ability of high level overseas students to enter and exit China.

On September 24 SCO’s Military Joint Exercises Entered the 3rd Stage – Combat Simulation

China News Service (CNS) reported that, on September 24, the Shanghai Cooperation Organization (SCO)’s military joint exercises, entitled “Peace Mission – 2010," entered into the 3rd stage, which is combat simulation, at the Matybulak range in the southern part of Kazakhstan.

This is the 7th joint anti-terror military exercise held by SCO. More than 5,000 troops from Russia, Tajikistan, Kazakhstan, Kyrgyzstan, and China participated in the exercises supported by over 1,600 armored vehicles and tanks, 100 artillery pieces and rocket launchers, 50 combat aircraft, and armed helicopters.
