Ministry of Public Security Strengthens Society’s Management and Control

On September 8, the Ministry of Public Security held an audio-video conference on Strengthening Society’s Management and Control, requesting that public security organizations at all levels closely follow the meeting spirit of the August 17 conference on Safeguarding Security during the 60th Anniversary Celebration of National Day, to ensure social stability and create a good social environment for the celebration.

The Ministry of Public Security also requested that the 6 neighboring provinces and the City of Beijing become the “moat” for Beijing, providing a safety buffer for Beijing by implementing strict checkups and control processes; that public security organizations at all levels and all other departments and police organizations implement emergency command processes with 24 hour on-duty staff and preparation under real battle conditions.

Beijing Held Its First National Day Parade Rehearsal

In the early morning on August 29, 2009, the first rehearsal for China’s National Day Parade took place at Tiananmen Square, China News Agency reported. The practice started at 3 a.m. and lasted for an hour. About 100,000 people marched for 35 parade blocks, passing Tiananmen Square. Many college students participated in this patriotic event. The security, transportation control, medical, and weather forecast groups also participated in the practice.

The Beijing police started three security patrol lines based on the 2008 Olympic security control experience. The patrol control level has been increased to Level 2. Every day, nearly 7,000 policemen from the patrol police and special police departments patrol the streets and special areas.

Hu and Wen Facing Fierce Challenge from Jiang’s Group

Secret China republished an article from the Hong Kong newspaper Apple Daily, reporting that Hu Jintao and Wen Jiabao face a vigorous challenge from Jiang Zemin’s group, as the Fourth Plenary Session of the 17th Central Committee of the Communist Party of China is coming on September 20, 2009.

The protest and clash at Urumqi that happened 10 days after Hu Jintao’s visit from August 22 to 25 was a slap in the face. Zhu Jiamu, the Vice President of the China Academy of Social Sciences published a long article, quoting Jiang Zemin’s words that China must stick to the Socialist direction and people’s democratic dictatorship. He criticized Wen Jiabao’s acknowledgement of the universal values of freedom, equality, and human rights without mentioning his name.

The two major topics of the Fourth Plenary Session are the human resource adjustment at the CPC Central Military Commission and Direction on Party Development; both are linked to the leadership of the next generation. Therefore, the challenge of Jiang’s group against Hu and Wen might create turmoil in China’s political and economic environments.

People’s Daily: Ten Thousand People Singing “Patriot” Songs in Beijing

The Chinese state newspaper People’s Daily reported that around ten thousand people were singing songs in the Beijing Workers’ Stadium. The event was primarily sponsored by the Central Propaganda Department of the Chinese Communist Party, the Beijing Municipal Committee of the Party and the Beijing City government. Speaker of the Taiwan Affairs Office Commenting on Dalai Lama’s Visit

The Speaker of the Taiwan Affairs Office of the State Council released comments on the Dalai Lama’s visit to Taiwan, stating that the Democratic Progressive Party engineered the visit of the Dalai Lama, who is a long term devoted splitter of China. We are strongly against this move. Our position is clear and firm: The Dalai Lama’s visit will surely have a negative impact on the cross-strait relationship and we will keep a close eye on this matter’s development.

Xinjiang: Deadly Violence Highlights Deeper Ethnic Tension

On July 5, 2009, bloody violence broke out in Urumqi, the capital of the Xinjiang Uyghur Autonomous Region in China’s far west. Per Chinese official reports, around 8 p.m., thousands of rioters suddenly began to attack civilians. They “were beating innocent people, smashing cars and buses, and burning police cars … in a southern area of the city.” [1]

The official announcement reported 197 deaths, including 134 Han Chinese. Scores of Uyghurs were presumably killed by police gunfire, but local sources indicate a much higher number. A Uyghur man who claimed to have saved some Han people told a reporter, “I think more than 500 people died, Han and Uyghur together.” [2] [3]
