Guangming Daily: Sky Net Captured 381 Fugitives in the First Six Months of 2016

Guangming Daily reported on the results of the Sky Net campaign to capture corrupt officials who fled aboard. Since the campaign was launched in April 2015, over 1,400 officials have been captured and over 4 billion yuan (US$0.6 billion) of embezzled funds have been recovered. In the first six months of 2016, 381 people were captured from over 40 countries and regions and 1.2 billion yuan (US$0.18 billion) has been recovered. Among those who are on China’s top 100 “Red Notice” fugitive list, 33 have been arrested so far.

Xinhua: Central Committee of Chinese Communist Party Published an Accountability Regulation

An article in Xinhua reported that, as part of its disciplinary action, the Central Committee of the Chinese Communist Party recently published an “Accountability Regulation” and asked all levels to be serious in carrying out the requirements. The article stated that the Regulation is to implement an accountability system which would hold the Party members accountable for their actions and subject them to supervision and inspection. The regulation consists of a total of 13 items. In number 10, the Regulation described a “lifetime accountability.” It stated that, “for those who have committed serious violations, whether they have retired, relocated, or been promoted, they are subject to investigation and inspection for their conduct during their term.” The Regulation became effective on July 8.

VOA: He Qinglian on the Man-Made Factors Causing Severe Floods in China

On July 10, 2016, VOA published an article by He Qinglian, a well-known Chinese scholar in now lives in the U.S. The article discusses the man-made factors that have caused the floods in China, particularly in Hubei Province. He points out that there are two major reasons behind the flooding this year: 1) The Three Gorges Dam, 2) The Disappearance of Lakes.

On July 8, 2016, Blog China posted an article analyzing the recent occurrence of massive floods in the Yangtze River basin. BBC Chinese: Hong Kong Fell Deeper into Ideological Control

BBC Chinese recently reported that the Hong Kong Journalists Association (HKJA) published its 2016 Annual Report on Freedom of Speech. The Annual Report observed that Hong Kong has fallen deep into an “ideology war” that has made the “one country, two systems” policy seem to be facing an “unprecedented threat.” Among 26 mainstream media companies in Hong Kong, the Chinese government or the Mainland capital currently control 31 percent directly. Many journalists and media companies have been asked to “edit their reports” by “orders from high up.” However, Carrie Lam, the Hong Kong Chief Secretary for Administration, said in a press forum that she did not see any practical examples of Hong Kong having a worsened freedom of speech environment, although she heard many foreign agencies perceive that things are getting worse. The HKJA Annual Report reported that 85 percent of the journalists and 45 percent of the residents surveyed agreed that the level of freedom of speech in Hong Kong is on the decline.
