On September 2, 2007, Huo Yi, the Chinese chief of the Sino-Russia joint military maneuver "Collaboration 2007," claimed that the joint drill was aimed at combating terrorists as well as improving Sino-Russia bilateral relations and was not meant to target any third country. [1]
