Chinese Investment in Europe Fell Sharply

Chinese investments in EU countries are experiencing a sharp decline for the second year in a row. The combined value of completed Chinese FDI transactions in the EU fell to EUR 17.3 billion in 2018, down 40 percent from 2017 levels (EUR 29.1 billion). This represents the lowest investment level since 2014.

According to a report that the German think tank The Mercator Institute for China Studies (MERICS) and the U.S. consulting firm Rhodium Group jointly published on March 6, after the peak of EUR 37.2 billion in 2016, Chinese investments in the EU dropped to EUR 29.1 billion in 2017 and dropped further down to EUR 17.3 billion in 2018.

“The lion’s share of Chinese investment in the EU’s 28 member countries continued to go to the three biggest economies in Europe—the UK (EUR 4.2 billion), Germany (EUR 2.1 billion) and France (EUR 1.6 billion)—which received 45 percent of China’s investments in Europe.”

Despite the decline in Europe, Chinese investment in Germany has risen. Compared with 2017, China’s investment in Germany in 2018 increased by EUR 400 million. This includes China Tiancheng Pharmacy Ltd.’s acquisition of German competitor Biotest, and Ningbo Jifeng Auto Parts’ purchase of German auto parts supplier Grammer.

An important reason for the overall decline in Chinese overseas M&A is that China has continued strict capital controls and tightened liquidity, making it difficult for companies to transfer funds abroad. That European countries have increasingly strict controls over acquisitions has also increased the difficulty for Chinese companies to complete acquisitions. European countries are expected to exert stricter controls over acquisitions.

However, in the near term, the recent expansion of the US investment screening regime and the continued US–China tensions, may also boost Chinese investment in Europe.

NJ Lawmakers Oppose Sale of Princeton’s Westminster Choir College to Beijing-Owned Company

The century-old, Princeton-based Westminster Choir College, a well-respected music school, may soon be sold to a Chinese government-owned company named “Beijing Kaiwen Education Technology,” a former a steel company with no track record of music education.

New Jersey State Assemblymen Hal Wirths and Parker Space introduced a resolution, ACR 222, which calls upon the state legislature to oppose the sale because it “could jeopardize the security of United States citizens.”

With the multitude of world-class scientists, researchers, and institutions located in Princeton, the law makers are concerned that the Chinese government may be using the guise of academia to infiltrate the choir college for nefarious purposes, including the collection of United States intelligence and intellectual property theft.

“The question is, do we want a hostile communist dictatorship gaining footholds in strategic academic and scientific areas of our country?” asked Wirths. “Absolutely not!”

On June 21, 2018, the Rider University Board of Trustees announced that it had signed a US$40 million purchase and sale agreement for the transfer of the choir college to Kaiwen Education.

Xi Jinping on Social Science and Works of Art and Culture

Social science and the works of art and culture relate to the theoretical foundation and propaganda vehicles of the Chinese Communist Party’s ideology. During the ongoing sessions of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC), Chinese president Xi Jinping told the conference attendees that social science and art should focus on socialism with “Chinese characteristics.”

According to Xinhua News Agency, Xi said that, without a soul, a country and a nation cannot stand. Works of culture and the arts, philosophy, and social science belong to the work of casting for souls. It plays an important role in the new era of developing socialism.

Xi Jinping advised that philosophy and social science research should be based on the great practice of socialism with Chinese characteristics and should put forward creative and original theories.

Xi emphasized that this year is “the 70th anniversary of the founding of the New China.” It is necessary to present China’s historical achievements and the theoretical and cultural advantages of socialism with “Chinese characteristics”.

China to Launch 8 to 10 Beidou Satellites

According to the China Satellite Navigation Office, in 2019, China plans to launch 8 to 10 Beidou navigation satellites as part of its high intensity global networking. It will finish launching all medium earth orbit (MEO) satellites and improve system wide service functions and user experiences.

The official media reported that, since the completion of the basic system and the launching of global services of the Beidou No. 3 project at the end of 2018, the Beidou system has operated steadily. Its positioning accuracy is within 10 meters around the globe, and within 5 meters in the Asia-Pacific region.

At present, the Beidou system is being used in land confirmation in Indonesia and electric power inspections in Russia.

Xi Jinping Emphasizes Faith in Marxism

Under the leadership of Xi Jinping, the Chinese Communist Party (CCP) has recently focused on ideology. Not long ago, at the Politburo’s “Democratic Life Meeting,” Politburo members were told to submit a written “performance report.” On February 28, the CCP released, “Opinions on strengthening the political construction of the Party.” On March 1, at the Central Party School’s opening ceremony of the “training session for young and middle-aged cadres, Xi Jinping gave a speech.

Xi said that it is “a big event” to train and select outstanding young cadres, which matters for the destiny of the party, the country, and the nation, as well as for the well-being of the people. The cadres, especially young cadres, must maintain “loyalty to the party, gratitude to the people, an enterprising spirit for their work, and a sense of respect for the law and for discipline.”

Xi added that being politically steadfast cannot be separated from “being firm on theory.” The ideals and beliefs of the Chinese Communists are based on a profound understanding of Marxism. With firm ideals and convictions, the cadres can adhere to the correct political direction. “Once you have set your mind on a faith, you have to believe it throughout your lifetime, otherwise there will be big problems.” He said that the key to measuring whether a cadre has ideals or not depends on “whether he is loyal to the party.” “Leading cadres must be loyal and clean.” “Loyalty is always of the foremost importance.”

Beijing’s Ten Years of “Festival of Spring” Global Tour

On the evening of February 25th, at Warner Theatre in Washington DC, the American Troupe of “Festival of Spring” completed the final performance of its global tour. China National Opera & Dance Drama Theater, a subsidiary of the Chinese Ministry of Culture, put together the show of “Festival of Spring.” The presenters included the Overseas Chinese Affairs Office of the State Council and the All-China Federation of Returned Overseas Chinese. The former is also an office under the Chinese Communist Party’s United Front Work Department; the latter is a liaison organization between the CCP and the overseas Chinese community.

For the season of 2019, six troupes of the “Festival of Spring” program were reported to have travelled to 29 cities in 16 countries with 33 shows, including Medan (of Indonesia), Barcelona, New York, Nairobi, Suva (of Fiji), Philadelphia, and Washington D.C.

According to People’s Daily, since 2009, the program of “Festival of Spring” has toured overseas every year during Chinese New Year holiday season. So far, it has dispatched 75 arts groups and done 450 performances in 331 cities across five continents, with nearly 7 million theater or public square audience members.

Tang Cuiying, head of the American Troupe of “Festival of Spring” and a board member of the China Overseas Friendship Association, a CCP led United Front Work organization, stated, “The overseas performances are to bring the blessings and greetings from the homeland to the overseas Chinese, so that they can enjoy the melodies and love from the homeland in an atmosphere of reunion and happiness.” Tang is also an official at the Bureau of Overseas Chinese Affairs under the CCP’s United Front Work Department.

Canada’s New Brunswick to Shut Down Confucius Institute

Canada’s Education Minister in the New Brunswick government, Dominic Cardy, told the Canadian Broadcasting Corporation (CBC), that he is planning to terminate the Confucius Institute in New Brunswick by June out of concern that teachers only teach what the Chinese Communist Party approves and the Institute presents a “one-dimensional” view of China. Cardy already sent the Confucius Institute a letter of intent to discontinue the program.

Cardy says he’s recently received five complaints from students who attended the Confucius Institute programs. Each told of topics in Chinese history that were off-limits to discussion, such as Taiwan’s recognition and Tibet. Cardy explained, “Their job is to create a friendly, cheerful, face for a government that is responsible for more deaths than nearly any other in the history of our species.”

New Brunswick is not the first case to remove the institute. In 2014 the Toronto District School Board voted to remove the institute from their schools following protests. McMaster University and the University of Manitoba have also removed the Confucius Institute from their campuses over freedom of education concerns.
