Another Test for the Party’s Rule û Global Human Rights Torch Relay in China

Dr. Wang Juntao, a prominent democracy activist in the United States, warned that the current tour of the Global Human Rights Relay may lead to an unprecedented crisis for the Communist Party, surpassing the Tibetan protests. Wang stated. “According to statistics published by the Party, experts estimate every year there are about 100,000 group protests and 2.6 million petition visits by victims of government abuses in Mainland China.  They are potential participants in the China tour of the Global Human Rights Torch Relay. Their emotions can be easily ignited by the Torch. … The crisis triggered by the Human Rights Torch Relay will be the ultimate test of the ruling party.”

Wu Bangguo: No Separation of Powers in China

China will never engage in multi-party rule, the separation of powers or a bicameral legislature system, said Wu Bangguo, Chairman of the Standing Committee of China’s National People’s Congress on March 19, 2008 at a meeting of the Standing Committee of the 11th National People’s Congress.

In discussing the difference between a Chinese socialist system and a western democratic system, Wu further stated, “The Chinese Communist Party is the core of leadership as the ruling party. Under the leadership of the Communist Party of China, democratic parties participate in State affairs and cooperate with the Communist Party. They are not opposition parties.” “Our National People’s Congress is the organ of State power handling State and social affairs under the Communist Party.”

Xinhua: U.S.-Russian Summit “Whitewashes” the Relationship Between the Two

On April 7, 2008, Xinhua issued a commentary on recent Bush’s visit to Russia. The “warm” meeting between Putin and Bush appeared to be inconsistent with the low tempreture of the bilateral relationship in 2007, Xinhua commented. It stated that the two were closer this time out of their own political agenda – none wanted to leave a negative diplomatic legacy. Xinhua is skeptical and predicts that the future of the Declaration on the Framework of the U.S. – Russia Strategic Relations" will most likely remain unknown.

Xinhua: Western Media Influences Public Opinion against China

“Since the beginning of last year, western media on China has primarily been negative. Starting from huge trade deficit of the United States, western media frequently ran reports that the United States government official request China to accelerate RMB appreciation, followed by exaggerated news reports on quality of China-made products that led to China-made products being taken off the shelves in the U.S. stores. Subsequently, western media engaged in massive attacks on the quality of environment as the Beijing Olympics approaches, alleging that Beijing does not meet the prerequisites to host the Olympics. Recently, Tibetan issue has become the focus of western media. Due to the intensive negative reports by the Western media, the Americans will naturally regard China as one of their primary hostile countries.”

SARFT Establishes System To Monitor Real Time Nationwide TV Programming

China Administration of Radio, Film and TV (SARFT) now has a nationwide TV program monitoring network that allows government to monitor real time TV broadcasting of 1,372 programs. The capability is deemed one of the latest achievements of research and development of the SARFT. "This has totally changed the ineffective way of the past when we had to manually monitor – we could not listen or watch or follow up or track down or discipline.”

Xinhua: U.S. General Is “Pouring Oil on Fire” Between North Korea and Seoul

On April 5, 2008 Xinhua reported a U.S. Senate hearing at which Army Lt. Gen. Walter Sharp testified before the Senate Armed Services Committee. Gen. Sharp was quoted by Xinhua as saying, "In the near term, the Republic of Korea must develop a systematic missile defense solution to protect its critical civilian and military command capabilities, critical infrastructure and population centers." Xinhua calls the statement “pouring oil on fire” in light of the threat of military retaliation made by North Korea against South Korea on April 3, 2008.

Poll: 98% Chinese Support Direct Mayoral Election

On March 16, 2008 the State TV, China Central TV, held an online poll on direct election of city mayor.

“Do you agree that mayors should be elected directly by votes of local residents, instead of by representatives of the People’s Congress? Do you agree a mayor may be removed by votes of local residents if the mayor acts against the will of the people?”

The poll closed on April 5, 2008, with a total of 180,771 votes. No results were available. According to a voter’s blog, as of 11pm April 4, 2008, 2,029 (1.49%) voted “Disagree” and 133, 417 (98.20%) voted “Agree,” with 419 (0.31%) voting “Do not care.”

Xinhua Claims Tibetans Collaborate via Internet and Voice of America

In a comprehensive report about the March Tibetan protests on April 1, Xinhua stated that Chinese police investigations discovered that the Internet has become a most important communication channel. “In addition, the Dalai Dama Clique collaborated with ‘Tibet independence’ elements inside China via a new channel: they first contact each other through communication tools and Internet, set up a time to tune into the Tibetan language channel of Voice of America for coded instructions from overseas and reports in-China progress and trends.”
