VOA: 2017 Will Be the Year for Xi to Shake off His Predecessors’ Control and Carry out His Plan

VOA published an article about Liang Hui (the National People’s Congress and the National Committee of the Chinese People’s Political Consultative Conference) which ended on March 15. It also quoted the comments that Douglas H Paal, Vice President for studies at the Carnegie Endowment for International Peace, made predicting that Xi Jinping will play a greater world leadership role in 2017.

According to the article, Liang Hui ended quietly on March 15 partly because Xi does not want to make any changes prior to the 19th National Congress which will be held later this year. The article further indicated that Xi has further consolidated his power. It stated that 2017 will be the year for Xi to shake off the control of his predecessors while carrying out his plan.

The author also interviewed and quoted Douglas Paal’s comments. According to Paal, 2017 is the year that Xi Jinping enters into phase II of his era. Below is the translation of part of his comments:

“During phase I, Xi had to work with the people from various backgrounds in leadership. Those people had their own opinions. They represented the results of the negotiation between Xi and his predecessors Hu Jintao and Jiang Zemin. They did not agree with Xi on the key issues including reforms and the policies that Xi has been promoting. I believe, during phase II, most of the members in the politburo standing committee and the central party committee will be his people who support his policy.”

“There are two issues that are worth noting. First, Xi might further reduce the number of members in the politburo standing committee, possibly from seven to five, in order to reduce the differences between the members. Second, the issue is how to retain Wang Qishan, a key supporter of Xi. Wang will be 69 in July. Based on an unwritten age limit policy for senior leaders, Wang has to retire from his current position. I think he will find a way to keep Wang Qishan as a consultant or in other roles within the politburo standing committee. The world will see this as a positive signal. Therefore this decision will benefit Xi.”

“In 2017, Xi Jinping will play a greater world leadership role. In January 2017, Xi spoke at the World Economic Forum held in Davos, Switzerland and said that if the U.S. withdraws from its world leadership role, China is more than willing to replace it. There will be a “One Belt, One Road” forum to be held in May in Beijing. It will be the stage for Xi to show the world his foreign policy. Moreover, Xi will have a further political impact this year on the upcoming 20th anniversary of Hong Kong’s handover.”

“In the short term, Xi will have a positive impact on the world, but in the long run, it might not be the case. Once Xi gains political power, he will more actively protect China’s so called “national interest.” For example, if President Trump decides to impose a penalty tax on China and build trade barriers, Xi will be fully against it. China Telecom’s Former Chairman Chang Xiaobing Prosecuted

On March 9, The Supreme People’s Procuratorate of China released the news that Chang Xiaobing, the former Chairman of China Telecom Group was prosecuted for “bribery.”

Prosecutors from Baoding in Hebei Province revealed that the litigation against Chang Xiaobing was for making illegal profits for other people and taking bribes while on his post as Deputy Director of the Ministry of Posts and Telecommunications, Chairman of China Unicom.

Chang Xiaobing was the Chairman of China Unicom for 11 years before being transferred to China Telecom Group in August of 2015. It is widely known that Chang Xiaobing is a close associate of Jiang Mianheng, Jiang Zemin’s eldest son. “Jiang Mianheng is considered China Unicom’s “boss” behind the scenes.”

Guo Wengui: “I Feel That the Live Organ Harvesting Truly Exists”

In his interview with Mingjing (see Chinascope’s briefing Interview with Guo Wengui)Guo Wengui mentioned Falun Gong and live organ harvesting. Afterwards, he felt that he didn’t make his point clear on this issue, so he took another interview with the Epoch Times and New Tang Dynasty TV to clarify.

According to Guo, Li You (李友), the CEO of the Founders Group (北大方正集团), built the Peking University International Hospital in 2014. It is the largest among all first-class hospitals in China. Li wanted to use it as a connection building vehicle to serve the old officials and also do organ transplants.

Li felt that it is very profitable to do organ transplants in China. There are a lot of people in China. The laws in China are not sufficient enough to regulate organ transplants. Also Li had the connections (via corruption) that would help him to do this business.

Before Li could start his organ transplant business, he was diagnosed with liver cancer. Li received a few dozen offers of livers (candidates for live organ harvesting), but Li was arrested before he could have the operation.

“I was very surprised. Falun Gong practitioners have been talking about (how the Communist regime has conducted) live organ harvesting (of Falun Gong practitioners’ organs). This really happened. It was really true. I heard it from a person whose family member works in the Public Security system. I was told that people in the Public Security system offered most of the liver sources [to Li You]. I came to the realization why it was from Falun Gong practitioners. It was because the Public Security offices are the ones who detained them. From this case, I feel that the live organ harvesting truly exists.”

Reporter: “What do you use as the basis to conclude that the liver sources offered to Li You were from Falun Gong practitioners?”

Guo Wengui, “It was not my suspicion. Those people heard them saying that some were from Falun Gong practitioners. They told me that.”

Interview with Guo Wengui

Guo Wengui (郭文贵) is a business tycoon from China. He is the founder of Zenith Holdings Co., Ltd. (政泉控股). Guo got into a fierce financial battle with Li You (李友), the CEO of the Founders Group (北大方正集团), eventually resulting in Li being arrested and sentenced, while Guo himself escaped to the U.S.

Guo and Li used to be business partners. Both of them have strong connections with many high-ranking officials. Li was connected to Ling Jihua (令计划), one of the major tigers taken down during Xi Jinping’s anti-corruption campaign. Guo was linked to Ma Jian (马建), Deputy Minister of State Security, who was also taken down for corruption. Guo is believed to have more connections to even higher officials.

Wang Qishan wants to bring Guo back to China.

Guo Wengui recently took an interview with an overseas Chinese media Mingjing. In the interview, he talked about some officials being corrupt and even provided evidence. The interview was published on YouTube, but since has been taken out.

During the interview, Guo said that, earlier this year, Xi Jinping ordered an investigation into Fu Zhenghua (傅政华) after Guo exposed Fu’s corruption. Fu is the Deputy Minister of Public Security.

Guo said that the Vice President Li Yuanchao (李源潮) was in trouble.

Guo also exposed Wu Zheng (吴征) as a very high-ranking spy in the Communist regime. Wu founded the Sunshine Media Investment Group (阳光媒体投资集团), the largest private media in China. He established Sun TV in Hong Kong in 2000 but later sold it due to big financial losses. Guo said that the intelligence group recruited Wu when he was young. Wu works for the Ministry of State Security, the Ministry of Public Security, and the Communist Party’s Central Commission for Discipline Inspection.

Chinese Think Tank Expert: Census Data in China Is Seriously Flawed

Duowei News carried an article about its interview of Huang Wenzhen, a senior think tank research fellow with the Center for China and Globalization. The article quoted a statement that Huang made during the interview. Huang stated that there is a serious flaw with China’s census data which has misled China’s family planning policy. According to Huang, the census data indicated that, in 2000, the birth rate in China had declined to 1.23 which was the lowest level in the world. Huang said that since the officials did not believe that number, they artificially raised the number to 1.8 which has been the official birth rate for the ten years from 2000 to 2010. He projected that the new born population will decrease by 500,000 to 800,000 each year over the next ten years and will incur a sharp decrease starting in 2030. Huang expressed concern about the economic impact that the decline in the population would have because he believes the Chinese population is the biggest advantage the country has in building up GDP. He proposed that people be held accountable since the census data in China has been “distorted” and “mixed up” for many years.

According to Duowei, the statement that Huang made contradicts what Wang Peian, the Vice Minister of the National Health and Family Planning Commission, said during the press conference that the National People’s Congress held on March 11. Wang stated that China will not face a population shortage in the next one hundred years and China will reach a peak of 1.45 billion in population by 2030.

Duowei: Five Major Problems of the People’s Congress

Wit the Fifth Plenary Session of the 12th National People’s Congress taking place in Beijing, Duowei published an article discussing the major problems of the People’s Congress.

One, what is its position or ranking in China’s political structure? Though the People’s Congress is the highest authority in the state power system, there is a “super power” above it. That is the Communist Party. The “People’s Congress is to ensure that the Communist Party’s propositions will manifest in the state via the legal process.”

Two, can it actually have the power of supervision? The Constitution specifies that Representatives of the People’s Congress can request hearings involving state officials. In reality, the Party’s Central Organization Department and the Central Commission for Discipline Inspection appoint and remove officials, so the People’s Congress does not really have this power.

Three, when will it take back the power of taxation? Among the 18 types of taxes, the People’s Congress only established three. The State Council determined all of the others.

Four, how to improve representation? Officials and businessmen have taken a disproportionately higher number of seats. Representatives of the People’s Congress “do not represent people.”

Five, who can lead the reform of the People’s Congress? The head of the People’s Congress tends to be a “mild or cautious” person. “Xi Jinping has an urgent expectation for the reform at the People’s Congress. He obviously needs a much stronger and much more daring person to lead this ‘big reform.’” {Editor’s note: The current Chairman of the Standing Committee of the People’s Congress is Zhang Dejiang who is in Jiang Zemin’s camp and does not always agree with Xi.}

CPPCC Vice Chairman Criticizes China’s Online Review System

In a joint interview with the media in Beijing on March 1, Luo Fu, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), pointed out some of the problems that result from China’s online censorship rules.

Luo said that the speed of visits to overseas websites in China is becoming ever slower. This will greatly impact economic development and scientific research in China. It should garner a high degree of concern. Luo gave multiple examples that require attention. Some foreign university sites take more than half an hour to open; many domestic scholars and graduate students have to buy special software to get around the firewall for their scientific research needs. Some students in China cannot complete the relevant forms for online filing because they cannot open the university sites in foreign countries; some experts in China need to travel to Hong Kong on weekends or holidays and other places in order to visit overseas sites to research needed Information; some foreign enterprises in China also complain about the speed of visits to overseas websites. In recent years, some Taiwan delegations who visited the CPPCC also complained that there are a lot of websites they cannot normally enter while in the mainland. In addition, some well-known foreign search engines cannot normally be opened in China.

Luo believed that the main reasons for the problems are not enough bandwidth for an international port, limited online service providers, and online regulations that are too strict.

Luo’s interview was initially published on the CPPCC website and later withdrawn.
