850 More Grass Root Party Cadres Training in Beijing

On July 8, He Guoqiang, one of the nine-member Standing Committee of the Politburo and head of Central Commission For Discipline Inspection gave a talk to 850 plus cadres who are in charge of disciplining the Chinese Communist Party members in the district, a sub-city administrative level. The talk was about anti-corruption. This is the third time that the CCP has conducted trainings to secretaries of the Commission For Discipline Inspection, following the first time to 2,000 at the county level last year, and 400 at the city level June this year.

Xinhua: Province Level Spokesman System Established

Xinhua recently reported that the Organization Department of the Chinese Communist Party Central Committee announced that 31 provincial level Party Committees, as well as half of the city level Committees, established spokesman systems. The primary functions of these system are: (1) increase the transparency of the activity of government personnel; (2) respond to people’s increased demand for knowledge of public issues; (3) actively respond to media inquiries about news events; (4) actively respond to various public opinion channels, especially on corruption issues in personnel related areas of government work.

Debut of Chinese Communist Party’s 11 Spokespersons

The International Communication Office of the CCP’s Central Committee shares the same office with the PRC government’s press office or Information Office of the State Council, and its head, Wang Cheng. Quite uncommon in a democratic political system, this is a reality of single-party state.

On June 30, the eve of the 89th anniversary of the CCP, Wang led spokespeople from 11 agencies under the party’s Central Committee into the briefing room packed with domestic and foreign journalists. The agencies represented included: The Commission for Discipline Inspection, the Organization Department, the Propaganda Department, the United Front Work Department, the International Liaison Department, the Taiwan Work Office, the International Communication Office, the Party School, the Party Literature Research Center, the Party History Research Center, and the Archives Bureau. Five out of the 11 took questions from journalists.

On the Role of the Party’s School

Li Jingtian, Executive Vice President of the Chinese Communist Party Central Committee’s Party School, discussed the role of the Party School.

“The Party School of the Chinese Communist Party Central Committee is the principal institution that trains Communist leaders and theorists. It is a vital department that is under the direction of the CCP Central Committee. It is the conduit for the senior and intermediate cadres when trained for rotations. Furthermore,  it is is the Party‘s research institution of philosophy and social sciences.”

Mao Tsedong and Liu Shaoqi once served as presidents of the Party School. Hu Jintao was the president from 1993 to 2002. The current president is Xi Jinping, standing member of the Politburo and China’s Vice President

CCP Expanding Its Organizational Presence in Enterprises and Communities

The Party organization has covered all basic residential units, urban and rural, as well as 98% of state-owned enterprises and institutions, according to Wang Qinfeng, the Deputy Minister of the Central Organization Department (COD) of the Chinese Communist Party (CCP). Wang made this statement on June 28 at the COD’s party statistic news press conference. The party organization in non-publicly owned enterprises has also grown 1.3% over last year. By the end of 2009, the party organization and labor union had achieved full coverage of the legal and CPA professions, the two primarily targeted industries.

The Party Permeates Society and Red SMS

On June 23, the Chinese Communist Party (CCP) committee of China’s southern province Hainan vowed to have its subsidiaries installed in every segment of society by the end of the year. “Social organizations with three or more full-time staff of formal CCP members should launch a party branch; those with two or fewer must join a branch with fellow organizations. … It called for a hierarchical CCP structure in all social groups, foundations, and other private entities.”
In Hangzhou, the capital of Zhejiang Province, the party chief sent a cell phone text message to greet 10,136 grass-root cadres. The mobile text messaging system, jointly developed by the city’s CCP Organization Department and the nation’s largest mobile phone company China Mobile, allows instant dissemination of the party’s messages.
The above are but two examples of ongoing nationwide campaigns to strengthen the CCP’s grip on the people.

400 City Party Officials in Beijing for Intensive Training

Since June 18, 400 CCP Secretaries of the Commission for Discipline Inspection at the city level, the party officials in charge of the personal conduct and corruption of CCP members, were summoned to Beijing to start a nine-day intensive training. At the top of the agenda were “anti-corruption,” and “how to handle the Internet well.” This is the newest round of massive training of local CCP officials since last year, when 2,000 county level Secretaries for Discipline Inspection attended training sessions in Beijing and Hangzhou.

Liu Yunshan: Continue to Fortify and Expand the Field of Mainstream Opinion on the Internet

On June 20, 2010, the Minister of China’s Propaganda Department, Liu Yunsan, sent a congratulatory letter to the opening ceremony for the creation of People’s Net Company Limited and the online opening of “People’s Search (www.goso.cn)” test version. The online opening of “People’s Search” test version demonstrates the technical advance of People’s Net. It will be a grand and globalizing media, having full coverage; it will firmly control the direction of public opinion; and continuously fortify and expand the field of mainstream opinion on the Internet.”
