China Has Developed an Anti-interference Electromagnetic Shield for Its Beidou System

China National Radio (CNR) reported on a recent announcement from the China Satellite Navigation System Management Office, stating that China has developed satellite anti-interference equipment, an “electromagnetic shield,” for its Beidou Satellite Navigation System. The Beidou system is fully capable of covering the Asia-Pacific region.

The Beidou System can be used for both military and civilian purposes. It has a positioning accuracy of 10 meters, a velocity measurement accuracy of 0.2 meters/second, and a timing accuracy of 10 nanoseconds. It is said that the system is equal to the Global Positioning System (GPS) of the United States especially in positioning accuracy in the Asia-Pacific region.

Qiushi: Internet Sovereignty Is Also National Sovereignty

Qiushi, a CCP periodical that explains the theoretical basis for the Party’s policies, published an article that discussed the significance of the Internet at the national strategic level. The article claimed, “Whoever controls the power of the Internet will control the dominant position in cyberspace; whoever loses power over the Internet will also lose the national sovereignty of cyberspace.” 

The article then turned its attention to the United States, “‘Whoever has mastered the information and has control over the Internet will own the entire world.’ After land, sea, and air, the United States has taken the Internet as a new strategic space. It has ‘a new arrow in its diplomatic quiver,’ firmly occupying absolute dominance over the power of the Internet.” “Compared to the traditional form of war, an Internet war is a special war. In victory, the balance is always tilted toward the countries that have advanced Internet technology. It is worrisome that developed countries manufacture 90 percent of the global core chips and that the vast majority of the world’s 13 Internet root servers are located in the United States.” 

The article bemoaned the fact that “Our [China’s] core technology in the Internet field has a high degree of dependence on the developed countries. There is a serious hidden security danger.” “Internet sovereignty is also national sovereignty; we should never and can never take it lightly.”

Forced by the U.S., the PLA Carried Out a Missile Interception Test to Show Its Strength

On Sunday, January 27, 2013, China successfully carried out a land-based mid-course missile interception test within its territory. It is the second such test that China has successfully launched within its territory since January 2010.   According to an official from the Information Bureau of China’s Ministry of National Defense, "The test reached the preset goal," but it "was defensive in nature and targeted no other country." Coincidentally, on Saturday, the United States successfully conducted a test flight of a missile interceptor rocket.

“The public in the West noticed that China and the U.S. conducted similar tests on the same day (if the time zone disparity is considered) and viewed China’s test as displaying its strength to the United States.” According to the article, the Japanese media said that, by conducting an anti-missile interceptor test at this time, China wants to restrain the U.S. in the Diaoyu Islands dispute. “A Chinese military expert said in an interview that such a test, “was the result of pressure from the United States.”

Military Expert: China May Consider Destroying U.S. Air Force Base

Sina News recently reported that former Chinese Army Colonel Yue Gang commented on the possibility of attacking a U.S. Air Force base. Yue used to serve at the Headquarters of the Joint Chiefs of Staff. He suggested in a Sina News interview that, if the U.S. Air Force engages in a military conflict over the Diaoyu Islands (a.k.a. the Senkaku Islands), China can use middle range missiles to take out a U.S. Air Force base. Yue expressed the belief that China does not have the capability to directly fight the U.S. Air Force stealth fighter jets. However, in his opinion, China should take out the place where the stealth fighter jets are based – with Chinese middle range missiles. China has a large enough supply of such missiles. Yue admitted in the interview that this plan will indeed escalate the conflict between China and the United States to a higher level.

Educating the PLA to Follow the Party’s Commands

On January 13, 2013, the PLA General Political Department and the PLA Commission for Discipline and Inspection issued study materials to the army and asked the Party Committees at all levels to conduct educational activities.

“Through these educational activities, the Party Committees should more consciously follow the Party’s commands, strictly implement the policies of the Party and the army, effectively curb unhealthy tendencies, firmly establish the standards for being able to succeed in combat and win a battle, and provide a strong guarantee for accelerating the modernization of national defense and the armed forces at the new historical starting point.”

People’s Daily: China Leads the US with New Airborne Warning Plane

People’s Daily recently reported on the newly revealed award winning Chinese AWACS (Airborne Warning and Control System) aircraft KJ-2000. The report claimed that the KJ-2000 is one generation ahead of the most advanced U.S. AWACS aircraft E-3C. The Chinese KJ-2000 captured nine technological Number One titles in the world’s history of the development of AWACS aircraft. One example is that the Chinese system is equipped with three radar devices while the U.S. Air Force E-3C has only one, which has to spin continuously to cover the 360 degree range. However all experts agreed that the Chinese system lacks serious combat testing while the U.S. models have been tested in real battlefields for decades. Reliability is another key concern.

Huanqiu: China’s Has Urgent Need to Introduce the Grand Strategy of a Powerful Maritime Nation

Liang Fang, Professor of military strategy at the National Defense University of the PLA in China, published an article in Huanqiu (Global Times) urging China to implement a grand strategy to become a powerful maritime nation as soon as possible. He reasoned that “China’s maritime security faces unprecedented grim threats and challenges. The United States has carried out a full range of strategic encirclement and containment tactics in the Pacific by implementing its ‘Asia-Pacific re-balancing strategy.’ In the East and South China Sea, disputes with the neighboring countries over their maritime interests are becoming increasingly fierce. … The potential threat of conflict is increasing. At the same time, as the second largest economy in the world, economic globalization has transformed China into an export-oriented economy dependent on strategic maritime channels. Facing such a complex maritime security situation, China needs to develop and introduce a maritime strategy as soon as possible and speed up its development as a powerful maritime nation.” 

Professor Liang listed four characteristics for China to have as a maritime power: 1) a developed marine economy; 2) powerful naval power; 3) a strong Marine Stewardship; 4) well established marine regulations.

PLA: Get Ready for War

The General Staff Department (GSD) of the People’s Liberation Army has issued the 2013 military training instruction manual for the entire military. It stresses “getting ready for war” and “training to meet the needs of a war.”  People’s Daily reported the issuance using the title: Military Training Guide Issued; War-Fighting Has Become the Key Word.” According to the People’s Daily, the instructions “ask that all of the military forces and armed police strengthen their mental preparation for war; increase the sense of urgency, a sense of crisis, and a sense of mission; get ready for war, conduct difficult and strict training of troops based on the actual needs of war; improve the capability to fight war, …. adhere to the standards for war, and measure training effectiveness in accordance with the demands of an actual war.”
