Senior Military Officer Discusses Joint Military Exercises with Foreign Military Forces

Major General Qian Lihua, Director of the Foreign Liaison Office of the Chinese military, commented on China’s joint exercises with foreign military forces. Of the 44 joint exercises the Chinese military has conducted with foreign military forces, 32 of them took place within the past five years. According to Qian, over 20 Chinese military institutions of higher learning have established sister relationships with foreign military institutions. Over several hundred Chinese military experts and professors have visited foreign military institutions. 1,200 young Chinese officers have received training in close to 100 foreign military academies in over 30 countries.

China Plans to Build Manned Space Station by 2020

 A Mobilization Conference for the Manned Space Station and Docking Mission was held on November 15. The purpose of the meeting was to prepare for the kickoff of China’s manned space station project. The project will be implemented in two phases: the space experiment lab and the manned space station.                                                         

The outline of the schedule:
2011 – Conduct the first docking test (unmanned)
2012 – Complete the docking task (either unmanned or manned)
2016 – Develop and launch 2 space experiment labs
2020 – Develop and launch the core module and the experiment module, and assemble the 60-ton manned space station in orbit.

China Staged Live-Fire Drills in the South China Sea

According to People’s Daily, the Chinese Marine Corps staged live-fire drills, called “Dragon – 2010,” in the South China Sea on November 2, 2010.

A total of 1,800 military personnel took part in the drills. Also involved were attack helicopters, mine sweepers, submarine chasers, landing craft, amphibious tanks, fast attack craft, and various weapons. The focus of the drills was on the entire process of simulating landing combat.

First European Army Holds Joint Exercise in China

Southern Metropolitan Daily reported that, between November 5 and 13, the Romanian Army and Chinese PLA will conduct a joint military exercise called “Friendship Action 2010” in Kunming City, Yunnan Province. This is the seventh joint exercise that the PLA has held with a foreign army in the last six months. It is also the first time that a European country’s armed forces have come to China for joint training with the Chinese military. The military officers that the newspaper interviewed said that China must improve its ability to take military action, due to the pressure resulting from the frequent military exercises that the U.S. holds.

Defense University Professor: Establishing IT-Based System for the Military

Qiushi Journal, a publication of the CCP Central Committee, republished an article from Chinese Social Science Today titled “Establishing a Chinese-Characteristic IT-Based System for the Military.” Author Yuan Wenxian is a Major General, professor, and head of the information warfare, command, and training section at Beijing’s PLA National Defense University. Yuan outlined the Chinese military information system as “three layers, six areas, and four types.”

The three layers are: the Central Military Commission (general command) layer, the military region/military type layer, and the combat troop layer. The six areas are: IT warfare, military composition, armory and equipment, military training, military political work, and military supply and management. The four types are: the policy system, organization system, legal system, and technology standards system.

PLA Live-Fire Exercise in Tibet

According to a People’s Liberation Army publication, the Tibet Military Region Command conducted a live-fire military exercise in late Fall, with the actual date not disclosed. The exercise took place at a 4,700 meter elevation and involved troops from the air force, armored units, artillery, and electronic warfare units. The exercise showcased fighter jets, armed helicopters, artillery, the electromagnetic system, a new type of tank, and a new air defense system that was just deployed to the military.

China Military Emergency Forces Approach 100,000

On October 12, Liu Junjun, an official from the China Ministry of Defense, remarked that the Chinese military established an emergency system, which consists of 50,000 people with national emergency response expertise and 45,000 with provincial emergency response expertise.  

His remarks were made during the second ASEAN Plus Three forum on non-traditional security threats.  


Liu identified special military task forces for flood disasters, earthquakes, nuclear biotech attacks, emergency airlifting, coastal searches, etc., totaling 50,000 national and 45,000 provincial personnel. Over 20 defense officials and military officers from ASEAN, China, Japan, and Korea attended the forum.
