Chinese Scholars Believe that the U.S. Is Surrounding China in order to Contain China

China Review News published an article on December 26, 2010, saying that Chinese scholars believe that the United States is surrounding China by drawing China’s neighboring countries to its side for the purpose of containing China. “In order to weaken China’s competitiveness, the United States is creating tension in the Korean peninsula by supporting its strategic allies, Japan and (South) Korea.”

The article states that the “United States is an invasive country” and “is likely to take risks to wage regional wars around China in order to disrupt the pace of China’s economic development” and “consolidate its own economic hegemony.” “The Chinese government should give severe warnings to the surrounding countries that rely on the might of the United States.” On the other hand, “The Chinese government should tell the truth to the international community through the UN Security Council and ask the international community to condemn the troublemaking behavior of the U.S."

Xinhua Signed Cooperation Agreement with Alcatel-Lucent

On December 22, 2010, Xinhua signed a framework agreement for strategic cooperation with Alcatel-Lucent. According to the agreement, Xinhua will provide information services, organize industry market surveys, and conduct research on domestic and international macro-economic developments. Alcatel-Lucent in Shanghai will provide Xinhua with consulting services on building a financial information platform; participate in the overall project design of “Xinhua 08;” provide technical support for project planning, construction, implementation and services; and cooperate across the board in Xinhua’s strategic transformation.

Li Changcun: China to Develop Media Personnel for International Expansion

On December 17, 2010, Li Changchun, a member of the Standing Committee of the Politburo, spoke at the Communication University of China in Beijing. Li stressed the need to adapt to the media’s new features in the information age and “… to create an army of outward oriented, talented media workers who have a firm political stance, proficiency in media work, an in-depth understanding of domestic conditions, good language skills, and familiarity with international rules, so as to improve the effectiveness of international communication and provide solid personnel support for a good international public opinion environment that is conducive to open reform and socialist modernization.”

Senior Party Leaders Attended the Confucius Institutes’ Annual Conference

On December 10, Li Changchun, a member of the Standing Committee of the Politburo, attended the opening of the Fifth Annual Conference of the Confucius Institutes. Liu Yandong, a Politburo member and Council Chair of the Confucius Institute headquarters, delivered the opening remarks. Awards were given to individuals and groups from Confucius Institutes around the world. Fourteen hundred presidents and representatives of Confucius Institutes from 96 countries and regions participated in the two-day conference. The first annual conference was held in 2006.

Xinhua: Expert’s Opinions on the Direction of China’s Economy in 2011

Government specialists and economists were interviewed for an article in Xinhua analyzing the direction of China’s economy in 2011. The following are highlights of the major points:

– China will face inflation next year, mainly caused by international inflation.
– China’s monetary policy will change from “loosened” to “neutral,” but not “tightened.”
– Once the government’s stimulus package has run its course, China will have to work through the private sector to drive its economic growth.
– The real estate market will drop slightly, but not significantly.
– The income disparity between China’s rich and poor will widen even further.
– China’s export business will continue to grow.
– The yuan will rise slightly.

China to Buy Brazilian Power Distributors

Xinhua reported that the State Grid Corp. of China will spend $989 million to buy seven Brazilian power distributors. State Grid owns a 30-year concession, with another 20-year renewal, to distribute power to Brazil’s southeastern region, the most economically advanced area, which includes major cities such as Rio de Janeiro, Sao Paulo, and Brasilia.

“The deal for the seven Brazilian power distributors is expected to generate more than $110 million in annual earnings for State Grid Corp. It will also open markets for China to sell machinery to South America and to construct electricity projects there.”

Xinhua Launched a Financial Information Exchange

On December 18, 2010, Xinhua News Agency held an opening ceremony to launch its financial information exchange. It is the first exchange that offers financial information worldwide. It plans to work with other global institutes to provide services on the trading of financial information, cultural innovation products, media news information, advertising, patent transfers, and business information.

Li Congjun, President of Xinhua, said, “Xinhua Financial Information Exchange … eventually will be the most influential financial information and cultural industry service center in the world.” Xu Feng, General Manager of the exchange, said its position is one of “exchanges of exchanges (including stock, commodities, and more).” “When the time is right, Xinhua will call for a World Exchange Conference.”
