People’s Daily Editorial: Hailing the New Communist Leadership

On November 16, 2012, China’s state media, the People’s Daily, ran an editorial to hail the Party’s new central leadership which was "elected" on November 15, 2012. The article stated, “The 18th National Congress of the Party unequivocally has demonstrated to the world what banner the Party will uphold, which path the Party will take, what kind of mental state we will have, and towards what goal we will progress, … it has established the scientific concept of development, Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and the important thinking of "Three Represents" as the guiding ideology of the Party which the Party shall uphold for a long time to come …”

Xi Jinping: The Party Faces Severe Challenges

In Beijing, on November 15, 2012, as the 18th National Congress of the Communist Party concluded, Xi Jinping, the new head of the Chinese Communist Party and China’s military gave a speech to those present. In his speech he stated, “We are a political Party that serves the people wholeheartedly. … Our Party faces many severe challenges and there are also many pressing problems within the Party that need to be resolved, particularly problems such as corruption and bribe taking by some Party members and cadres, being out of touch with the people, and placing undue emphasis on formality and bureaucratic red tape. We must make a strenuous effort to resolve them. The whole Party must stay on full alert.”

Xinhua Article Suggests Obama Follow Advice from Venezuelan President Hugo Chavez

Xinhua published an opinion article commenting on why Obama actively plays "luxury diplomacy" in the Asia-Pacific. The article said, “After winning the general election, Obama immediately decided to visit the countries in the Asia-Pacific region. The ‘Big Three’—the President, the Secretary of State, and the Secretary of Defense—all suddenly gathered in the same region in a period of less than 10 days. It is unheard of in the history of the United States. Why would Obama organize such a ‘luxury diplomatic team’ to visit the Asia-Pacific region?” 

The article gave four reasons: 1) to show "the will to return to the Asia-Pacific;" 2) after he won the presidential election for his second term, domestic political constraints on him weakened; 3) out of a need for the U.S. economy to recover; 4) to consolidate and expand the camp of U.S. allies. 

In its conclusion, the article expressed the main point, “There are people in the international community who cannot bear to see what Obama is doing. The always straight-talking Venezuelan President Hugo Chavez suggested on November 12 that, ‘Obama should be committed to the management of his own country and should never try to split and invade other countries.’” The article suggested to Obama, “Regarding these words, President Obama may not want to listen, but it is good advice.”

The 18th CCP Congress Proposes Maritime Strategy to Power the Nation and Emphasize Maritime Rights

Huanqiu (Global Times, a division of People’s Daily) republished an editorial article from Hong Kong’s Wenweipo (a Chinese Communist Party mouthpiece in Hong Kong) titled “The 18th CCP Congress Proposes Maritime Strategy to Power the Nation and Emphasize Maritime Rights." The article said, “The 18th CCP Congress report stressed building a maritime power. It is a comprehensive strategic choice in response to the complex situation in the surrounding countries. It can be expected that China’s efforts to protect its maritime rights will continue to increase. China will use the “United Nations Convention on the Law of the Sea" to defend China’s core interests and development interests in the international community. The article warned, “If some countries continue to ignore China’s stance and counter-measures, they will only bear the consequences of their own acts (reap what they have sown).”

New Communist Leadership Announced

On November 14, 2012, the Chinese Communist Party published the list of the 205 members of the 18th Party Central Committee, the new leadership for the next five years. According to Xinhua, 2,307 delegates "elected" the new Party Central Committee at the closing session of the 18th National Congress of the Party; the number elected also includes 171 alternate members as well. 
On November 15, the Party announced the Political Bureau of the18th Party Central Committee, which is composed of 25 members, seven of whom are listed on the Standing Committee. They are Xi Jinping, Li Keqiang, Zhang Dejiang, Yu Zhengsheng, Liu Yunshan, Wang Qishan, and Zhang Gaoli. Xi Jinping succeeds Hu Jintao as the General Secretary of the Communist Party. He also chairs Central Military Commission, the supreme military policy-making body. Wang Qishan chairs the Central Commission for Discipline Inspection, an agency that is charged with rooting out corruption and malfeasance among party cadres.

People’s Daily: Any Reform of the Political System Could Endanger the Survival of the CCP

On November 11, 2012, People’s Daily published an article on Hu Jintao’s speech supporting the Parity’s continuous tight grip on China. Hu Jintao, the Chinese Communist Party’s (CCP’s) top leader, said at the opening of the Party’s 18th National Congress on November 8, 2012, “We must not take the old path that is closed and rigid, nor must we take the evil road of changing flags and banners.”

The People’s Daily article suggested that any reform of the political system could endanger the survival of the CCP.

Qiushi: The Essence and Characteristics of the China Model

On November 12, 2012, Qiushi, a journal of the Central Committee of the Chinese Communist Party, published an article titled, “The Essence and Characteristics of the ‘China Model.’” The article summarized three basic characteristics of the “China Model”: 1) The Chinese Communist Party holds the core leadership position. 2) The state-owned economy is dominant. 3) The government plays the guiding role in the development of the national economy.

The article concluded, “The success of the ‘China Model’ is due to the fact that (China) has unswervingly adhered to the Party’s leadership and the socialist system.”

China Review News: China Has Developed the CM-506KG Airborne Smart Ammunition Series

China Review News reported on November 12, 2012, that China has developed the CM-506KG Airborne Smart Ammunition Series. Called the “Diamond Back” bomb, it can effectively destroy targets on the ground or in the water as far as 130 kilometers (80 miles) away; it is comparable to a similar U.S. made bomb.
