The State Is Getting Richer While the Poor Get Poorer

Study Times published a article on the topic of Chinese citizen’s tax burden: "During recent years, tax revenues have drastically increased, growing faster than the GDP. Further, the GDP has grown faster than residents’ income from wages and salaries. This shows that, by distributing the nation’s wealth, the state’s share of that wealth has been increasing through its leveraging of the taxing mechanism."

Study Times: Lessons for State Owned Companies to Learn from the Financial Crisis

A recent Study Times article summarizes lessons that state-owned companies should learn from the financial crisis, highlighting the role of state control:
 
1. The State-Owned Assets Supervision and Administration Commission of the State Council (SASAC) must fulfill its obligations as regulator.
2. SASAC must lead and dominate during the election of the board of directors.
3. SASAC must further research and improve board governance and the evaluation of board members.
4. SASAC should further clarify the criteria used in appointing board members.
5. SASAC should balance between the political core role of the Party and modern corporate governance.
6. SASAC should strengthen the training and quality of board members.

Party Official Urges Lawyers to Support the Party

Politburo Standing Member Zhou Yongkang urged lawyers to follow the Party line. He made a speech at a national conference of lawyers in Beijing on November 22, 2010, emphasizing that [lawyers] should diligently study recent Party directives for lawyers. "[Lawyers] must uphold the legal system of Chinese style socialism, … uphold the Party’s leadership over lawyers actions, deepen education in the socialist rule by law, and ensure that lawyers follow the socialist direction."

Outlook: The U.S. Cannot Replace China’s Role in Asia

In an article originally published in Outlook, Liu Jianfei, a professor from the Party School of the Chinese Communist Party, commented that other countries, not even the United States, can replace China’s contribution to the economies of its neighbors. There have been some negative elements among China’s neighboring countries, such as a stronger stance against China in territorial disputes, military drills targeting China, and changes in Japan’s policies towards China. However, Liu stated that China’s neighbors have not fundamentally changed. For example, the negative elements are mostly in the east, while the north, west, and south remain stable. Further, the Sino-Russian relationship has improved. Although there may be some negative changes, they are mostly partial, and not comprehensive. “There are more opportunities than challenges,” concluded Liu.

Wang Zhaoguo: The Legal System Must Serve the Needs of Socialism

On November 11, 2010, at a national conference on local legislation, Wang Zhaoguo, Vice Secretary General of the National People’s Congress, spoke about the legal system in China. “What laws need to be promulgated, what laws are not needed, the specific content of the legal systemall of these must be based on the needs of socialism, the socialist system with Chinese characteristics, the reality of the current primary stage of socialism, and the fundamental will and long term interests of the people.”

Government Think Tank: Reform Takes Courage and Guts

Zhang Xiaojing, Director of Macro Studies at the China Academy of Social Sciences, urged top leaders to take drastic measures to promote reform and to change the crisis into an important opportunity for reform. Next year is the beginning of the twelfth five year plan. Zhang believes that, if the theme of the Chinese economy is transformation, these five years will be critical for that transformation. Zhang wrote that while crises and opportunities will continue, the uppermost leaders should demonstrate their courage and guts to promote reform so that the transformation will make fundamental progress.

Xinhua: Party Conducts Intensive Training of Leaders Who Are Not Party Members

Xinhua reported that the Communist Party Central Committee’s United Front Work Department held a seven-day training on October 27 in Beijing to train provincial level leaders who are not Party members. The objective of the training was to study and implement the spirit of the 5th plenary session of the 17th National Congress of the Party. Du Qinglin, head of the United Front Work Department, spoke at the opening. “It is the primary political responsibility of United Front members, especially leading cadres who are not Party members, to study and implement the spirit of the 5th plenary session of the 17th National Congress of the Party.” Du called upon the non-Party member leaders to “fully carry out their important mission and be clear on their dual role …”

Qiushi: The Financial Crisis Proves the Success of Marxism

Wang Weiguang, Executive Vice President of the China Academy of Social Sciences, published on Qiushi that the financial crisis validates socialism and Marxism. “Looking back to the 1980s and 90s, socialism was at an unprecedented low, and anti-socialist and anti-Communist Party views were widespread. Neo-liberalism then emerged and was promoted by Western capitalists all over the place. Now, 20 years later, this international financial crisis, on the one hand, gave an unprecedented blow to capitalism and led to the bankruptcy of neo-liberalism, challenging the capitalist ideology. On the other hand, socialism with Chinese characteristics succeeded in open-door reform and survived the financial risk; socialism rebounded from the bottom. This has provided a most favorable environment to develop socialism and Marxism and to strengthen the ideological work of the Party.”
