China Should Take Lead in US-China Relations

The International Herald Leader under Xinhua published an article recommending that China should follow the example of Russia and take the lead in China-US relations. “Although China now has greater room to maneuver and is taking more initiative, it is still in the mode of defensive diplomacy. At best, it has changed from ‘passive defense’ to ‘active defense.’” China cannot force the United States to work on a topic that is of concern to China in situations and through means that China is familiar with. The article concludes that China should learn from Putin and proactively create some “new topics” so that the United States will feel the need to seek us out and talk.

China’s Real Estate Bubble to Burst in 2011?

Xinhua reported that a timetable predicting China’s real estate collapse in 2011 has been published on the Internet. The timetable compares the Japanese real estate market trend between 1985 and 1991 to that of China between 2005 and 2008 and found China, with its serious real estate bubble, excessive dependency on exports, and pressure on RMB appreciation, is similar to Japan right before the Japanese economic bubble burst in the 1980s. The timetable author concluded that the Chinese economy is facing significant risks and its real estate market will collapse in 2011.

Minister of Culture: Western Soft Power Stronger than China’s

Cai Wu, the Minister of Culture, admitted that Western soft power continues to remain stronger than that of China. He saw no fundamental change, and believed that the status quo is not comparable to China’s rising international status. He expressed that China should “expand the international influence of Chinese culture, and, at the same time, truly protect the safety of domestic culture.” To increase China’s soft power is to, among other things, “promote understanding and respect for China’s core interests.”

State Council: Government as the Source of Information for Media

At a provincial government press working conference, Wang Guoqing, Deputy director of the State Council Information Office said, “Governments at all levels should fully understand the importance of the press release system, strengthen planning, improve the quality and level of the press, and make government press releases the most timely and most authoritative source of information for media reports.” Establishing a mechanism for government press releases is a priority in 2010.

Xinhua on US Nuclear Posture Review Report

Xinhua commented on the US Nuclear Posture Review Report released April 6, that it is a positive factor for the promotion of international nuclear security. “But the US has not changed its thinking as a global hegemony; non-nuclear countries do not reduce their own nuclear power; nuclear terrorism is increasingly serious; Obama’s nuclear policy is under the constraint of its domestic politics – all these are obstacles to overcome for the world’s nuclear security.”

Party Leadership under Training on Crisis Management

2010 is the fifth anniversary of three new Party Schools. As social unrest increases, the Party urgently needs large-scale training of its leaders and significant improvement in the quality of cadres.  Pudong Cadres School in Shanghai has 5 labs. One is to teach Party leaders how to lead the media. Another one is to simulate social unrest and teach crisis management. The other two schools are in Jingangshan and Yanan.

Prior to 2005, Party leadership training primarily was conducted at the Party School of the Chinese Communist Party and National School of Administration under the State Council, both in Beijing.

Military Strategist: China to Mobilize Internet Users Against Anti-China Forces

 Xu Yan, Professor and historian at the Strategic Research Department of National Defense University alleged that international anti-China hostile forces have used the Internet not just to gather intelligence but also to spread false information to mislead and guide public opinion. Thus, “our country should mobilize Internet users to counter the anti-China hostile forces and opinions.” Xu cited examples of Internet remarks that China should not have participated in the Korean War and Sino-Indian border war. “Hostile forces are engaging in a psychological war in the area of history only to negate and cut off the ideological foundation of the new China. Many of these statements have gone far beyond the scope of expressions of different points of views. Their sinister intentions in fact are all too clear!” Xu calls for a “people’s war on the Internet to quash any anti-China expressions."

A New Round of MassiveTraining of Law Enforcement

Public Security Bureaus chiefs, presidents of courts and prison political commissars have been called on to go through mandatory training with increased responsiblities to neutralized social conflicts and maintain national stability. A special Symposium started on March 20 for district and municipal level public security bureau chiefs. The fifth class for presidents of intermediate and lower courts opened on March 23. On the same day, prison political commissars throughout China attended the first class in Beijing.
