Duowei: Chinese Communist Party’s Grand Goal: Building “a Community of a Shared Future for Mankind”

Duowei, a state sponsored Chinese news media, based overseas, reported that the 19th Congress of the Chinese Communist Party is the beginning of a new era. In the 19th Congress report, the Communist Party of China formally introduced the idea of building a “community for the shared future of mankind.” Professor Fang Changping, director of the International Strategy Center of the National Development and Strategic Research Institute of Renmin University of China, said in his interview with Duowei that the report’s most outstanding highlight in the diplomatic section was its innovative ideas. The Communist Party of China is standing at the pinnacle, above humankind, to promote the initiation of such a magnificent goal, that is to promote the development of new international relations — the development of a “community of a shared future for mankind.”

Foreign Companies Concerned about Party Interference in Their Operations

Epoch Times published an article in which it reported that Beijing has been extending its control over Foreign Companies in China. It now requires that these companies allow party branch offices to be established within the company and is pushing to grant operational decision making power to the party’s branch office. According to the statistics disclosed during the media conference at the 19th National Congress on the subject of the “party’s development and exercise of strict self-governance in every respect,” by the end of 2016, Chinese Communist Party branch offices had been established in 93.2 percent of 147,000 State Owned Enterprises; 67.9 percent of 2.7 million private companies, and 70 percent of 100,600 foreign companies in China. The article quoted the comments that several China scholars gave. They stated that the party organization might act like a union but its real purpose is to control and supervise how the company operates. One scholar told Epoch Times that, “The party can’t trust anyone. It must have its own people to do supervision. Therefore it must build a party organization everywhere even including temples and religious organizations.” The article also quoted a Reuters news article stating that top management from over 12 European companies gathered in Beijing at the end of July to discuss their concerns about how the party tried to influence the company’s day to day operations. One company manager disclosed that they received political pressure to modify the joint venture contract to include language that allowed the party to have decision making rights in company operations and investment decisions. According to Epoch Times, having the party organization manage the company is in conflict with the theory of a market economy and will eventually force private companies in China to lose their international competitive advantage.

Epoch Times: The “610 Office” Continues to Carry Out Orders that Jiang Zemin Initiated

According to an article the Epoch Times published, prior to the 19th National Congress, an internal order was issued within the Public Security Bureau to conduct “door to door” visits to Falun Gong adherents to collect their personal information, take videos, or photo or monitor their activities. The action started in February of 2017 and took place in over 28 provinces and cities. Some of the Falun Gong adherents ended up being “kidnapped,” their houses were searched illegally, they were arrested, or they were sent to brainwashing sessions. Some were tortured to death, and some were forced to flee China. The article stated that the actions were contradictory to what Xi Jinping has been advocating according to the “rule by law” and his effort in cleaning up the judiciary system. It observed that the Public Security Bureau was still carrying out the orders that Jiang Zemin issued to the 610 office (a security agency named for the date of its formation on June 10, 1999, established specifically for the purpose of coordinating and implementing the persecution of Falun Gong). That agency is still operating and is following the policy that Jiang used his influence to initiate.

Apple Daily Comments on Xi Jinping’s Work Report at the 19th CCP Congress

The following is a summary of Apple Daily/United Morning Post’s observations on Xi Jinping’s report at the 19th Chinese Communist Party (CCP) Congress:

Reading the full text, the first impression is that it is trying to de-personalize (downplay) the names of Jiang Zemin, Hu Jintao, and even Deng Xiaoping {from the CCP’s chapters}. The reports of the recent Party congresses have constantly mentioned Deng Xiaoping Theory, the three represents, and the scientific concept of development. However, Xi almost failed to mention the names of Jiang and Hu in his report. He only mentioned the three represents and scientific development once. Even Mao Zedong and Deng Xiaoping’s names only appeared once.

On the contrary, “socialism” and “people” were mentioned 146 and 202 times respectively. These two words in the political context of the Chinese Communist Party have special implications with a deep mark of Mao Zedong’s brand. During the Cultural Revolution, they appeared frequently together with Mao Zedong Thought, great leaders, and class struggle in the CCP’s mouthpiece and documents. Xi’s report repeatedly mentioned Marx (19 times), which was also rare in the past Party Congress report.

Second, Xi Jinping spent more than half of the report describing how the past five years’ commitments got fully implemented and at the same time depicting the beautiful landscape of future development — the “new utopia” for the CCP and the Chinese people.

Strangely, Xi Jinping achievement that he is most proud of — anti-corruption  — was not discussed much in the report; it was only mentioned seven times. Xi talked more about his strict rule of the rectification of the party. Perhaps, he did not want to let Wang Qishan {Xi’s chief assistant in the anti-corruption campaign} grab the limelight or perhaps anti-corruption has caused dissatisfaction within the party and thus talking about anti-corruption too much was not appropriate.

WSJ Chinese: Chinese Government Trying to Gain Shares of Private High-Tech Companies

Wall Street Journal Chinese recently reported that the Chinese government is considering investing in one or two percent of the shares, called “special administrative stock” in Chinese domestic high-tech companies. Trials have started in two companies. This ownership investment is intended to acquire one or more seats on the board of privately owned large high-tech companies in order to participate in their management and operations. Over the past 20 years, Chinese high-tech companies have enjoyed massive growth and obtained significant shares in critical industries such as financial, insurance, transportation, communication and entertainment. These companies also own a large amount of data regarding the day-to-day behavior of the Chinese population. Examples of these companies are Tencent and Alibaba. Owners of these companies privately expressed their deep concerns about this potential move, since this type of government stock ownership may result in lawsuits for those companies that trade overseas. For the Chinese government, the cost is also a concern. For example, just to hold one percent of Tencent will require US$4 billion. The biggest worry among shareholders and the company owners is the potential to lose independence as well as the capability of innovating.

Guo Wengui on China’s Plan to Ruin the United States

After his speech at the Hudson Institute was cancelled, Guo Wengui, a former Chinese business tycoon from China who is now actively exposing the Communist Party officials’ corruption, issued a press release and held a press conference at the National Press Club on October 5.

Guo showed those present a document, claiming it was a top secret document from China, dated April 27, 2017. The title was, “The Response of the Office of the State Council regarding the Office of the (Communist Party’s) Central National Committee’s Plan to Secretly Send 27 State Security Officers including He Jianfeng to the U.S. to Perform Job Duties.” Guo said that He Jianfeng was from the State Security office and was mainly responsible for collecting intelligence on the U.S. and for controlling the spy network there. “Twenty eight people except He have already come to the United States. Their main base was the Bank of China in New York. Also (some went to) the Chinese Embassy in Washington, D.C. and to some Chinese organizations. Another 50 people came (to the U.S.) later.” The Chinese government later denied the authenticity of the document.

Guo stated that China has a complete “BGY” plan to control the world. “BGY” stands for, “The plan (which) includes Blue (control the Internet), Gold (buy influence with money), and Yellow (seduce key people with sex). Guo also said that China has a second plan called “3F” and both plans are to ruin the U.S. and to assure that China controls the world.

Guo Wengui: Jiang Zemin’s Dark Silent Force in the U.S. Conquered the Hudson Institute

Guo Wengui, a former Chinese business tycoon who is now actively exposing Communist Party officials’ corruption, had planned to give a speech at the Hudson Institute on October 4. However, the think tank notified him one day before the speech that the event had been cancelled.

Hudson Institute spokesperson David Tell said that the institute received emails from China, protesting the event. Bill Gertz from The Washington Free Beacon, who was supposed to host Guo’s speech, said that the Chinese Embassy pressured his newspaper multiple times and even threatened to deny its scholar the right to visit China.

The Hudson Institute also received a cyber attachment from Shanghai.

Guo Wengui commented that people related to Jiang Zemin {Former General Secretary of the Communist Party of China from 1989 to 204} might have maneuvered the cancellation.

Guo disclosed earlier that, from 2004 to 2008, Jiang Zemin’s son Jiang Mianheng (江绵恒) had three kidney transplants which involved killing five people. His surgeon was found to have “jumped out of his building.” The surgeon’s family members fled to Malaysia and China’s State Security officers persuaded them to return to China. They flew there in Malaysia’s airplane #370 on March 8, 2014. That plane went missing forever.

“An American said (to me) that Jiang Mianheng (江绵恒) was very unhappy with my exposing his organ transplants. (He) said that was a main reason that the Hudson Institute speech was cancelled. (He) said that (I) cannot prove (Jiang Mianheng’s transplants) nor can I prove that the surgeon’s family members died on Malaysia’s airplane #370.”

“I have never commented on (Jiang Mianheng’s) organ transplants. I only talked about the fact. Jiang Mianheng had three kidney transplants. Five people died! Who were these five people? Why did they have to die after their kidneys were removed?”

“Jiang Mianheng used Jiang Zemin’s dark silent force in the U.S. to conquer the Hudson Institute!”
