Xinhua: Stay Alert for U.S. Offline Network Attacks

Xinhua recently published an article analyzing strategic changes in U.S. network-based warfare. According to the article, the key focus should be offline attack technologies that can implant data, via wireless signals, into enemy systems that are not connected to the Internet. It was reported that the U.S. Army obtained this strategic technology five years ago. There are three other strategic changes mentioned in the article: (1) New network warfare rules; (2) Distribution of offensive network attack weapons instead of defensive ones; (3) An upgrade of the network warfare command center to the top level in the Army’s ranking system.

China Military Online: China’s Four Weapons to Deter the United States and Japan

On January 6, 2013, China Military Online published an article titled “China’s Four Weapons to Deter the United States and Japan.” According to the article, the U.S. and Japan find a powerful China to be shocking. It stated, (We in) China no longer “hide our capabilities and bide our time.” Below is a list of the four weapons.
 

  1. The Red Flag 9 air defense missile strikes fear in the U.S. "Patriot" missile system.
  2. As Georgetown University Professor Philip Carbonell warned, the Dongfeng -41′ intercontinental ballistic missiles are equipped with nuclear warheads, “enough to aim at a population of more than 50,000 U.S. cities and towns."
  3. Our nuclear submarines are equipped with the JL-2 missile, a type of killing machine that only the United States used to own.
  4. China holds the world’s leading position in quantum dot laser theory research. Our super-power solid-state laser equipment is the best in the world; it has more than 30 thousand km of effective power to destroy.

PLA Daily: Message for the New Year

On January 1, 2013, the People’s Liberation Army Daily (PLA Daily) published an editorial, “A Message for the New Year” highlighting the importance of being in unison with the new Party leadership headed by Xi Jinping. “[We] must firmly adhere to the Party’s absolute leadership over the military; … always remain in ideological, political, and actual unison with the Party Central Committee; and resolutely safeguard the authority of, and resolutely obey the command of, the Communist Party Central Committee, the Central Military Commission, and Chairman Xi.”

Xinhua Foresees a Big Leap in China’s Military Power over the Next 10 Years

On December 28, 2012, Xinhua published an article predicting a big leap in China’s military power over the next 10 years. By 2020, China’s Beidou satellite navigation system, as one of the world’s four major satellite navigation systems, will completely cover the world. Large quantities of modernized conventional weapons such as aircraft carriers, fighters, and missiles will be made in China. China’s new anti-ship missiles can accurately hit U.S. aircraft carriers that are thousands of kilometers away. China’s Second Artillery Corps Electronic Warfare troops have a powerful self-protection ability; they can hide from the U.S. and Japan’s radio monitoring systems through electronic deception.

China Develops Large Military Transport Aircraft

On December 27, 2012, China’s Ministry of National Defense confirmed  that China is developing a large military transport aircraft to improve its military’s air transportation. Ministry spokesman Yang Yujun said, "Research and development are proceeding as planned."

Chinese Military Expert Calls for Immediately Establishing a National Coast Guard

Luo Yuan, Rear Admiral from the Chinese Academy of Military Science and Secretary-General of the China Strategic Culture Promotion Association, published an article in Xinhua in which he called for the establishment of a National Coast Guard that would counter the actions of countries that are in conflict with China in the East and South China Seas. 

Luo dismissed the idea that peaceful enforcement of Maritime law in the exclusive economic zone could occur simply by following the United Nations Convention on the Law of the Sea. He asked, “Will the United States and other autocratic countries be able to comply with this principle? The United States hasn’t even signed the United Nations Convention on the Law of the Sea, so how can it be a ‘nice girl’ [follow this principle]?" 
“Currently, our Maritime law enforcement forces are too scattered and thin. … Why not establish a National Coast Guard that would form a quasi-military force? This would not only provide greater leeway and actionable space for our diplomatic and military struggle, but it would also allow us to gradually take the controlling position in protecting our Maritime rights and in our law enforcement actions.” 
“Using our peaceful law enforcement to deal with the opponent’s armed law enforcement would not bring peace. The ‘asymmetric’ confrontation of our fishery boats and ocean surveillance ships against our opponents’ paramilitary forces would inevitably harbor a potential crisis. Therefore, the formation of a National Coast Guard is an urgent matter that requires immediate attention.”

Military Expert: PLA Submarine’s Performance Nearing that of Western Countries’

Naval expert Li Jie was invited to be a guest expert at the People’s Daily Military Forum. At the Forum, Li discussed the Chinese PLA’s development of submarines. Li Jie said, “The functionality and performance of China’s self-designed submarines are close to those made by the United States, Russia, Germany, and Japan. Only the propelling plant, noise, and some other factors still have some minor gaps as compared with the advanced countries.”

Huanqiu: Dispute Over Senkaku Islands Enters New Stage

According to Huanqiu, on the morning of December 13, 2012, a Chinese maritime surveillance airplane entered into the territorial air space of the Diaoyu Islands (Senkaku Islands in Japan). “This was another significant step forward this year to reinforce the safeguarding of our sovereignty over the Diaoyu Islands. … The Japanese air force responded with eight F-15 fighters and an Early Warning and Control aircraft (AWACS) to intercept the Chinese aircraft." The Huanqiu article stated that Japan no longer has actual control of the Senkaku Islands and that the dispute has now entered a new stage.
