Reference News: FCC Opposes China Mobile Offering Services in the U.S.

Reference News, a well-known branch of Xinhua, recently reported that China Mobile is currently seeking to provide telephone services in the United States and some other countries. The company explained that they were not seeking opportunities in the wireless services area. However, the Federal Communications Commission (FCC) Chairman Ajit Pai expressed his concern about security risks and that he was against allowing China Mobile to provide telecommunication services in the States. He revealed that the FCC will have a vote in May. It is widely expected that the five members of the FCC will support the position clearly stated by Chairman Pai. Ajit Pai also explained in an official announcement that the risks lie in the national security aspects and law enforcement aspects. China Mobile did not respond to the request for comment.

Global Times: Attempting to “Unhook” from China Is Just U.S. Wishful Thinking

Global Times recently published an official commentary, establishing a position on the recent wave of U.S. institutes that have driven Chinese scholars away. After over 200 Chinese social science scholars were refused visas or other means of blockage, The National Institutes of Health (NIH) mounted a new round of eliminating Chinese scholars from its network. It appears the U.S. is serious about implementing an “unhook” strategy as rumored. Even an improved trade relationship may not halt the U.S. plan to slow down China’s technology developments. It seems the world leader is losing its confidence in competition. The childish thought of “let’s close the doors” looks more like neuroticism. How could Washington even believe reducing a few Chinese in attendance at technical forums or getting a few less Chinese students could stop China’s improvements? This is just largely a wishful-thinking sleeping pill that the U.S. policy makers prescribed for themselves. This self-isolation policy can only push the opportunities to other advanced countries. The U.S. de-globalization logic won’t be sustained for long. China should just ignore these strange U.S. behaviors and move on.

Beijing Threatened Delegations to the United Nations (UN)

A human rights organization issued a statement condemning the Chinese Communist Party (CCP) for threatening delegations to the United Nations from other countries. The CCP warned them not to support the UN Human Rights Council’s review of China’s human rights record.

Last month, the Beijing delegation sent letters to multiple delegations in Geneva pressuring and warning them not to attend the Xinjiang human rights forum that the U.S., Canada, Germany, the Netherlands, and the U.K.were hosting on March 13. Several diplomats verified that they had received such letters, which had the signature of Yu Jianhua, China’s Ambassador to the United Nations and the head of its UN delegation in Geneva.

Some diplomats from developing countries also verified that the CCP diplomats even came to visit them to warn them not to attend the forum.

Sina Military: To Curb China, U.S. Resorts to Its Old Way against the Soviet Union

On March 29, 2019, Sina’s military channel reported, citing Lianhe Zaobao, that “some former U.S. government officials and policy advisers revived a committee that had been established during the Cold War in Washington to deal with the so-called ‘threat from China.’” Lianhe Zaobao is a Singapore-based Chinese-language newspaper.

According to Sina, Brian Kennedy, the chairman of the Committee on the Present Danger: China, played up his remarks at a press conference held on the 25th that the committee was established to help the United States recognize various conventional and unconventional threats and think about how to resist. He also claimed that the committee is completely independent and bipartisan. Citing Lianhe Zaobao, Sina stated that some U.S. conservatives established a similar committee during the Cold War targeting the Soviet Union.  Citing the Russian Независимая газета, Sina reported that the committee requested, during the Cold War, that the budget for the Pentagon be tripled. {Editor’s Note: The Free Beacon published a description in English}.

Huawei Hired Two U.S. Firms to Deal with its PR Crisis

Huawei has contracted with two U.S. firms to conduct public relations lobbying and provide legal services in order to save its image. The two companies are Racepoint Global and Burson Cohn & Wolfe (BCW). On March 22, the Center for Responsive Politics, a non-profit, nonpartisan research group that tracks foreign government lobbying activities, publicized the Foreign Agents Registration Act registration (FARA) forms that the two companies completed on March 20 with the Department of Justice.

“BCW will develop a campaign to improve Huawei’s reputation in the U.S. by working with business partners, advisory council members, media outlets, people of influence, and ‘key opinion leaders’ with a budget of $160,000.”

“Racepoint similarly states it will visit with analysts, people of influence and media members and ‘draft content generation for the purpose of educating policymakers and legislators on client positions’ but will ‘have no direct contact with government officials.’”

“Huawei agreed to pay Racepoint $55,000 per month through September 2019. On top of that monthly retainer, Huawei agreed to pay ‘reasonable’ expenses and billing rates for individual team members of up to $320 per hour for the three managing directors. Racepoint’s contract also anticipates the potential of “talent,” “key opinion leaders,” and “celebrity” related costs.”

In the past years, Huawei has spent upwards of seven figures on lobbying efforts as reported under the domestic Lobbying Disclosure Act (LDA), according to the Center, but this is the first time that U.S. firms registered with the Department of Justice as the foreign agents for Huawei.
