Guangming Daily: On China Enduring a U.S. Trade War

According to an article on the Guangming Daily Online Website, the U.S. has intensified its trade war against China. Over the past 2 weeks, the U.S. filed 24 trade actions against China. These cases of trade violation exhibit a new pattern: 1. They focus on high value-added products and new industries; 2. Instead of using anti-dumping charges, the new cases are an outgrowth of 337 investigations and 301 methods of investigation; and 3. They represent highly-synchronized attitudes and actions on the part of all U.S. departments.

The article also stated that the exchange rate war was just the beginning of the trade war. “The exchange rate debate is an excuse. Starting a trade war against China is the fundamental reason.” The article praised China for not taking action to counter the U.S. trade war. It also warned the U.S. that, given its extremely weak economy, it will not be able to bear the consequences of a Sino-U.S. trade war.

Qiushi: Losing Control over Media Caused USSR’s Collapse

Qiushi Journal, a publication of the CCP Central Committee, published an article that claims that the Party’s losing control over its media was what triggered the USSR’s collapse. The article said that “media reform” in the USSR was the reason more and more media abandoned their Party loyalty and shunned the Party’s leadership.

“Negative information (about the Communist Party) flooded the news under the name of ‘openness.’” Also, a foreign ideology invasion flourished. The USSR’s media reform thus caused a cycle of “news reform – the media opening up – the entrance of foreign forces – exposure of the negative side – the accumulation of public unhappiness – an inability to counter the assault – a complete loss of media control – a loss of power.”

The article concluded that it is critical for the CCP to control the media and not to open the media to private ownership.

Defense University Professor: Establishing IT-Based System for the Military

Qiushi Journal, a publication of the CCP Central Committee, republished an article from Chinese Social Science Today titled “Establishing a Chinese-Characteristic IT-Based System for the Military.” Author Yuan Wenxian is a Major General, professor, and head of the information warfare, command, and training section at Beijing’s PLA National Defense University. Yuan outlined the Chinese military information system as “three layers, six areas, and four types.”

The three layers are: the Central Military Commission (general command) layer, the military region/military type layer, and the combat troop layer. The six areas are: IT warfare, military composition, armory and equipment, military training, military political work, and military supply and management. The four types are: the policy system, organization system, legal system, and technology standards system.

Xinhua: UN General Assemble Votes to Urge the US to Cease its Embargo against Cuba

Xinhua reported from the United Nations on October 26 that, in their speeches to the UN General Assembly Meeting, the European Union (EU), G77, the Caribbean Community and Common Market (CARICOM), Venezuela, South Africa and Cuba strongly urged the United States to cease its embargo against Cuba. The EU complained about the extension of the U.S. embargo to a third country and CARICOM suggested that the embargo is unlawful. 187 out of 192 UN member countries voted for lifting the current U.S. blockade measures. This is the 19th time the UN has passed such a motion.

Xinhua: China Is Not Using Rare Earths as a Bargaining Tool

Zhu Hongren, Chief Engineer and spokesman for the Ministry of Industry and Information, recently stated that China is not using rare earth minerals as a bargaining tool. Instead, he said, China would like to achieve a win-win situation with other countries on the protection and utilization of these non-renewable natural resources. China holds 55.7% of the world’s reserve of rare earth minerals. China’s exports are the source of 90% of the international market. Zhu suggested that China did not do a good job of managing the production process in the past, especially in terms of environmental protection. Now China is controlling the mining, manufacturing, and trade areas to introduce order into the management process. He claimed that these steps do not violate WTO rules.

Xinhua: China Launches Manned Space Station Project

The spokesman for the China Manned Space Project announced on October 27 that the manned space station project has officially started. A large scale, national level manned space laboratory is expected to be established around the year 2020. The project is divided into two phases. Phase one is to launch a space laboratory before 2016. Phase two is to launch the Core Cabinet and the Lab Cabinet to complete the space station by assembling the two together “in-orbit.” The spokesman suggested that the project will be built on top of current space research accomplishments. According to the plan, the first unmanned spacecraft docking experiment will take place in 2011.

CCP’s New Political Reform Direction: No Western Ways

On October 26, 2010, Xinhua published a high-profile article titled “Steadily and Actively Push Forward Political Reform following the Correct Political Direction.” People’s Daily Online posted it on October 27. It was the lead article on both People’s Daily Online and Xinhua for an extended period. Xinhua later published another article, on October 30, to explain that the article first published on the 26th was of the highest priority. The author’s name is a pseudonym, but represents the Politburo of the CCP. The purpose of the article is to clarify ideology to all CCP members.

The article set the direction for political system reform in China. It explained that the “correct political direction” means “unswervingly adhering to the leadership of the Chinese Communist Party.” “When we promote political restructuring (or political reform), we must stick to our own way. We must not copy the Western political system model. We will not allow multi-party elections and will not have a separation of powers among three state entities.”
