Key Point to Watch: Could Xi Be Positioned for 2012 Party Chairman?

On September 8, the CCP’s Politburo decided to hold the 4th Plenary Session of the CCP’s 17th Central Committee from September 15 to 18.

According to Beijing political analysts, a key point to watch is whether Politburo Standing Committee member Xi Jinping could become vice chairman of the CCP’s Military Comission. That position may pave the way for Xi to succeed Hu Jintao in the CCP’s 18th Congress in 2012.

Will Chinese Take Tougher Steps Against U.S. Surveillance Ships?

Xinhua cited an unidentified overseas media saying China may consider tougher measures against U.S. military surveillance operations in its coastal waters. On August 27, China, at a U.S.-China maritime military security meeting, said, "the ultimate way to resolve U.S.-China maritime incidents is for the U.S. to change its surveillance and survey operations policies against China, and decrease and eventually stop such operations." “Overseas media hold that to date this is the most explicit statement from China on the U.S. reconnaissance activities, which may mean that China will take tough measures against the U.S.” A Chinese military expert expressed that China can first issue warnings, followed by expulsion. “If that does not work, China can proceed to surround the intruding vessel and sink it.”

Ministry of Public Security Strengthens Society’s Management and Control

On September 8, the Ministry of Public Security held an audio-video conference on Strengthening Society’s Management and Control, requesting that public security organizations at all levels closely follow the meeting spirit of the August 17 conference on Safeguarding Security during the 60th Anniversary Celebration of National Day, to ensure social stability and create a good social environment for the celebration.

The Ministry of Public Security also requested that the 6 neighboring provinces and the City of Beijing become the “moat” for Beijing, providing a safety buffer for Beijing by implementing strict checkups and control processes; that public security organizations at all levels and all other departments and police organizations implement emergency command processes with 24 hour on-duty staff and preparation under real battle conditions.
