Xiang Songzuo: Four Reasons China’s Economy Slid in 2018

Xiang Songzuo is a Chinese academic and an economist. He serves as the Chief Economist of the China Agriculture Bank and is a professor at the Renmin University School of Finance. He has become known for asserting that China’s GDP growth was only 1.67 percent in 2018.

Recently, Xiang made another speech on the reasons why China’s economy slid so badly in 2018:

First, tightened government financial control caused many companies to face a shortage of capital supply. However, this was not the main reason.

Second, China’s stock market dropped 30 percent and lost 7 trillion yuan (US $1 trillion) in value in 2018. Xiang felt that the scale of the stock market crash in China over the past ten years is comparable to the drop in the U.S. in 1929. Xiang pointed out that, in the past ten years, Chinese companies’ growth has not been based on improvements in technology or growth in profits or assets, but rather on borrowing from banks. He quoted Zhu Yunlai, son of former Primer Zhu Rongji, who stated that China’s total debt exceeds 600 trillion yuan (US $90 trillion). Chinese companies just do not make money. However, this was still not the main reason.

Third, the government’s inclination to eliminate private ownership and expand state owned companies has greatly hurt private companies’ confidence and their incentive to grow. In Xiang’s view, this was the most important reason.

Fourth, the trade war with the U.S. was an external reason.

Xiang also warned that nowadays Chinese have become addicted to playing with debt and high leverage financing. This is actually a mirage and will collapse soon. When all people all of sudden realize that the assets (e.g. real estate property or financial products) that they bought are not worth that much, everyone will try to escape (and avoid big financial losses), but by then nobody will be able to escape.

YouTube Video Revealed That China’s Economy Went Downhill Dramatically

A YouTube video showed a Chinese person commenting that, in 2018 the economy in Liaoning Province went downhill dramatically. The setting was in a meeting, but the person’s identity is unknown. From the way he talks, he may be a member of the People’s Political Consultative Conference (PPCC) or a government official.

He stated that Shenyang, the capital city of Liaoning, didn’t make its GDP target in 2017 and then its economy slid downhill in 2018 (this means that it didn’t make the 2018 goal either, since Chinese officials always want GDP to surpass the previous year).

“When the PPCC members came (to the meeting), they all lowered their heads and avoided the question of making money this year. There were no such scenes (as in early years) where one said ‘I made 50 million yuan (US $7.5 million)’ and another one said ‘I made 800 million.’”

“I take full responsibility to tell you all, that all I gained in 2018 was only age but no wealth. However much you invested, that is how much you would lose. We now claim (Shenyang) made 1 trillion yuan (US $150 billion) in GDP (in 2018). Dalian city’s economic situation was much better than (Shenyang), but it only reported 700 billion yuan. We shouldn’t give too excessively big a number in our government report.”

Former Chinese Official Reveals Predecessor of Thousand Talents Program

At the end of last year, after a famous American Chinese physicist, Zhang Shoucheng, “accidentally passed away,” the Chinese government began to play down the “Thousand Talents Program” in which he had been involved.

Cheng Ganyuan, a former Chinese Communist Party official now living in the United States, said that, as early as 1978, when Zhang was admitted to the Physics Department of Fudan University in Shanghai at the age of 15, he became part of China’s strategy to steal Western technology.

Cheng said that in the late 1970s and early 1980s, Deng Xiaoping started the reform and opening up policy in order to save the autocratic regime and prevent the regime from collapsing. At that time, the regime established a plan to send a group of capable technical talents to study in the West.

He said, “Now we know about the ‘Thousand Talents Program.’ At that time it had no clear name. It was said that we needed to train a group of capable technical personnel and send them to the West to steal technological intelligence.”

Cheng graduated from the Law Department of Fudan University in the 1950s. At that time, Fudan University had a Second Physics Department, which appeared to the outside as a university academic program and was also known as the Nuclear Physics Department. He learned through the school’s internal channels that the intelligence division of the Ministry of Public Security actually headed this department.

At that time, the Second Physics Department enrolled those students who had the highest scores. It was also an honor to study in that department. The Second Physics Department selected from the applicants those who had no problems in their family backgrounds. Many of them were princelings.

Jiang Mianheng, the eldest son of former head of the Chinese Communist Party Jiang Zemin, graduated from the Second Physics Department of Fudan University in 1977. After that, he went to the United States to obtain a doctoral degree. After returning to China, he became the vice president of the Chinese Academy of Sciences. One year later, in 1978, 15-year-old junior high school graduate Zhang Shoucheng was admitted to the Second Physics Department. The school selected him to study in Germany. Zhang later became a tenured professor of physics at Stanford University. Tsinghua University’s Institute of Advanced Studies employed him a few years ago. Every year he spent a long time in China to conduct research and to teach students.

Cheng added that most of the people who came to study in the United States in the 1980s later received a Ph.D. in physics. Most of them have been connected with Chinese science and technology units and universities. They gradually brought Western technology to China and China also provided them with many benefits.

Cheng said that, for many years, stealing Western technology has been a clear goal of the Communist Party. It is only in recent years that the government has opened it up as the “Thousand Talents Program” and believes that it can be publicized in a high profile.

CNA: In 2018, Taiwan Ministry of Justice Investigation Bureau Uncovered 52 Cases of Mainland Espionage

Central News Agency reported that, in 2018, Taiwan uncovered 52 mainland espionage cases involving 174 people. According to Taiwan Ministry of Justice Investigation Bureau, mainland spies use exchange activities as a cover to spy on Taiwan, to collect intelligence, to infiltrate, to recruit members, or to develop organizations in Taiwan. The Taiwan Mainland Affairs Council disclosed that mainland China has never stopped collecting important security information such as military secrets, information on politics, and social information. It has asked all relevant departments to continue to strengthen espionage prevention and safeguard national security.

Facing Fluid Domestic and International Situations, Xi Jinping Spoke about Maintaining Overall Stability

At the opening ceremony of a meeting with provincial leading officials, Chinese president Xi Jinping gave an important speech, which Xinhua News Agency reported on January 21. The report highlighted two key points: improving the ability to prevent and control, with a focus on major risks, and maintaining a stable and healthy economic development.

In his speech, Xi “made a profound analyses and proposed clear requirements” for preventing major risks in politics, ideology, the economy, science and technology, social affairs, the external environment, and party development.

In the political arena, Xi stressed that, in the face of the turbulent international situation; the complex and sensitive surrounding environment; and arduous tasks of reform, development, and stability; one must always maintain a high degree of vigilance.

Xi emphasized that the economic operations are stable but changing. It is necessary to maintain composure and promote China’s economic development in the right direction. It is also necessary to enhance the sense of urgency, plan ahead, and accurately respond to possible problems in the economic field.

In the judgment of the external environment, he said that China’s external environment is complex and severe. It is necessary to coordinate both domestic and international situations, effectively preventing chain reactions emanating from all kinds of risks. He asked to improve the “One Belt, One Road” security system and safeguard sovereignty and security.

RFA: Many Confucius Institutes in the U.S. Are Closed or Plan to Close

Radio Free Asia reported that, as of the end of last year, at least 25 universities and school districts around the world had terminated their partnership with the Confucius Institute, resulting in the closure of 22 Confucius Institutes. In the U.S., in addition to the colleges that announced the closure of the Confucius Institute in 2018, the University of Chicago, Penn State University, and the University of Illinois in Champaign had previously closed their Confucius Institutes.

In the article, RFA quoted a statement from Doris Liu, who is the director of the documentary movie, “In The Name Of Confucius.” Liu stated that, although some schools have closed Confucius Institutes, they do not want to see a discontinuation of other cooperation with China because of that closure, including the recruitment of Chinese students. The real purpose behind the Confucius Institute is that it carries the public relations work of the Chinese government – using its soft power so that foreigners will form a friendly impression of China. In fact, Rachelle Peterson, director of research programs at the National Association of Scholars, conducted a survey of Confucius Institutes in 12 U.S. universities and found that the Confucius Institute and the university had signed a contract requiring the universities and their employees “not to damage” the reputation of the Confucius Institute. If they did so, it would terminate all cooperation.

In addition, political reasons also drove the re-examination of the Confucius Institute at American universities as the U.S. has been reassessing its policy towards China. The problems of the Confucius Institute are increasingly being exposed. The latest National Defense Authorization Act, which the U.S. passed in August of last year, stipulates that the Ministry of Defense shall not provide funds for Chinese programs of American universities that open Confucius Institutes unless the school submits and obtains relevant exemptions. There are 11 universities that receive such funding. As a result, several universities including the University of Rhode Island announced that they will close their Confucius Institutes.

Last month, the Confucius Institute American Center organized the first “American Confucius Alumni China Tour.” It invited outstanding students from the Confucius Institutes across the U.S. who had graduated in the past three years to come to Beijing and Chengdu for visits.

VOA Chinese: Mayor of Quebec City Cancelled Trip to China

Voice of America (VOA) Chinese recently reported that Régis Labeaume, the mayor of Quebec City, cancelled his trip to China originally planned for March. The mayor explained that he cancelled the scheduled trip due to the political tension between China and Canada. The Canadian government recently and repeatedly has issued travel warnings asking travelers to China to use extreme caution. The government warning indicated that travelers may face arbitrary enforcement of local laws and other culture related punishments on issues concerning death penalties and drug dealing. The mayor originally planned to visit Shanghai and Xi’an. Quebec City became a sister city with Xi’an in 2001. Ever since Canada arrested Huawei’s CFO last December based on a U.S. request, the Canada-China relationship has suffered a free fall. China has thus far arrested multiple Canadian citizens travelling or working in China.

Alibaba Cuts Costs on Hiring and Travel Fronts

Well-known Chinese technology news site Tencent News recently reported that, since the US-China trade war started, China’s economic crisis has impacted the top Chinese Internet giant, the Alibaba Group. Signs are showing that the impact intensified very recently. According to anonymous sources, new hires have been told they could not start their work before the next fiscal year begins in April. Some new hires said the Alibaba Group is reducing headcounts across the board. All business lines are now having hiring freezes. The Group is also cutting business travel funds even for management personnel. For example, now one can only use business class for air travel once every five trips and these trips have to exceed 20 hours per round trip. The Alibaba Group (NYSE: BABA) is China’s largest online service provider. In 2015, Alibaba’s online trade volume exceeded RMB 3 trillion (US$442 billion), making the Group the largest retailer in the world. Alibaba Group’s financial health is often seen as a barometer of the Chinese economy.
