According to Sputnik News, Chinese Ambassador to Russia Zhang Hanhui stated in an article that China plans to strengthen its cooperation with Russia in the field of cybersecurity.
“While continuously enhancing its own governance of cyberspace, China will actively work to deepen cooperation in cybersecurity with countries around the world, including Russia,” the ambassador wrote.
Zhang emphasized that China is committed to establishing a multilateral, democratic, and transparent global internet governance system. China aims to build a shared future in cyberspace with other countries, ensuring the internet brings greater benefits to people worldwide.
The ambassador summarized China’s position: “China has consistently maintained that cyberspace should not become a new arena for great power competition, but rather a new field for cooperation among countries. Cybersecurity presents common challenges to all nations, and maintaining international order and security in cyberspace is the shared responsibility of the international community.”
The Russian President’s Special Representative for International Cooperation in Information Security, Artur Lyukmanov, has previously told Russian media that “China is Russia’s primary like-minded partner in international information security,” with the two countries holding highly similar positions in this field.
Zhang also accused the United States of attempting to inject malicious computer code into Russia’s power systems, stating that the US openly designates other countries’ critical infrastructure as legitimate targets for its cyber forces and conducts indiscriminate, large-scale cyberattacks. The ambassador stated that Russia’s power system had fallen victim to such attacks through malicious code injection.
