Strategic Cooperation between Ex-Im Bank and Ministry of Culture

On November 27, China Arts & Entertainment Group (CAEG) signed a strategic cooperation pact with the Export-Import Bank of China. This is the first instance of a state policy bank providing preferential financing to a large cultural enterprise, said Xinhua

Earlier in March of this year, the Ex-Im Bank and the Ministry of Culture signed the Cooperation Agreement on Nurturing Key Export Oriented Culture Enterprises and Projects. According to the agreement, the Ex-Im Bank is to provide preferential financing to China’s culture industry with at least 20 billion yuan or equivalent foreign exchanges within five years.
Parties present at the signing ceremony, according to Xinhua, believe the cooperation will boost CAEG’s international competitiveness, expand its market share, and promote China’s soft power around the globe.

Outlook Weekly Publishes Hu Jintao’s Epochal Views

The latest issue of Outlook Weekly magazine, owned by Xinhua, published an article titled “Hu Jintao’s Epochal Views.” Although the full text of the article, already in the print version of the magazine, is not seen on the web, major state media have widely reported this article. 

According to Xinhua, “Hu Jintao’s Epochal Views” is a “complete set of basic views that reflect the trend of the current epoch, promote the development of the epoch, and lead the advance of the epoch.” “It embodies major theoretical innovations of the Chinese Communist Party of the new century and new stage on the issues of the current epoch.” “It is mainly composed of fives aspects: the view of profound transformation, the view of a harmonious world, the view of joint development, the view of shared responsibilities, and the view of active participation.”

2009’s Major National Science and Technology Projects Underway

On November 23 and 24, Liu Yandong, a member of the Politburo and the State Council, presided over a meeting to implement the 2009 Major National Science and Technology Projects. Liu emphasized carrying out the “latest requirements” of the Party and State Council in the fields of science and technology, with a focus on assuring national security, leading the world with a roadmap of R&D, expediting innovations in key areas, and fostering new strategic industries. 

Liu said the Major Projects are based on forward-looking strategic decision made by the Party and the State Council. Comprehensive implementation is underway.

Wen Jiabao Says No G2 Likely to Develop

China does not welcome the idea of a G2, said Premier Wen Jiaobao when meeting with U.S. President Obama on November 18, according to Xinhua

The state media listed three reasons for this position: firstly, China is a developing country with a huge population. It has to keep a sober mind, remembering the long journey, so as to build a modern country; secondly, China follows an independent and peaceful foreign policy by forming no alliance with any country or blocs of countries; finally, China advocates that world affairs should be collectively decided by individual countries, instead of one or two powers.

President Omar al-Bashir Praises 50-Year Friendship With China and Zhou Yongkang’s Work in Sudan

In Sudan, on the evening of November 17, according to the website of the Chinese Communist Party Central Committee’s International Department, the Sudanese President Omar al-Bashir had a meeting in Khartoum  with the CCP’s chief of legal affairs and Politburo Standing Committee member Zhou Yongkang. 

Zhou restated the friendly relationship between the two countries over the past 50 years, and attended an opening ceremony of a Confucius Institute at the University of Khartoum. Al-Bashir praised China as Sudan’s real friend and partner and praised Zhou as the person behind the Sino-Sudan oil deal. Al-Bashir hoped to strengthen agricultural cooperation with China.

China Rises As Largest Shipbuilder

State media Huanqiu issued a report quoting a U.S. source that China has currently replaced South Korea as the leader in the world shipbuilding industry. 

The report claims that the China shipbuilders, with orders as high as 54.96 million CGT, have surpassed the 53.63 million GCT of South Korea and grabbed 34.7% of the world market. In recent years, China was said to have invested a huge amount of money and manpower to expand its commercial shipbuilding industry, so as to build up its warship capacity. 
The report also pointed out that China is still falling behind in electronic, mechanic, and weaponry systems that are necessary for building warships. [Ed" Chinascope cannot locate the original U.S. source, mentioned in the report as “Global Strategy Net”]

Chongqing: Private Sector Entrepreneurs to Be Trained at Central Party School

Fifty-nine private sector entrepreneurs in Chongqing City were sent to Beijing on November 9, 2009, for a week of training at the Central Party School of the Chinese Communist Party. According to Wen Jieming, the head of the city’s CCP United Front Department, more than 10,000 people from the business community are to be trained in ideology, politics, and economic knowledge within five years. The trainings were said to be planned to take place in party schools in the central, city, and country government levels, as well as in communities and neighborhoods.
