China Denies the Hacker Attack on Google Originated from China

After the New York Times reported that the hacker attack on Google could be traced back to the IP addresses of the Shanghai Jiao Tong University and Lanxiang Vocational School, China denied such accusations.

Shanghai Jiao Tong University, a top engineering university in China whose computer students recently won the International Collegiate Programming Contest, responded that the university would not now support and has not in the past supported hacker activities. It suggested that some international hackers might have stolen their IPs to use in the attack.

Officials from the Lanxiang Vocational School, with ties to the Chinese military, said “(The report was) too imaginative.”

China’s Foreign Ministry spokesperson, Qin Gang, strongly denied the accusation and said it was irresponsible and must have resulted from some hidden agenda.

China Will Continue Its Loose Monetary Policy

The Political Bureau of the Central Committee of the Communist Party of China held a meeting to review the State Council’s “Report On the Work of the Government.” 

The report outlined the economic direction for 2010, which calls for continuing to implement the proactive fiscal policy and moderate, loose monetary policy in an effort to maintain the continuity and stability of the government policies. 

On one hand, the government should keep up enough policy efforts to consolidate the good momentum of economic recovery, but on the other hand, it should also speed up the adjustment of the economic structure and promote the transition mode of economic development.

Study Times: China Building Its Anti-Missile Defense System

Study Times published a long article praising China’s progress in developing its anti-missile defense system technology. It stated that Xinhua reported on January 11, 2010, that China had successfully conducted a midcourse anti-missile interception test. “Most importantly, (it showed that) China already has and is working on improving its missile early warning system.” It further stated that the successful interception test indicated that China has made significant achievements in anti-missile defense technology, including information processing, early detection and warning, interception weaponry, weapons transfer, guidance accuracy, and response speed. Prior to China, only the U.S. and Japan have done successful interception tests.

Six Focuses for Culture System Reform in 2010

The Ministry of Culture recently published the reform work for the culture system for 2010. There are six focuses:
1. Jumpstart the development of the cultural industry by speeding up the transformation of operating culture organizations into for-profit enterprises.
2. Expand the entertainment market to western China and to minority and less-developed areas.
3. Push legal enforcement in the cultural market and in its products.
4. Improve cultural services offered to the public.
5. Proactively promote the “going abroad” strategy to expand Chinese culture’s international influence.
6. Strengthen the management of culture system reform.

Xinhua: For U.S. to Make Money, It Must Pay a Price

Xinhua republished a commentary from the International Herald Leader, a newspaper under People’s Daily. The commentary was titled “There Is a Price to Pay for Making Money.” It stated that the Obama administration’s $6.4 billion weapons sale to Taiwan showed a twisted understanding of the Sino-U.S. relationship. The U.S. only wants China to help it to solve its own problems and only lets China show its power when it helps the U.S.

Following this logic, the U.S. wants China to buy U.S. bonds and products but not U.S. companies; to support the U.S. on North Korea and Iran issues; to keep silent on the South China Sea and Taiwan; to separate from other “BRIC” countries; to keep distant from Europe and not seek the removal of the EU’s arms embargo on China.

How should China respond? “Doesn’t the U.S. think it’s normal to sell arms to Taiwan? OK, following normal logic, how can anyone not pay a price for doing business? Of course, this price is not necessarily written on the back of the contract.”

Chinese Expert: India Should Stop Its War Talk

People’s website published a commentary on January 24, 2010, criticizing India’s talk of being at war with both China and Pakistan, on two fronts. It stated that China has no interest in other country’s territory and blamed some Indian’s for having a hidden agenda to promote a "China Threat."

It stated, "India has a territory dispute with almost all its neighboring countries and was in a war situation with Pakistan in the past more than once. Now, it wants to have wars on "two fronts." What good will it do for India to disturb its neighbors?

China is Carrying Out a Round of Senior Official Adjustment

During December 2009 and January 2010, there were significant changes in the minister and provincial level officials, and from the Central Committees of the Communist Party of China to the State Council’s several core agencies, including provinces. 
 

Xinhua republished a report from China News Weekly stating that the focus must be on official retirements and appointments. The focus includes: consideration of age (younger) and education (with advanced degrees); switching between local (province) and the central government; and promoting females. This cycle of official changes is also a dry run for the newly published “2010-2020 outline plan to deepen the reform of the cadre and personnel system.”

Li Yuanchao: Strengthening Propaganda Work for the Organization Department

Li Yuanchao, member of the Political Bureau of the Central Committee of the Communist Party of China and head of the Organization Department of the CPC Central Committee, called for a significant focus on the propaganda work of the Organization Department. Li made the speech at the conference on propaganda for organization work on January 26, 2010. Li stressed strengthening and improving the propaganda work in order to develop public opinion support for the Organization Department’s work and innovation.  

Li laid out a new direction, which includes propaganda work as part of the routine work of the Organization Department. The directive includes establishing a spokesperson system, improving media planning, monitoring and analyzing public opinion, strengthening policy interpretation and role model advocacy, actively responding to societal issues, and improving the ability to use media to its best advantage, which allows the development of a good public opinion base.

“News media is the indispensable voice, ears, eyes, and window for organization work in the current environment,” claimed Li.
