Yu Zhengsheng: Deepening the Fight against the Dalai Lama

Xinhua recently reported that Yu Zhengsheng, the Chairman of the National Committee of the Chinese People’s Political Consultative Conference and a member of the Politburo Standing Committee of the Communist Party, emphasized the importance of continuing and deepening the fight against the Dalai Lama. He made the comment during a trip to the Tibetan area of Gansu Province. Yu also called for more investments in the Tibetan regions to lift the people’s living standards. He suggested that the Tibetan people will provide better support for the Communist Party only when their living conditions are improved. Yu also visited some Buddhist temples and asked the locals to “love the country.” In a speech given to the local government officials, Yu pointed out that the “self-governance” idea that the Dalai Lama came up with is a complete violation of the Chinese Constitution and is an obvious attempt to divide the country.

Red Flag Manuscript: Solidify China through Propaganda

Xinhua reprinted a Red Manuscripts’ interview of Zhan Dexiong, a Xinhua researcher, on how to use propaganda to solidify China.

Zhan stated, “Revolution depends on two rods – the gun and the pen; these are the heirlooms of the Chinese Communist Party. Looking at the situation at home and abroad, although the political, economic, cultural, and public opinion means have undergone tremendous changes, reality tells us not only that we cannot throw these two rods away; we must greatly enhance them. It is not because of people’s subjective intent, but because the reality of the situation forces us to do so.”

Zhan also stated that the current situation is unfolding in China’s favor because the United States and Europe have been struggling with their respective political or economic crises and are helplessly watching China’s rise. "You could say that we now in a better position to push propaganda and ideological work toward a new height."

Zhan recommended that China get out of the box of the Western hegemony of discourse and build its own discourse community. He also suggested, “Through propaganda, we should make clear to the cadres and the masses what are the advantages of our democracy and the Achilles heel of the West.

PRC State Council Encourages More Private Capital to Enter China’s Financial Sectors

On July 5, 2013, the website of the Central People’s Government of the People’s Republic of China released a document titled, “The State Council’s Guide on Financial Support for Economic Restructuring, Transformation, and Upgrading.” The document lists ten items designed to help guide the “effective prevention and dissolution of financial risks” in China. In the ninth item of the guide, the State Council gives a green light to the establishment of private banks funded by private capital under the leadership of the China Banking Regulatory Commission. However, private banks or other private financial institutions must face their own risks.

China Review News: How to Avoid Indigestion of the State Council’s Financial Guidance

On July 9, 2013, China Review News published an article discussing how to ensure the actual application of “The State Council’s Guide on the Financial Support for Economic Restructuring, Transformation, and Upgrading.” According to the article, in order to avoid “indigestion" when implementing "this good policy," relevant government agencies must develop concrete operational measures and approaches for implementating the “guide.” Meanwhile, they should establish strict reward and punishment measures to ensure the implementation of the “State’s 10 Policies” (the 10 items listed in the guide).

Britain and China Signed Agreement on Currency Swap Valued at 21 Billion British Pounds

According to BBC Chinese on June 23, 2013, the Bank of England and the People’s Bank of China signed an agreement to establish a reciprocal 3-year sterling/renminbi (or Chinese yuan) currency swap line. The maximum value is 21 billion British pounds or 200 billion Chinese yuan.  Beijing hopes to further facilitate the internationalization of the renminbi through currency swap agreements. So far, China has signed currency swap agreements with a number of major trading partners, including Japan, Hong Kong, Australia, and Brazil.

Xi Jinping: Maintain Party’s Key Leadership and Build Gigantic High-caliber Cadre Team

On June 28 and 29, prior to 92nd anniversary of Chinese Communist Party, President Xi Jinping spoke at the central Organization Department meeting held in Beijing. Xi emphasized that the Party and the Party members are the key components in accomplishing the goals and tasks set by the Party’s 18th National Congress. According to Xi, the Party must “maintain the key leadership role” while the Party members must be “a group that has high caliber cadres.” Xi’s talk also covered other areas, including the qualities a cadre should have, the selection and development of a cadre, as well as the roles that the organization department should play during the process. Liu Yunshan, President of Central Committee, was present and also spoke at the meeting.

Meng Jianzhu Called for Tough Measures to Crack Down on Violent Crimes in Uyghurian Region

On June 30, Meng Jianzhu, secretary of Central Politics and Law Commission, attended and spoke at the "anti-terrorist operation for maintaining the peace" rally held in Xinjaing. The Xinjiang Police Armed Forces in Urumqi, capital of the Xinjiang Uyghur Autonomous Region, held the rally. Meng praised the work the local police had done and called for tough measures to crack down on recent violent crimes.

According to VOA, there have been a number of recent violent attacks reported in the Uyghur region in Xinjiang. On June 28, over 100 people rode motorcycles and held long knives to attack a local public security bureau in He Tian County. On the same day, about eight people broke into an armed police station and clashed with the police. On June 26, a fight broke out in Piqan County in the Xinjiang Uyghur Autonomous Region between the local Uyghurs and the local police, resulting in 35 deaths.

Xi Jinping Seeks Unity and Discipline among Politburo Members

Xinhua News Agency reported on Tuesday, June 25, that, at a special meeting of the Politburo, the Chinese Communist Party’s chairman Xi Jinping said, "To see whether the Politburo is strong or not and whether the Politburo members are strong or not, one has to look first at whether they are politically strong or not. To strengthen the work of the Politburo, we must give top priority to ideological and political development."

Xi urged the Politburo to "strengthen the study of Marxist theory, in particular, Deng Xiaoping Theory, the thoughts of the ‘Three Represents,’ and the scientific concept of development, so as to grasp the scientific world view and methodology, be equipped with ideological weaponry, remain firm with the ideals and faith, and strengthen political sensitivity and discrimination," in order "to understand correctly and to firmly safeguard the bigger picture of the Party and the state, of reform, development, and stability, of the Party’s leadership and the security of the socialist regime, and of the unity of the Party and the whole nation."

He also asked the Politburo members to play an exemplary role in "strictly disciplining their relatives and staff members, refraining from abusing power, and not seeking personal privileges."
