Community Party Organizations Established for Migrant Party Members

According to Xinhua, a Communist Party Branch Committee of the Guangdong-Dazhou Chamber of Commerce was established in Guangzhou Province on September 28 for migrant Party members who are from Dazhou City, Sichuan Province. This is the first time an inner city, city-level Party organization has been set up inside a Chamber of Commerce in Guangdong.

In order to meet the requirement of the CPC Central Committee for establishing Party organizations among new social groups, the Dazhou City Party Committee and Dazhou Municipal Government in Sichuan Province have already founded 1 Chinese Communist Party Committee, 8 Party branches, 2 Party Youth Leagues, 2 birth-control organizations for the enforcement of China’s one-child policy among migrant people, and 2 government controlled workers’ unions for the Dazhou migrants in Guangdong Province.

Wu Bangguo to Publish Article Stressing China Is a Developing Country

Wu Bangguo, a high-ranking Chinese official and chairman of the Standing Committee of the National People’s Congress, will publish an article in the upcoming issue of Qiushi Journal, the core publication of the Central Committee of the Chinese Communist Party. The article, titled “Fully Understand the Characteristics of China’s Development Stage,” will emphasize that China is still a developing country.
“As a matter of fact, China is still at the preliminary stage of socialism and will be for a long time. China remains the largest developing country in the world. This is our conclusion based on basic national conditions.”
This article, added to the current number of official pieces, implies that China is not rich enough to shoulder the international responsibilities that Western governments want to impose.

Politburo Met on Social Conflicts

The Communist Party held its twenty-third Politburo group study on September 29, 2010, to discuss how to resolve social conflicts. At the group study, Hu Jintao urged having a deep commitment to resolving social conflict, thereby creating a favorable environment for economic development.

“We must further our understanding of the importance and urgency of properly handling situations of conflict among the people, and must, to the maximum extent, focus on stimulating social creativity, and on increasing harmonious and reducing disharmonious elements, to more proactively handle these conflicts, so as to promote scientific development and social harmony,”

CCP Developing United Front Theory in Eight Areas

The CCP will create special project teams to develop the united front theory in 8 areas as follows: the fundamentals of united front work; multi-party cooperation; work with ethnic groups; religion; representatives of non-public businesses; the united front work for Hong Kong, Macao, and Taiwan; non-CCP intellectuals; and the Tibet issue. Each project team will be headed by a senior member from the CCP’s Central United Front Work Department.

Beijing Conducted Large Scale Armed Police Exercise

With the background of the bus hijacking incident in the Philippines not long ago, Beijing Police recently conducted an exercise involving both Special Police and Military Police. The scenario of the exercise was based on an anti-terrorist situation in which “terrorists” occupied a shopping center and took several hostages. Around 400 police officers participated in the exercise. A large amount of special and heavy equipment was deployed during the exercise, such as police helicopters and climbing assault vehicles. According to the Beijing Police spokesman, the purpose of the exercise was to demonstrate the capabilities of the police in handling an ever increasing crime rate and maintaining social stability.

Liu Yunshan Calls for Grassroots Ideology Work

In a recent visit to Henan Province, Liu Yunshan, who is the Chinese Communist Party’s senior official and head of the Propaganda Department, asked the Party members to “seriously study the new situations and new issues that their propaganda, ideological, and cultural work is facing." He suggested that the Party "reach out to the grassroots level, care about people’s demands, … allocate more resources at the grassroots level, extend the service network to the grassroots level, and promote the ideological and cultural advocacy work being done at the grassroots to a new level.” Liu also emphasized “enhancing the appeal of the work, building mobile platforms in which people are willing to and can easily participate in, and guiding the masses in serving and educating the people.”

People’s Daily on China’s Strategy for Intellectuals

At the beginning of September 2010, People’s Daily published a series of articles on “China’s Strategy for Intellectuals.” On September 18, 2010, People’s Daily and the Research Center of “Three Represents,” which is attached to Remin University of China, co-sponsored a forum called “Revival of Great Power – Strategy for Intellectuals” to discuss the concept, values, features and standards of a “strategy for intellectuals.” Over 60 individuals attended the forum, including representatives of the History Research Center of the Party, the Party School of the Central Committee of the Communist Party, the China National School of Administration, the State Council Research Office and other State’s departments, as well as representatives of State media.

Study Times: Internet Becoming a Tool for Party Building

Study Times,a weekly newspaper published by the Party School of the CCP, urges local Party branches to take on the challenge of using the Internet for Party building. The paper suggested that the Internet can be a tool for Party propaganda.  For example, the Party branch in Tongxin County, Guizhou Province, invites Party members, wherever they are throughout the country, to have access to a training platform on a Party Building Website and to select the Party courses that would benefit them the most.  The call is out for the Internet to become a “platform leading and influencing factor for mainstream ideology.”  In Dongwan County, Guangdong Province, 12 online Party branches were established to track and connect Party members. Everyone is asked to participate in the online Party study program.
