Chinese Academy of Engineering Academician: Cyber Security Is the “Fifth Territory”

Ni Guangnan, a computer expert and academician at the Chinese Academy of Engineering, said in a lecture that "Cyberspace has become the fifth territory after land, sea, air, and outer space. Like the other territories, cyberspace must also reflect the country’s sovereignty. To protecting cyber security is to protect national sovereignty."
In his view, both offensive and defensive sides to network security and information security exist. In this sense, independent ownership and control of core technology and equipment, information products, and services are a precondition to ensuring network and information security.

People’s Daily: PLA Audit Bureau Now under Central Military Commission

People’s Daily recently reported that Chinese President Xi Jinping, who is also the Chairman of the Central Military Commission (CMC), issued a military order that assigned the People’s Liberation Army’s (PLA) Audit Bureau to report directly to the CMC. The Audit Bureau used to report to the General Logistics Department of the Military. The Deputy Chairman of the CMC announced the order during a conference. The purpose of the new arrangement is to improve the prevention and punishment of corruption in the military. It gives the military audit function more independence in its operations. At the conference where the announcement was made, Deputy CMC Chairman Fan Changlong also suggested that the military anti-corruption movement has reached a key turning point. He asked the Audit Bureau to adjust its work practices quickly and improve the audit system so that the Bureau can better serve its mission in an orderly fashion.

Xinhua: Xi Jinping’s Instructions on Political Work in the Military

Xinhua published a lengthy report, summarizing the instructions that Xi Jinping, Chairman of China’s Central Military Commission, gave on the political work in the military. Improving the military’s political work is a key step in the overall theme of "building a strong army."

The article had three major sections, titled, "The goal of building a strong army requires applying strong political work in the military," "Promote strong political work in the military," and "Inspire and motivate soldiers using [Xi’s] own acts."

The article stated, "There are thousands of approaches to accomplishing the goal of developing a strong army, but the greatest one is to ensure resolutely that the military follows the [Chinese Communist] Party’s direction." In late 2012, Xi pointed out, "[We] must adhere to developing the army in ideological and political areas, adhere to the fundamental principle and system that the Party has absolute leadership over the military, and ensure the military is absolutely loyal, absolutely pure, and absolutely reliable."

It listed several approaches to developing the Party’s control over the military. "In peacetime, it should test whether the military adheres to the Party’s leadership. The key observation is whether it implements firmly, effectively, and seriously the directives of the Party’s Central Committee and Party’s Central Military Commission."

China’s High Rank Military Official: Obey Orders from Chairman Xi

Xu Qiliang, the Vice chairman of the Central Military Commission of the Chinese Communist Party wrote an article which Xinhua republished on November 4, 2014, titled, “Hostile Forces Attempt to Pull Our Army Away from the Party’s Banner.” Earlier, People’s Daily published his original article with a different title, “Further Promote the Rule of Law in the Army and Strictly Govern the Army (Study and Implement the spirit of the Fourth Plenary Session of the 18th CCP Central Committee). The article stated, “(China) must adhere to the Party’s absolute leadership over the armed forces, which is the core of the rule of law and a fundamental requirement.” (China) must not copy Western models to build and govern the army. “Nationalization of the Military Army” must be criticized clearly to ensure the principle that the Party commands the gun.

The article stressed the Central Military Commission Chairman Xi’s leadership position in the army. “(We) must ensure that all army personnel across the country obey the orders from the CCP Central Committee, the Central Military Commission, and Chairman Xi.”

Xinhua: Xi Jinping Addressed the Military Political Work Conference

Xinhua recently reported that Chinese President Xi Jinping, who is also the General Secretary of the Communist Party Central Committee as well as the Chairman of the Central Military Commission (CMC), delivered an important speech at the Military Political Work Conference held in Gutian, Fujian Province from October 30 to October 31. Xi emphasized that political work is extremely critical to ensuring the performance of the military. He described political work as the “life line” for the military to support the “Chinese Dream.” He called for the firm establishment of ideals, Party principles, combat standards and political prestige. In his speech, Xi asked for immediate action on the five focal points of building the “military soul,” enhancing the management of high-ranking officers, pushing anti-corruption, raising the fighting spirit, and innovating in the political work area. Gutian, Fujian Province is believed to be the original location where the Communist Party established its “military political principles” during the Civil War.

China to Construct Beidou Satellite Navigation System Reference Stations in Antarctica

On October 28, the China Polar Research Center issued a press briefing discussing China’s upcoming 31st Antarctic scientific expedition. The briefing stated that, during the expedition, for the first time, China will construct Beidou satellite navigation system reference stations in the Antarctic region. 

This will be China’s first acquisition of related data in the Antarctic using the Beidou satellite navigation system. It will focus on solving key issues such as Antarctic region Beidou satellite data processing, seamless coordination of multi-source satellite navigation frames, as well as the consistency of different reference frames in order to achieve China’s application of the autonomous satellite navigation system to build an Antarctic Beidou mapping reference system.

Guangming Daily: PLA Intensive Military Exercises Showcase China’s Military Power

Guangming Daily carried an article that China News Service had originally published on the PLA’s recent intensive military exercises. The article reported that, in September, the PLA conducted no less than six military exercises, including one in the South China Sea. It indicated that some military experts view the exercises as a move to strengthen China’s military power while demonstrating that China is not threatened by any external military power. Even though the article mentioned that the exercises were planned at the beginning of the year, it also quoted a statement by an anonymous foreign media saying that “when the U.S. military conducts military exercises, it takes China as its opponent. Now China is using its military exercises in the South China Sea as a response to demonstrate that China is not afraid of the US and can fight against it.”

PLA Issues “Opinion on Nurturing the Fighting Spirit”

On September 11, after the Chairman of the Central Military Commission (CMC) Xi Jinping approved it, the People’s Liberation Army’s (PLA) General Political Department (GPD) issued the "Opinion on Nurturing the Fighting Spirit." The Opinion asked to implement CMC Chairman Xi Jinping’s instructions, to further promote the nurturing of the fighting spirit, and to make arrangements for a long-term mechanism. 
The Opinion stated that nurturing the fighting spirit is an important part of building combat capacity and the basic work and eternal subject for forging troops that can win the war. … Nurturing the fighting spirit under the new situation is about educating and guiding the officers and soldiers so that they inherit and carry forward their dauntless and heroic spirit and courageous fighting style. They will have the strong confidence and courage to defy the enemy and fight for victory in an era of information. They will also have a strong awareness of combat readiness so that the troops can be called upon immediately to fight and to be able to win. Officers at all levels should fully understand the importance and urgency of nurturing the fighting spirit and effectively making it a strategic initiative for building a strong army and being ready for combat.
