Leadership: Chinese Leaders Are Planning Hide-out Place While Fighting the Coronavirus

Yahoo reported that it obtained information from U.S. intelligence that the Chinese leadership is planning “for what is known as a ‘continuity of operations,’ meaning the ability for the government to maintain its basic functions during an unprecedented crisis, such as nuclear war or natural disaster.”

The source stated, “In China, this might involve senior leaders leaving the country or seeking safety in shelters, ‘like U.S. doomsday bunkers.’ The intel community, said the source, is seeing some signs that Chinese officials are making those kinds of contingency plans, indicating the potential level of concern within Beijing.”

Leadership: “Turning Point Has Not Come Yet”

The Chinese Communist Party (CCP) Politburo held a meeting on February 21 to discuss the control and prevention work on the novel coronavirus. The meeting pointed out, “While the wide spread of the epidemic has been initially controlled and the number of new cases nationwide and the suspected cases have been declining, we must understand it clearly. The turning point of the nationwide epidemic’s development has not come yet.”

Leadership: Ding Xiangyang: It Was Xi Jinping Who Ordered Wuhan Lockdown

Ding Xiangyang, the Deputy Chief Secretary of the State Council and a member of the Central government’s Supervision Group at Hubei Province, stated that it was Xi Jinping who ordered the Wuhan lockdown.

Ding made such statement at a press conference on February 20, 2020. Ding said, “Actually, when Vice Premier Sun Chunlan came to Wuhan on January 22, she made two decisions based on the specific direction from the General Secretary of the Chinese Communist Party (Xi Jinping), that would be a ‘city lockdown’ and that the holiday would be extended (so people had to stay home instead of going back to work).” “It is not easy to reach a consensus with everyone at that time, but with the CCP Central’s support, we were determined to do that. No matter who said what, we were determined to do that.”

On January 27, 2020, when China Central Television (CCTV) interviewed Wuhan Mayor Zhou Xianwang,   Zhou stated that he had decided to lock down the city under the pressure in spite of people’s negative response. The Paper: Bloomberg’s First Debate Performance a Major Disappointment

Well-known new Chinese news site The Paper recently reported that the U.S. Democratic Party had its ninth TV presidential debate in Las Vegas on February 19. The much-hyped former New York mayor Michael Bloomberg made his first debate appearance. However, his performance was a major blow to those who had high hopes for him. The current Democratic presidential field is quite chaotic, though Senator Bernie Sanders has shown some lead. With this background, many saw Bloomberg as someone who could unite the party. However, the other five candidates attacked him heavily while he showed no capability of handling the situation successfully. It was widely expected that Bloomberg would face serious attacks on his wealth as well as previous his record during his time when he served as the New York mayor, such as his Stop and Frisk policy. Bloomberg could not address the issues confidently even with weeks of prior preparations, while Sanders demonstrated strong personality and aggressiveness. U.S. news site Politico described Bloomberg’s performance as a disaster. The Washington Post pointed out that, after seeing the debate, many voters gave up believing that Bloomberg would be the one who could actually challenge Trump. Bloomberg’s lack of charisma may have a big negative impact on his Super Tuesday performance in less than two weeks. Former U.S. Vice President Joe Biden did not have a good performance in the same debate either.

Xinhua: On Sep 18, 2019, Wuhan Held an Emergency Response Drill for Novel Coronavirus

Xinhua reported that, on September 18, 2019, in preparation for the upcoming Military World Games, Wuhan held a drill about the novel coronavirus infection.

The Emergency Response Exercise, jointly organized by Wuhan Customs and the Executive Committee of Military World Games, was held at the Tianhe Airport in Wuhan. It simulated two situations: an arrival of baggage was found to have excessive nuclear radiation and a passenger was found to be infected with the novel coronavirus. The coronavirus drill included multiple steps, such as epidemiological investigations, medical inspections, setting up a temporary test area, quarantine and testing, patient transfer, and sanitary treatments. Virus Origin: Henan Province Issued an Order to Safely Manage Laboratory Animals

After Xi Jinping gave the direction to include biosafety as part of the national security system, Science and Technology Daily reported that Henan Province issued an order on February 18 on safely managing laboratory animals.

The order requires strengthening the monitoring and control of the entire process of laboratory animals and strengthening the disinfection and sterilization of each stage including production, transportation, and use. The dead bodies and waste of laboratory animals must be strictly and harmlessly treated so as to prevent the escape of animals and the spread of pathogens that could endanger human health, public health, and environmental safety. It must be ensured that the production and use of experimental animals are safe and controllable; it should immediately be reported to the local veterinary department and the Provincial Science and Technology Department if irregular batch deaths of laboratory animals are found to have occurred.

Leadership: Xi Stressed Biosafety as Part of the National Security System

Xinhua reported that, at the Communist Central’s Deepening Reform meeting on February 14, 2020, Xi Jinping gave an important direction on how to handle the control of the coronavirus epidemic, including biosafety, as part of the national security system.

Xi stressed, “(We) must strengthen the legal protection of public health… Incorporate biosafety into the national security system, systematically plan the development of a national biosafety risk control system, comprehensively improve national biosafety governance capabilities, publish the biosafety law as soon as possible, and accelerate the establishment the legal system and institutional structure for national biosafety.”

Foreign Affairs Ministry Spokesperson on Revoking Press Credentials of Three Wall Street Journal Reporters

Many questions were raised regarding China’s decision to revoke the press credentials of three Wall Street Journal reporters at the press conference that Geng Shuang, the spokesperson of the Ministry of Foreign Affairs, gave on February 20.

One question asked was whether China’s action was a response to the United States designating five Chinese media companies as “foreign missions.” Geng didn’t give a direct answer.

Instead, Geng criticized the Wall Street Journal for publishing an article (“China Is the Real Sick Man of Asia”) that slandered China. He repeated exactly the same statement in his answers to four different questions, which seemed to indicate that Beijing was targeting the Wall Street Journal as a whole, though the three reporters may have had nothing to do with that article.

Question: The commentary department of the Wall Street Journal published the article insulting China. The three reporters are in the news reporting department. Before revoking the credentials of these three reporters, who had nothing to do with the insulting article, did China ask the Wall Street Journal for an apology or try other mediation measures?

Question: What if those three reporters got their reporter credentials revoked?

Question: It was reported that the CEO of Dow Jones, the publisher of the Wall Street Journal expressed that the article was from its Commentary department. Whether people agree with it or not, the newspaper can provide an opportunity to release all different opinions. How will China comment on it?
