Chinese Education Minister: The Hostile Forces’ First Choice for Penetration Is the Education System

Chen Baosheng, China’s Education Minister, wrote an article discussing the ideological control the Chinese Communist Party maintains in the school education system in order to guard against the penetration of “hostile forces.” Below are some of the statements from the article:

“Ideological work is extremely important work for the [Chinese Communist] Party. On the education front, the ideological work is the core to strengthen the Party’s leadership in education.” “From the social point of view, many mistakes on ideological issues originate on the education front. … The education system is the forefront of the Party’s ideological work. The hostile forces’ top choice for penetration is also our education system, the school campus. The general secretary said that winning young people will win the future. The same is also true: to sabotage your future, the first step is to mess up your schools. The struggle is very intense in the forefront battlefield.”

“The educational front is the unique front of our Party’s ideological work. The status and role of this unique front in the ideological work is irreplaceable.  … The reason why the education front has such a unique, irreplaceable role in ideological work is that if a problem occurs, it is system wide and fatal. Therefore, in the ideological work of the education front, disruptive problems are not allowed to occur. This place is also where disruptive problems have the highest possibility of occurring.”

People’s Daily: U.S. Debt Threatens the World’s Economic Security

People’s Daily published a commentary article criticizing the U.S.’ debt problems. The article said that the U.S. government’s debt has become so high that it is nearly impossible to eliminate it. It is expected that, during Obama’s term, U.S. Treasury bonds will exceed 20 trillion dollars in value. The high level of debt will not only hinder U.S. economic growth, but will also have an adverse impact on world economic development.

The article said the U.S. debt problem is due to defects in the U.S. system, in addition to war expenses and the economic crisis.

The article concluded that the huge national debt of the United States has cast a shadow over the prospects for the U.S. economy. At the same time, it has become a threat to the stability of the world economy. If the amount of the U.S. Treasury bonds continues to grow without restriction, and the United States cannot take effective measures to alleviate the debt situation, the credibility of the U.S. dollar will become a big concern in the international community.

Duowei: Chinese Military May Implement Major Reform in 19th Congress to Allow Non-Party Members to Take Key Military and Political Posts

The 19th National Congress of the Communist Party of China (CPC) will be held in Beijing in the autumn of next year. Some overseas media have reported that, recently, the Political Bureau of the CPC Central Committee and the Preparatory Group for the 19th National Congress issued a preliminary draft for the reform of the state, government, army, and judicial systems. In addition to serving in the deputy position in the high-level central government, the governor of a province, mayors, and also non-Party members, will also be able to serve as the president of the Supreme Court or the Supreme Procuratorate, as well as to hold positions of deputy army rank or above in the military.

China News: China’s New Generation Bomber H-20 Confirmed

China News recently reported that the Chinese Air Force Commander Ma Xiaotian’s mention, in September, of the potential of China’s new generation of long-range bomber, triggered many discussions. However, a recent unexpected computer graphics picture, revealed on China’s Central Television (CCTV) news, has confirmed its existence. Wang Qun, Professor and Military Expert of the National Security and Military Centre for Strategic Studies at the National University of Defense Technology, studied the picture and suggested that the new Chinese long-range bomber should be able to reach a flight range of 12,000 kilometers with an effective load of 20 to 30 tons. Currently only the United States and Russia have bombers with that level of capability and the U.S. B-2A is the only model that has true stealth capability. Wang estimated that China’s new bomber may be able to achieve only partial stealth, while it could fly at supersonic speed – like the Russian T-160. The U.S. B-2A carries too high a price tag which may seem prohibitive for the Chinese budget. It is also a widely-accepted belief that China’s new bomber is also suitable for carrying nuclear bombs.

Xinhua: Xi Jinping Pushes Military Structure and Reforms of Scale

Xinhua recently reported that Chinese President Xi Jinping delivered an important speech at the Central Military Committee’s Military Structure and Scale Reform Work Conference. In his speech, Xi declared the success of the historic military structural changes achieved in the past year, which modernized the Chinese military command system. He pointed out that the technological elements are having a more and more significant impact on how today’s military should be structured. He called for a new military that’s lean, integrated, small-sized, modular, and multi-functional. Xi asked the military reform to continue to deliver on quality and efficiency rather than quantity of headcounts. The military should get more technical, knowledgeable, multi-functional, and agile to win information-age wars. Xi insisted on reducing the size of the military while optimizing its structure towards a modernized standing army. He also reiterated the importance of advancing the anti-corruption movement in the military system.

RFA: China Has Become the Largest Fake Product Source for Canada’s Online Market

Radio Free Asia (RFA) recently reported that statistics showed China is now the largest source of counterfeit products for Canada’s online market. The International Anti-Counterfeit Coalition called for stopping the fake products at their origin. With the increasing popularity of online shopping, the counterfeits are being delivered via small express mail packages rather than traditional wholesale shipments, which significantly worsens the situation for Canadian law enforcement. According to lawyers who specialize in anti-counterfeiting cases, around 80 percent of the counterfeits are from China, although more and more manufacturers are moving to places like Vietnam, Malaysia, and the Philippines. The International Anti-Counterfeit Coalition is working with the supply-chain level Chinese platform vendors such as Alibaba and Taobao to stop counterfeit transactions within 24 hours of receiving complaints.

Sing Pao Daily News: Leadership Change in the Hong Kong Liaison Office of the Central People’s Government Is in Sight

Hong Kong Sing Pao Daily News published an article predicting that, after Hong Kong Chief Leung Chun Ying’s announcement that he will not run for re-election, Zhang Xiaoming, director of the [Hong Kong] Liaison Office of the Central People’s Government, will become the next target to be removed [from a leadership position in Hong Kong]. The article said that replacement of leadership in the Liaison Office is in sight. Zhang Xiaoming will be “severely punished.”

The article added that Leung was advised not to run in the election for the next HK chief executive, which means that the central government core [led by Xi Jinping] is going to crack down on the careerists who have been using Hong Kong to make trouble and will re-steer the direction of Hong Kong’s administration. The article predicted that Zhang Xiaoming, the director of the Liaison Office will be the next target to be removed [because] he failed to do the work of being a “Liaison” in Hong Kong; he only engaged in gangs, and violence.” “The Central Government Rules of (Official) Conduct and Public Engagement [Xi’s 8 Rules]”

The article related that the central government core leadership’s dismissal of Leung Chun Ying is a cut on Zhang Dejiang’s head; it is thus an indication that a clean-up of the Liaison Office is in sight.

RFI: Minister of Civil Affairs Li Liguo Corruption Case May Involve RMB 200 Billion

Radio France Internationale (RFI) recently reported that, since October, both Chinese Minister of Civil Affairs Li Liguo and his first deputy Dou Yupei have been under investigation. The corruption charges might involve over 200 billion RMB (US$29.4 billion) in the National Welfare Lottery area alone. Some reports also mentioned that Li Liguo has eleven mistresses as well as twelve passports, none of which was used before he was caught. Li Liguo is the first sitting cabinet member put under investigation in recent years. This large amount of money triggered widespread criticism among Chinese netizens online – some even questioned whether the Lottery actually generated random number. Investigators discovered tens of billions under Li’s name in Chinese currency as well as in U.S. Dollars, Euros, British Pounds, Australian Dollars and Swiss Francs. He also owns five real estate properties in five major Chinese cities, in addition to another 15 properties for his mistresses. The National Welfare Lottery was under direct management of the Ministry of Civil Affairs. The Lottery operates in over 30 provinces. In the past, the Ministry had also been accused of misappropriating natural disaster relief funds that had been accumulated from donations.
