China Academy of Science Found Misusing Rearch Funds

In 2011, the Institute of the state owned China Academy of Science (CAS) distributed morale and welfare benefits to employees using program funds in an amount totaling almost 100 million yuan. Liu Jiayi, Auditor General of the National Audit Office of China, indicated that, in 2011, nine CAS institutes were found to have engaged in such practices, including the following institutes:

The Institute of Geographic Sciences and Natural Resources Research: 25.68 million yuan
The Institute of Zoology: 20.06 million yuan
The National Space Science Center: 17.07 million yuan
The Institute of Biophysics: 12.78 million yuan (from 2009 to 2011)
The Academy of Mathematics and Systems Science: 8.4 million yuan
The Institute of Electronics: 7.3 million yuan
The Institute of Psychology: 1.8 million yuan

State Security Arrested Taiwan Resident

On June 18, Chinese State Security Authorities detained a Taiwan businessman, Mr. Zhong Dingbang, who was on a three day trip visiting relatives in southern China. Zhong was detained at the airport when returning to Taiwan. His family in Taiwan later learned that the Chinese authorities had taken him to "help with the investigation of Falun Gong." On June 27, citing state security sources, Xinhua reported that Zhong had been placed under residential surveillance on suspicion of disrupting the broadcast of state television, thus threatening state security.

While the details were unclear as to what Zhong allegedly did, New Tang Dynasty TV (NTD) reported that Zhong was a Falun Gong practitioner. "NTD has reported on successful attempts of Falun Gong practitioners in China tapping into state-run television signals to broadcast information about the CCP’s persecution of the spiritual practice. Those involved were usually hunted down. Many have since died from torture and abuse in prison."

Auditor General: Major Corruption Found among High-ranking Officials

On June 27, 2012, Liu Jiayi, Auditor General of the National Audit Office of China, delivered the 2011 audit report to the Standing Committee of the National People’s Congress. According to Liu, as a result of the audit, his office referred 112 cases involving major violations of the law and economic crimes to the relevant departments for investigation and prosecution. These cases have implicated more than 300 people. Forty three (38%) of the cases referred involved heads of government departments who abused their official power for personal gain.

Xinhua reported the news stating the audit report indicated that corruption is rampant among high levels of government officials.

15,000 in Northern China Defend Falun Gong

On June 19, Epoch Times reported that 15,000 people defied Chinese authorities and signed a petition in support of a family that practices Falun Gong. Twenty-three year old Qin Rongqian wrote a petition asking for help. Qin wrote on her petition, “Every signature and thumbprint of yours, your kindness, and your attention to this matter will help my family obtain justice for my father and freedom for my sister and mother. In two weeks, she collected over 15,000 signatures and thumbprints. In February 2011, her father died in prison, where he was serving a 10 year sentence because he refused to give up the practice of Falun Gong, a meditation practice that has been banned in China since 1999. Although the father had injuries that were obviously from severe beatings, the authorities notified the Qin family that he died of natural causes. Qin’s mother and sister had recently been arrested due to their efforts to appeal the case to the authorities.

A Crisis Looms in China: Too Many Males

Wang Xia, head of the National Population and Family Planning Commission, stated that the male-to-female ratio in China started to narrow in 2009 and declined to 117.78 in 2011 (117.78 males to every 100 females). He said that the decline is limited. As the ratio is over a dozen points above normal, the task to stabilize the ratio remains daunting.

A natural gender ratio at birth could be somewhere between 103 and 107 males to every 100 females. As a result of the one child government policies, China’s male-to-female birth ratio has hovered at a high level, reaching a record high of 120.56 in 2008. Xinhua reported that, according to official statistics, males under the age of 30 exceed females by more than 20 million.

Huanqiu Commentary: We Should Fight the U.S. with Wisdom

Huanqiu published a commentary in response to the remarks that U.S. Defense Secretary Panetta made at the Shangri-la Dialogue.

The Huanqiu commentary stated, “China will be at disadvantage in dealing with the United States for many years into the future. China’s ability to form alliances with others will also be greatly inferior to that of the U.S.” “There is no need for China to butt heads with the U.S. In other words, to do so is the worst strategy. The best way is for China to act in such a way that U.S. military deployment becomes useless and to lead Sino-U.S. game playing in a direction that is favorable to the growth of China’s power.” The commentary stated that the direction of Sino-U.S. economic cooperation is “for our interests to be increasingly intertwined,” which appears to favor the weaker party. “We should not fight the U.S. with our forces, but with our wisdom, with an open mind and with persistence.”

Hu Jintao to Visit Hong Kong

According to Sina.com, Hu Jintao may visit Hong Kong before July 1, 2012, in commemoration of the 15th anniversary of the return of Hong Kong to mainland China. Song Xiangyan, Deputy Director of the People’s Bank of China’s international trade department, announced, "President Hu Jintao will visit Hong Kong before July 1, and a set of measures to boost Hong Kong’s economy and improve local residents’ livelihoods will soon be announced." Song did not provide further details. Song said that he has taken note of the controversies involving former Hong Kong Monetary Authority Chief Joseph Yam Chi-kwong’s views about the need to reconsider the HK-US dollar peg to allow more policy leeway on jobs and growth in Hong Kong.

PLA Daily: Corruption is the Enemy

The People’s Liberation Army Daily published an article titled “Maintain the Purity of the Party Organizations and Cadres in the Military.” The article discusses at great length the corruption in the military stating that to maintain the Party’s purity, one must punish all acts of corruption. “History and reality show that corruption is the largest toxin that corrodes the Party’s purity and the most important factor that adversely affects cohesion, centripetalism and combat effectives of the military.” The article recommends to apply rule of law and strict discipline in the military to combat the corruption.
