As the Top Leader of the National Security Committee, Xi Jinping Strengthens His Personal Power

At The Third Plenary Session (“Third Plenum”) of the 18th Central Committee of the Chinese Communist Party held in Beijing from November 9th to November 12th, 2013, the Chinese Communist Party Central Committee decided to create two state institutes, a Leading Team Supervising “Comprehensively Deepening” Economic Reform and a new National Security Committee. According to China Review News on November 13, 2013, Xi Jinping, the head of the Party and the state, may take charge of the newly created National Security Committee. Xi Jinping may also serve as the head of the Economic Reform Leading Team. If that’s the case, Xi’s personal power will be strengthened.

The Presidency of the People’s Republic of China is usually a symbolic position. If Xi Jinping chairs the National Security Committee in the name of the President, the President will assume the real power over public security, military troops, and the diplomacy.

BBC Chinese: Chinese Netizens Doubt the Shanghai Government

BBC Chinese recently reported that the City government of Shanghai just announced that it will become a “government by law” within five years. The new announcement promised to change the role of the government dramatically, to improve the laws, to deliver better transparency, to encourage public participation in the political process, and to make Shanghai the regional government with the highest approval rating in the nation. The government claimed to have a detailed plan with a timeline. However no details have been released. The announcement triggered a widespread discussion online among Chinese netizens. Most of the comments online expressed doubt. Some suggested that, finally, the government admitted it is not based on the law. Some called for a deeper investigation into the recent scandal involving a group of Shanghai High Court judges caught on tape with prostitutes who a large state-owned company had paid.

Qiushi on Chinese Culture Going Abroad

Qiushi republished an article from Guangming Daily about Chinese culture going abroad. The article drew the conclusion that "Chinese culture needs to go abroad; ‘going abroad’ is not to change other people but to let the world understand China and Chinese culture. Letting others accept Chinese culture is to let them accept it voluntarily."

The author discussed the forms for spreading Chinese culture. His suggestion was to provide as many culture products and culture services overseas as possible. Another approach is to have a large number of Chinese go overseas. Those people are the ones who spread Chinese culture. If they demonstrate a good personal quality and civilized behavior, Chinese culture will have a higher status.

Sina Finance: WTO Ruled China’s Rare Earth Export Restrictions Illegal

Sina Finance recently reported that the World Trade Organization (WTO) ruled on the complaints that Japan, the United States, and the European Union filed against China’s rare earth export restrictions. The WTO concluded that these restrictions are not compliant with the WTO’s regulations. This initial ruling is not considered final. China can still appeal. China implemented the restrictions after an incident with Japan in the East China Sea in 2010. It was widely considered to be a way of punishing Japan. Japan later jointly filed the WTO complaints with the United States and the European Union. Rare earth is used as basic material in the high-tech industry and the defense industry globally. China argued that China is authorized, in accordance with WTO rules, to apply restrictions on the export of strategic resources and high-pollution products. However, China did not restrict domestic rare earth development expansion which increased the level of pollution.

Qiushi Commentary on Firming Up Party Member’s Ideology Beliefs

Qiushi published a commentary in which it reiterated the importance of the recent speech that President Xi Jinping made about firming up Party member’s beliefs in ideology. Xi recently participated in a Party committee forum in Hubei Province where he again stressed that the Party cadres must not waver in their beliefs and should “strive for the lofty ideal of achieving socialism with Chinese characteristics.” Xi said that wavering in one’s belief creates the most danger; it matters to the success and survival of the Party and the country.

The commentary said that Xi’s speech carries significant meaning in maintaining the Party’s absolute leadership and in being persistent in moving forward in the development of socialism with Chinese characteristics under the current “complicated international environment.” It talked about the importance of holding a belief in ideology and alerted the Party members to be on guard against slipping and wavering in their belief, which, it said, is what caused the collapse of the Soviet Union. It also listed four standards that are the requirements for Party members. These include a willingness to serve the people; to suffer hardship; to work hard and be ethical; and to be willing to sacrifice their personal life for their belief.

Media: The Communist Party Covered up Bo Xilai’s Real Crimes

A recent VOA report discussed how the Bo Xilai trial covered up both the political coup in which Bo had been involved and the crime of live organ harvesting.

The article reported a netizen’s comments on the end of Bo’s political life after his appeal was rejected. It quoted a tweet from a netizen named "Handsome Water:" "Bo Xilai thought he had the upper hand against the CCP’s vital position and could escape the legal punishment due because of his political coup and the crime of live organ harvesting, so he kept showing off his ‘smile’ during the trial." "Although, Bo Xilai could escape for this moment, he will never escape for his whole lifetime. When the CCP collapses, Bo Xilai’s live organ harvesting crime will for sure be brought up and he will be tried. At that time, he will finally face his punishment under the law."

The report didn’t specifically mention the victims of live organ harvesting. Falun Gong practitioners have reported repeatedly that the CCP has committed this crime against its members in China.

Earlier, Epoch Times published a special commentary on Bo’s trial, stating that he and the Communist Party acted in concert; they deliberately covered up the most crucial truth about his trial: a political coup and the persecution of Falun Gong practitioners.

The commentary pointed out that the trial was not about Bo’s strategy of "Sing Red and Strike Black." Rather, it was about the underlying conspiracy to usurp power, which the Communist leaders could not tolerate. It further pointed out that Bo’s conspiracy to seize power was not simply a matter of personal ambition, but a major step for a group that former President Jiang Zemin, Zeng Qinghong, and Zhou Yongkang led to continue the persecution of Falun Gong and to avoid accountability for that persecution. According to the commentary, the group decided that Bo Xilai would take over instead of Xi Jinping, would continue the persecution, and would make Hu Jintao, Wen Jiabao, and other political opponents the scapegoats.

Government Think Tank on Upcoming Party Meeting’s Agenda of Reform

Chi Fulin, an economist and Deputy Director of the China Institute for Reform and Development, a government think tank, made some predictions about the Third Session of the 18th Congress of the Chinese Communist Party to be held from November 9 to 12 in Beijing. Chi looked at its agenda on economic reform.   
Chi stated that the factors of production that China has relied on, such as resources, land, and labor are diminishing, while social problems are increasing. Economic, social, and management transformation will depend on China making a major breakthrough in reform. He believes that, if the reform is successful, China’s economy may maintain moderate growth for another five to 10 years. 
Chi predicted that the six points made by Xi Jinping back on July 23, 2013, have set the theme for the upcoming Third Session of the 18th Congress of the Chinese Communist Party. The six points are to form a nation-wide, market oriented system, to further strengthen economic revitalization, to increase macro-economic control, to improve social justice and fairness, and to enhance the ability of the Communist Party to rule China.
