Li Changcun: China to Develop Media Personnel for International Expansion

On December 17, 2010, Li Changchun, a member of the Standing Committee of the Politburo, spoke at the Communication University of China in Beijing. Li stressed the need to adapt to the media’s new features in the information age and “… to create an army of outward oriented, talented media workers who have a firm political stance, proficiency in media work, an in-depth understanding of domestic conditions, good language skills, and familiarity with international rules, so as to improve the effectiveness of international communication and provide solid personnel support for a good international public opinion environment that is conducive to open reform and socialist modernization.”

Xinhua Signed Cooperation Agreement with Alcatel-Lucent

On December 22, 2010, Xinhua signed a framework agreement for strategic cooperation with Alcatel-Lucent. According to the agreement, Xinhua will provide information services, organize industry market surveys, and conduct research on domestic and international macro-economic developments. Alcatel-Lucent in Shanghai will provide Xinhua with consulting services on building a financial information platform; participate in the overall project design of “Xinhua 08;” provide technical support for project planning, construction, implementation and services; and cooperate across the board in Xinhua’s strategic transformation.

Qiushi: Press Reform to Follow the Socialist Path

In an article in Qiushi magazine on December 1, 2010, Liu Binjie, the Minister of the General Administration of Press and Publications, stated that reform of the press will firmly follow the socialist path and increase the ability of the press to spread Marxism. Liu stated that there were 357,000 press and publication enterprises in China, 90.8% of which were not State-owned.

To speed up development, Liu wrote, “[We] should unswervingly deepen the reform of the institutional mechanisms of Press and Publications.” Specifically, “we should … firmly stay on track in the direction of socialist advanced culture, … to provide the ideological guarantee, motivation, and support of public opinion in order to open minds, achieve reform, scientific development, and social harmony. … [We] should increase our capacity to spread the theoretical achievements of Marxism. … [We] should capture domestic and international markets by using products integrated with advanced content and advanced technology”

Xinhua TV Services to Cover Europe, the Middle East, and North Africa

The state ‘s China Xinhua News Network Corporation (CNC) signed an agreement with Eutelsat Communications to broadcast its English-language channel, CNC World, to Europe, the Middle East, and North Africa, starting on January 1, 2011. It will be broadcast through Eutelsat’s Eurobird, Hotbird, and W7 satellites. CNC was established on December 1, 2009, according to Wu Jincai, Deputy Editor-in-Chief of Xinhua and chairman of CNC. The CNC broadcast is transmitted via satellite and cable, and broadcast on mobile phones, the Internet, and outdoor big screens, said Wu. CNC has satellite channel services for the Asia Pacific region and for North America, cable channel services in Hong Kong and Macao, and mobile phone and on-line TV services. CNC aims to “build a competitive and influential modern international media enterprise over the next several years.“

Xinhua: Chinese Satellite Navigation System will have Global Coverage

Liu Lihua, Member of the Party Leadership Group in the Ministry of Industry and Information Technology, revealed on November 15 that the second generation of the Bei Dou Satellite Navigation system is under construction. Six satellites have been sent into orbit and the Asia-Pacific region will be covered by the year 2012. The system is expected to have global coverage by 2020. The goal of the system is to provide continuous and reliable navigation and short text services. The final system will have more than 30 satellites.

China’s Tianhe-1A, the World’s Fastest Supercomputer, Uses a U.S. Company’s Processors

On November 15, 2010, Xinhua reported that, on November 14, www.top500.org ranked China’s supercomputer Tianhe-1A (Milky Way – 1A) as the world’s fastest supercomputer. Tianhe-1A set a new performance record of 2.57 petaflops, having surpassed the former number one supercomputer, the U.S. ‘Jaguar,’ which has a performance record of 1.75 petaflops.

“Tianhe-1A” mainly uses processors that a U.S. company produced.

China Will Further Control the Dissemination of Information on the Internet

Xinhua reported that, on November 11, 2010, China’s Internet Security Protection Bureau of the Ministry of Public Security and the Beijing Municipal Public Security Bureau held a joint meeting on Strike Hard actions on Internet control.

An official from the Internet Security Protection Bureau said that the momentum of large-scale dissemination of harmful information has been effectively curbed because of the ongoing Strike Hard actions that the public security departments conducted. However, some sites, especially the medium and small websites in the IDC (Internet Data Center), still have illegal and harmful information on them.

The Public Security Departments will further increase the strength of the Strike Hard actions and establish a harmonious Internet environment.

Xinhua: Improving the Development of Online Media

Wang Chen, Deputy Chief of the Central Propaganda Department of the CCP, Director of the Central Outreach Office of the CCP, and Director of the State Council Information Office, recently gave a speech at the Tenth Chinese Online Media Forum. Wang observed that there are four new trends in the development of the Internet: 1) The Internet is quickly becoming an important media channel; 2) The Internet is rapidly penetrating the social economy and this means better administration is needed; 3) Multiple information networks are merging, such as the trend to merge the computer, TV, and cellphone; 4) Internet technology is upgraded very frequently, and new service models are introduced very frequently. Wang also pointed out that, in order to cope with the new trends, it is very important to direct public opinion, to control the “battlefield,” and to regulate the “dissemination of information via the Internet.”
