Global Times: It Is Imperative to Build a High-Tech “Non-American” System

China’s state-run media Global Times published an opinion article, calling for China to build a high-tech “non-U.S. system.”

The article said, “November 8th was the deadline for the U.S. government to ‘blackmail’ the commercial data of semiconductor companies. The Taiwan Semiconductor Manufacturing Co. Ltd. (TSMC) stated that it had ‘responded’ to the U.S. request, but emphasized that no customer-specific data was disclosed. It can be seen that this move by the U.S. government will not only impact the commercial reputation of TSMC and other foundries, but it will also affect the commercial safety of the entire upstream and downstream customers who use the foundries as a link. The U.S. government continues to intensify its political intervention in the global high-tech industry. The most far-reaching effect is for China to urge China, and also to warn all high-tech companies in the world, In order to get rid of the political hegemony of the United States. It is imperative to establish a global high-tech ‘non-U.S. system.’ There is no other way around it!”

“The global high-tech supply chain is chaotic. In addition to the (Covid-19) pandemic factor, the gross intervention of the US government is also to blame. The series of measures taken by the U.S. government not only dispelled China’s illusion of long-term dependence on U.S. core technology and industrial ecology. It also began to alert other countries: without getting rid of the U.S. monopoly and stepping out of the U.S. single-system technology route, it will be difficult to obtain true industrial independence.  … U.S. hegemony is deeply entrenched and difficult to shake off in the short term. The end of the U.S. unilateral monopoly in the high-tech field is the only way out. This is not only the only way for China’s high-tech, but also the only way for global high-tech.”

“The U.S. government’s intensified (intervention) has awakened more companies and countries around the world. To avoid political interference from the U.S. government, and to return the market, technology and science to their roots, the global high-tech industries must complete a revolutionary change — truly activate competition and get rid of the U.S. tech monopoly. On October 29, 2021, Huawei held a mobilization assembly entitled ‘No Retreat is the Road to Victory’ in the Songshan Lake Industrial Park. Ren Zhengfei (The Head of Huawei) clearly proclaimed: ‘Peace is achieved through a fight.’ Not only Huawei, but all high-tech industries in the world should give up illusions.”

Rights Activist in California Received Threats to His Life; CCP Is Suspected of Being Active in the U.S.

Mr. Jie Lijian is a human rights activist in Southern California. On October 31, Mr. Jie participated in an anti-CCP demonstration on the Walk of Fame in Hollywood, using action drama and a chorus. A middle-aged man kept shooting pictures of the demonstrators. Mr. Jie said, “I suspect he was stalking us.”

On November 3, he participated in an event in front of the Los Angles Chinese Consulate to oppose the Beijing Winter Olympics. A person inside a car was watching the participants.

On November 8, when Mr. Jie was riding a bike, a car crashed into him at a high speed and knocked him down. He had multiple bruises on his body and his mobile phone was broken.

On November 10, he received a telegram. The message was from a stranger who identified himself with the name of Sir Zhuang. His account has since been cancelled. The message in the telegram was a threat to Jie’s life. It asked him not to be too active and showed a picture of him walking near his home. Shortly thereafter, the same account sent him a picture of a knife, saying, “(We) should have broken your leg two days ago.”

Although he lives in the United States, Mr. Jie thinks the threat is coming from the Chinese Communist Party (CCP).

Mr. Jie said that he will never yield to the CCP. He is preparing a set of documents and pictures and will submit them to the FBI.

Chinese Ambassador Gave Speech to a United Front Work Department-controlled Organization

On Saturday November 13, the annual meeting of the National Association for China’s Peaceful Unification (NACPU) was held in San Francisco. Chinese Ambassador to the United States Qin Gang delivered a speech using video conferencing. Qin said that the United States is “manipulating” the Taiwan issue and attempting to “contain China using Taiwan,” a move that seriously endangers peace and stability across the Taiwan Strait. He urged the United States to adhere to the one-China principle, properly handle the Taiwan issue, and prevent the Taiwan issue from leading to conflict and confrontation between the United States and China.

The NACPU is a U.S.-registered umbrella organization with branches in multiple cities including Washington DC, New York, and Houston. In mainland China, there is a corresponding government-controlled China Council for the Promotion of Peaceful Reunification (CCPPR, 中国和平统一促进会), a senior Chinese Communist Party leader is almost always its head. The U.S.-based NACPU and its branches routinely carry out the tasks of mobilizing the local Chinese American community and advancing Beijing’s agenda on the Taiwan issue at the federal, state, and local governments.

In October 2020, the U.S. State Department issued a statement, “The Designation of the National Association for China’s Peaceful Unification (NACPU) is a Foreign Mission of the PRC.” It said, “The United Front Work Department (UFWD) is the Chinese Communist Party’s  (CCP’s) organ that is tasked with co-opting and neutralizing threats to the party’s rule and spreading its influence and its propaganda overseas. The CCP regards this party apparatus as a ‘magic weapon’ to advance Beijing’s policies.”

“… the Department of State designated a UFWD-controlled organization – the National Association for China’s Peaceful Unification (NACPU) – as a foreign mission of the PRC under the U.S. Foreign Missions Act. The goal of this action is to shine a light on this organization and make clear that its messages come from Beijing, as we did when, in August, we designated the Confucius Institute’s U.S. Center (CIUS) as a foreign mission.”

The recent speech by Qin Gang to the NACPU annual meeting is a recent example of Beijing’s message to this organization.

Oriental Daily: White House Opposes Intel’s Plan to Increase Chip Production in China

Popular Hong Kong newspaper Oriental Daily recently reported that sources familiar with the matter revealed that the U.S. Biden administration rejected Intel’s plan to increase chip production in China on the grounds of security concerns. The world’s largest chip maker has proposed to use a factory in Chengdu, Sichuan Province, to produce silicon chips. The discussion was conducted in private. The production line may be launched by the end of next year, helping to ease global supply tensions. At the same time, however, Intel has been seeking federal assistance to strengthen research and production in the United States. Officials in the Biden administration strongly opposed the plan. The government is working hard to solve the chip shortage problem. It is especially working hard to bring the production of important components back to the States. Intel said its focus is on the continued significant expansion of its existing semiconductor manufacturing business. The plan is to invest tens of billions of dollars in new wafer manufacturing plants in the U.S. and Europe. A White House representative declined to comment on specifics but stated that the government is “very much focused” on preventing China from using U.S. technology, to develop first-class capabilities.

DW Chinese: Yahoo Completely Withdraws from China

Deutsche Welle Chinese Edition recently reported that Yahoo issued a statement indicating, from November 1, 2021, users will no longer be able to use Yahoo’s products and services from Mainland China because of the “increasingly challenging business and legal environment.” The announcement also said, “Yahoo is still committed to safeguarding the rights of our users and a free and open Internet. We thank users for their support.” Yahoo’s products and services in other parts of the world will not be affected. In addition, Engadget, a technology media company under Yahoo, also announced that it will shut down its content in simplified Chinese from November 1. Yahoo is the second major U.S. technology company to withdraw from Mainland China in recent weeks. Last month, Microsoft’s LinkedIn announced its closure of business in China, and LinkedIn was the last major US social media in China. In 2015, Yahoo had already closed its R&D center in Beijing.

Xinhua: U.S. Poll Showed Biden’s Approval Rate Suffered Quickest Fall Since World War II

Xinhua recently reported that, according to the latest Gallup poll, U.S. President Joseph Biden’s approval rate for the third quarter fell by 11.3 percentage from the first quarter. This is the deepest rate decline among U.S.Presidents since the end of World War II. Former President Barack Obama experienced a major nine-month decline in his approval rating of 10.1 percent. Former President Jimmy Carter had a nine-month support rate drop of 8.9 percentage. According to Gallup, when Biden first came to power, he gained a relatively stable approval rating, which remained between 54 and 57 percent from January to June. However, with the worsening of the COVID-19 pandemic in the United States, Biden’s approval rate dropped to 50 percent in July. When the Taliban took control of Kabul in August and with the hurried U.S. withdrawal, the US government’s Afghanistan policy was accused of being a disastrous defeat. Biden’s support rate fell further to 43 percent in September. For the same nine-month period, George W. Bush gained 13.1 percent support in his approval rating and his father, George H. Bush gained 12 percent in his approval rating.

Global Times: FCC Revoked China Telecom’s Authorization to Operate in the U.S.

Global Times recently reported that, the United States once again unreasonably suppressed Chinese companies in the U.S. The Federal Communications Commission (FCC) just announced that it would withdraw China Telecom’s authorization to provide domestic interstate and international communications services in the United States. The FCC voted to revoke China Telecom’s authorization in the name of national security considerations. China Telecom must stop service within 60 days. In 2019, the FCC revoked China Mobile’s authorization and it is currently working on the same action against two other Chinese state-owned companies:  China Unicom and Pacific Networks. At the end of 2020, the New York Stock Exchange announced the initiation of delisting procedures for China Mobile, China Telecom and China Unicom. While all these things are happening, three major U.S. retailers, Best Buy, Home Depot, and Lowe’s, have also removed products from China’s Hikvision and Dahua Technology on the grounds of so-called “human rights issues.”

Huanqiu: The U.S. Ambassador Is a “Wolf Warrior”

President Joe Biden nominated Nicholas Burns as the U.S. Ambassador to China. At his Senate confirmation hearing on October 20, Burns took a tough line on dealings with China. He called China the United States’ “most dangerous competitor.” Burns said, “The PRC’s genocide in Xinjiang, its abuses in Tibet, its smothering of Hong Kong’s autonomy and freedoms, and its bullying of Taiwan are unjust and must stop.”

In his article published on both Weibo and Huanqiu, Huanqiu’s Chief-Editor Hu Xijin Commented on Burn’s Senate hearing. He called Burns the U.S. “Wolf Warrior.”

Hu said, “President Biden’s nominee for the new U.S. Ambassador to China, Mr. Burns, delivered a vicious and systematic attack on China at a hearing on Wednesday, acting like a ‘wolf warrior.’ Instead of demonstrating his willingness to promote friendly relations between China and the United States and their peoples, he presented himself as a ‘wolf warrior ambassador’ who humiliated the original meaning of diplomatic envoy and set a terribly bad example for the global diplomatic community. …”

Hu said that the West blamed Beijing for taking a “wolf warrior” approach. “But actually it is the U.S. that pushes the diplomacy into a ‘wolf war.’” Hu then used a Chinese idiom to describe the U.S. as “the thief who cries out to catch a thief (accusing others of being a thief).”

Finally, Hu said, “Okay, Mr. Burns, we are waiting for you in Beijing.”
