VOA: Xi Jinping Wants to “Gather Talent from All over the World”

China’s Central Talent Work Conference was held in Beijing last week. At the meeting, Xi Jinping proposed that China should thoroughly implement the strategy of strengthening the country with talent in the new era. China should “train, introduce, and make good use of” talent in an all-round way, and accelerate the construction of an important talent center and innovation highland in the world. In addition, he also encouraged talent to be patriotic and expressed the need to insist on the (Communist) Party” managing the talent.”

Xi Jinping also mentioned that, by 2025, the construction of the main force of technological innovation will make important progress, the level of gathering of top scientists will be significantly improved, and there will be many with strategic scientific and technological talent in key core technology fields. By 2030, he hopes that there will be a group of leaders and pioneers in major technological fields and emerging frontiers. By 2035, he hopes that China’s strategic scientific and technological strength and high-level talent team will be among the best in the world.

In March this year, China issued the “Outline of the 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and Long-Term Goals for 2035.” The outline mentions the need to promote the optimization and upgrading of manufacturing industries and the strengthening of the country’s strategic scientific and technological capabilities. The outline reads: “Develop and implement strategic scientific plans and scientific engineering in basic core areas related to national security and overall development. Aiming at artificial intelligence, quantum information, integrated circuits, life and health, brain science, biological breeding, and aerospace technology, deep earth and deep ocean, and other frontier fields, implement a series of forward-looking and strategic national major scientific and technological projects.”

After the U.S. government’s review, the term “Thousand Talents Program” has now disappeared from the Chinese Internet, but the recruitment of talent continues to exist in many different forms. In 2019, the long-term innovative talent projects, short-term innovative talent projects, entrepreneurial talent projects, young talent projects, and overseas high-level talent projects under the “Thousand Talents Plan” were unified into the high-end foreign expert introduction program that the Ministry of Science and Technology of China initiated. This year, the Ministry of Science and Technology of China launched the 2021 national foreign expert project application work  and the China University of Mining and Technology and other institutions of higher learning have also issued notices that they will start the application of the 2021 national foreign expert project.

Global Times Editorial: Mainland Military Aircraft Flying over Taiwan Is an Unmistakable declaration of China’s Sovereignty over Taiwan

China’s state-run media Global Times published an editorial stating that mainland China will have a showdown with Taiwan if the DPP authorities continue to make trouble colluding with the U.S. and Japan. Below is an excerpt from the article:

“The Taiwan issue continues to ferment. More than half of China’s diplomatic troubles are related to this issue. In the long run, maintaining the current form of peace in the Taiwan Strait means higher and higher costs for the mainland. The U.S.-Taiwan collusion and the Japan-Taiwan collusion can happen for numerous reasons, which will continue to consume the mainland’s diplomatic resources and energy.”

“In view of the fact that the DPP authorities (of Taiwan) are determined to work with the U.S. and Japan against the mainland and that the United States is also making more and more frequent strategic manipulations of the Taiwan issue, while the mainland only takes fundamental measures and launches a resolute fight, can this situation be stopped, the DPP authorities and their supporters completely suppressed, and the strategic initiative of the situation across the Taiwan Strait brought under firm control.”

“The PLA fighter planes flew over the island of Taiwan. This is a step we must take. That will constitute a fundamental warning to the DPP authorities and bring about the reconstruction of the situation across the Taiwan Strait. It will be a clear and unmistakable declaration of China’s sovereignty over Taiwan, and will create unprecedented conditions for us to further implement this sovereignty.”

“The mainland military aircraft flying over the island of Taiwan must be backed by a large-scale and overwhelming military action. The military aircraft flying over is only part of the mainland’s strong determination to reset the Taiwan Strait structure. This is the showdown, giving the DPP authorities a choice between two alternatives: either accept that the mainland aircraft are to cruise through Taiwan, and step back its extreme anti-mainland path of colluding with the United States and Japan, or provoke a war by firing against the mainland military aircraft and be destroyed and eliminated by the People’s Liberation Army.”

A Young Man Who Fled to the U.S. Received a Threatening Call from His Village Chief in China

Ding Yiduo, a young man born in the 1980s in mainland China, fled to the United States and accepted an interview with the Epoch Times. Newspaper. After a year, He told his story about posting a message supporting “Hong Kong’s anti-extradition bill movement” on the WeChat group on the eve of the Chinese Communist Party’s Anniversary (October 1) in 2019. His act alarmed the local CCP public security agencies, incurring a series of acts of intimidation and compulsory requests. For example, he was summoned, interrogated, detained, forced to write guarantees, physically examined, had his blood drawn and more.

What he didn’t expect was that on September 27, when he was in the U.S., he received a threatening call from mainland China. “I was so scared at the moment because it was my first domestic call, and it was from our village chief. He told me, ‘The Ministry of Public Security of the Communist Party of China has listed you as a key surveillance target.’ When I finally settled down, I recorded our conversation, and he spoke for more than 8 minutes.”

“I’ll be on the road to death when I go back.” Ding Yiduo said. That was the main message of the village chief’s call to him. The village chief also emphasized, “What if the United States does not take you and sends you back to China? Did you think about the consequences the moment you landed (the United States)?”

At the end of the long-distance call, the village chief warned him that if he fails to handle the report (by the Epoch times) properly as soon as possible and erase the “negative” impact (on the CCP), he will be treated as a traitor and his name will be removed from the genealogy.

Chinese Communist Party Central Committee Sets a Goal to Become an Intellectual Property Power in the Next 15 Years

According to a Xinhua report, the Central Committee of the Communist Party of China and the State Council recently issued the “Guideline for Building a Powerful Intellectual Property Country (2021-2035).” The “Guideline” states that it is a major top-level design for the development of China’s intellectual property industry over the next 15 years.

The “Guideline” proposes that, by 2025, the added value of patent-intensive industries will account for 13 percent of GDP. The added value of copyright industries will account for 7.5 percent of GDP, and the total amount of royalties from the annual imports and exports of intellectual property will reach 350 billion yuan. The number of patents for high-value inventions per 10,000 people will reach 12.

Global Times: In the Battle for Public Opinion, (China) Must Take Firm Control of Communication Network

China’s state media Global Times published an opinion article commenting on how China should win the discourse rights and change the current trend of China’s weak position in international public opinion.

The article stated that “Behind the battle of international discourse rights for public opinion is the battle for the global communication network.”

The article continued, “The ownership of the global communication network is the crisis of politics, news media and ideology. Although the focus of the United States on the current global strategic confrontation is gradually shifting to China, its main work on cyber-public opinion warfare is still to deploy globally and fight on multiple fronts. At the same time, the global data infrastructure is undergoing a new round of periodic turnover. In the global public opinion field, China still has opportunities.”

The article proposed that, “In the future, China’s main countermeasures in participating and leading the global communication network may include the following three aspects. 1). In the current era, the world data center is no less (in importance) than the world shipping center and the financial center were in the past. According to its Ministry of Human Resources and Social Security, China should further strengthen the 5G network. It should further enhance the construction of the 5G network, data centers and the new generation of infrastructures, including the communication network, emerging information technology, and the computing power hub. 2). China should systematically study the experience of the cultural order’s changes during the rise of the Western powers and the deep logic of the global communication network; it should construct a strategic toolbox and a strategic research subjects group, realize awareness of real-time trends of the global public opinion field, and provide advice on agile decision-making. 3). On the basis of the dual-cycle (domestic and exporting) format of China’s economy, we should build strategic core nodes of supply of culture and promote the re-balancing of the global media and cultural order.”

Ministry of Education: Politics, Chinese and History Classes in Primary and Secondary Schools Shall Include the Study of (Communist) Party History

On August 24th, the Ministry of Education held the first press conference of the 2021 Education Golden Autumn Series to introduce the curriculum materials for the overall planning of major themes in education. The Ministry of Education issued the “Guide to Including the Revolutionary Tradition in the Curriculum Materials of the Primary and Secondary Schools.” The guide affirmed that classes in primary and secondary schools should include the contents of the revolutionary tradition and the history of the (Communist) Party. The guide clearly requires that the three major subjects of Politics, Chinese Language, and History as focus subjects shall include education about China’s revolutionary tradition and selectively integrate the content in Art classes (for example, music and the fine arts.), and organically consolidate the education into other subjects, achieving full coverage.”

Guide to Include Xi Jinping’s Thought on Socialism with Chinese characteristics for the New Era in “All Released Curriculum and Teaching Materials”

The Ministry of Education held a press conference on the 24th to introduce the “Curriculum Guide to Include Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era,” which the National Textbook Committee recently issued.

Han Zhen, a member of the National Textbook Committee, said at the press conference that this is to incorporate the latest achievements of Marxism in China into the curriculum materials of all levels and types of schools. The “Guide” clearly requires that Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era be fully integrated into the curriculum materials. Renmin University Professor Wang Yiwei: The Taliban Are China’s Good Brothers, “Demonized by the United States”

According to a report by Radio Free Asia (RFA), Wang Yiwei, a professor at the School of International Relations at Renmin (People’s) University of China, recently made a stunning statement on video and on social media, claiming that the Taliban are just like the “PLA.” “In the past they were demonized by the United States, but they are China’s good brothers.” The statement stirred up a big controversy over the Internet. Wang later deleted the videos and social media containing the messages.

In addition, the Chinese internet and self-media platforms are spreading controversial statements such as, “The Taliban is the choice of the Afghan people” and “(It is a) war for the national liberation of Afghanistan.” Some articles that questioned the statements or which opposed the Taliban were deleted from WeChat. For example, two articles, “Is the Taliban ‘the Choice of the Afghan People?’” and “Afghan Students Have been Subjected to Internet Bullies for Making Anti-Taliban Statements” have been deleted.
