China to Tighten Management of Social Organizations

Guangming Daily reported that the General Office of the Party and the State Council jointly issued an opinion in regard to establishing management policies for social organizations. The article stated that the basic guidelines of the opinion include "assurance of the Party’s leadership within the social organizations and persistence in reform and renovation while advancing on a stable path." It also targets building a management system by 2020 which will enable the "registration of social organizations, assist them in defining policy and guidelines, as well as enabling the Party organization to play a more significant role." The opinion also indicated that the Ministry of Finance will continue to allocate funding to support social organizations. In addition, government employees are not allowed to have a dual management position in any foundations or social groups. [Editor’s note: Social organizations in China include social groups, foundations, and private non-enterprise units.]

Today, August 17, 2016, is the 90th birthday of Jiang Zemin, the former top leader of the Chinese Communist Party and the People’s Republic of China. Central Commission for Discipline Inspection: 7,600 Questioned for Neglecting Responsibility

Guangming Daily reported that the Central Commission for Discipline Inspection (CCDI) website disclosed that, in the first six months of 2016, over 7,600 Party officials were questioned for neglecting their responsibilities. The Commission issued open notices on 14 significant cases to send a strong signal that the Party is intolerant of negligent behavior. The article stated that, by the end of May, 45,000 Party officials had been subject to disciplinary action. Meanwhile in the recent Party official responsibility guidelines that the Central Committee issued, it was clearly stated that the Party officials should be subject to accountability for their lifetimes.

Ministry of Agriculture Cites Concerns over Poor Fish Quality and Overfishing

People’s Daily recently published an article about a report from the Ministry of Agriculture. The report stated that, due to poor fish quality and the issue of overfishing, fish stock has been continually declining. It recommended actions that must be taken to improve the situation. The article stated that overexploitation in the Yangtze River has resulted in fish stock being below the acceptable level and that many types of fish face extinction. The same situation is happening in the East China Sea where fishing production continues to decline. Some regions do not even have fish stock anymore. The Ministry called for actions to be taken to protect the environment and the ecosystem.

Guangming Daily Commentary: Be Clear on the Evil Nature of a Color Revolution

Guangming Daily published a commentary about dissidents from Tianjin who were recently put on trial for “incitement to overthrow the state.” The commentary claimed that the dissidents stirred up hatred against the government and tried to launch a “color revolution” to end one party totalitarian rule in China. According to the article, these dissidents received financial backing from Western forces that gave them detailed directions and plans on how to build a solid organization. The article pointed out that evidence from around the world demonstrates that color revolutions only bring turmoil and disasters and cause the country to fall apart. It stated, “In order to understand how evil a color revolution is, we must persist in being firm about the leadership of the Chinese Communist Party and maintain a solid ground when facing hypocritical values and interests from the West. … What the Western world needs is for China to be in turmoil and to have a weak economy so it can take advantage of us. … Those politicians from the West wish to see China in a chaotic situation so they can capitalize on the gain in order to defeat their opponent during the presidential election.” Finally, the article emphasized that only the Party can unite the Chinese people together and that every citizen should make a wise choice to follow the leadership of the Party.

Former Military Vice Chairman Guo Boxiong Sentenced to Life in Prison

Well-known Chinese news site Sohu recently reported on a military court’s announcement released via Xinhua, that former Vice Chairman of the Central Military Commission Guo Boxiong was sentenced to life in prison. Guo was accused of corruption. He was also deprived of all political rights and his Colonel General rank, which is the equivalent to that of a full general in the US Army. Guo is the second former Vice Chairman of the Central Military Commission, after Xu Caihou, to have been found guilty under the anti-corruption campaign that Chinese President Xi Jinping has been leading. Xi is also the Supreme Commander of the Chinese Military. The military court did not disclose the total amount of corruption money. He mainly collected the money through his children and relatives by promoting military officials or approving military related real estate development projects. According to Guo’s son, who was jailed last year, “My family promoted half of all Chinese military officials.” Former Chinese President Jiang Zemin had promoted both Guo Boxiong and Xu Caihou very rapidly to the top military leadership team.
