Ministry of Organization: Prevent Cadres from Losing Faith in Communism
According to an article in Qiushi Theory, a political theory periodical published by the Central Party School and the Central Committee of the Communist Party of China, the Ministry of Organization recently issued a notice about strengthening Party cadres’ beliefs and their education in moral conduct. The notice required that all levels in the Party organization should provide guidance to help the Party cadres stay firm in their belief in communism as well as the ideology of socialism with Chinese characteristics. According to the notice, as the domestic and foreign environment keep changing, an alarming concern has developed that some cadres have encountered interference and have demonstrated both a loss in their belief in Communism as well as poor moral behavior. The notice said that the ideology education will help to prevent the cadres from becoming lost when they hear such remarks as “western democracy,” “universal values,” and “civil society,” as well as when they fall under the influence of feudal superstition and religion.

PBoC Dedicates Effort to Cleaning Up Renminbi Bills Having Falun Gong Information
A source inside China revealed a document to Chinascope. The document shows that People’s Bank of China (PBoC) has gotten a new task these days, a task that has nothing to do with its banking functions. To break the government’s prohibition and ban on the practice of Falun Gong, Falun Gong members in China have been printing their information on renminbi bills, which makes that information much harder to monitor and remove. In a document (No.75 [2014]) labeled as classified and extremely urgent, PBoC will allocate dedicated efforts to accomplish the task of dealing with what it calls "reactionary propaganda bills." Study Times: Developing the Party in the Non-Public Sector
Study Times published an article on further developing the Chinese Communist Party (CCP) in non-public economic entities. The article highlighted a few areas on which to focus. The first area it discussed was the leadership structure. The article pointed out that nearly one third of the provinces in China have used the Provincial Industry and Commerce Association as a vehicle to establish Party committees. They can be set up and given the responsibility to oversee the Party’s development in the non-public sector. The second area was the enterprise’s role as a provider of capital. Business owners have, to a large extent, influenced the progress of the CCP’s development in their enterprises. The CCP should absorb personnel into the Party, strengthen people’s belief in the socialist path with Chinese characteristics, and arrange political positions for them as a reward. Finally, the article emphasized the role of the Chamber of Commerce. The Chamber of Commerce has become more and more important in acting as the CCP’s base for CCP members in small businesses and in educating investors to support the Party’s development in their private businesses.

China’s New Think Tank Model Different from the Models from the Former Soviet Union and the U.S.
On July 14, Study Times, a journal of the Party School of the Central Committee of the Chinese Communist Party, published an article on developing China’s new think tanks with Chinese characteristics. The 3rd Plenary Session of the 18th Central Committee of the Chinese Communist Party (Nov. 9 – 12, 2013, in Beijing) stressed the need to “strengthen the Chinese characteristics of new think tanks and build a sound decision-making advisory system.” According to the article, the model for China’s new think tanks with Chinese characteristics is different from the "Soviet Union model," which had a close relationship to the government and gave advice to the former Soviet Union government directly, using its research results; it is also different from the "American model," which is independent from the U.S. government.
According to the article, China’s think tanks are diversified and complementary. “Providing service to the decision makers is fundamental and giving moderately advanced predictions is the key.” Think tanks help to improve the quality of how public policy performs in China and they enhance China’s international influence. To ensure a think tanks’ high quality service, the article suggests building up four mechanisms: “the Incentive mechanism, the competitive mechanism, the cooperation mechanism, and the oversight/supervision mechanism.”

2013 Blue Book on the Development of Radio, Film, and Television Published
On July 10, the State Administration of Press, Publication, Radio, Film, and Television published its 2013 Blue Book on the development of radio, film, and television. According to the statistics published in the Blue Book, in 2013, 824 new movies were produced; 326 of them played in theaters and 498 or 60 percent of the new movies didn’t make it to the theater. The movie box office revenue in 2013 was 21.7 billion yuan (US$3.5 billion), 12.7 billion of which came from domestic films. The total investment in television dramas was 10.3 billion yuan (US$1.67 billion) where 441 television dramas and 15,770 series were produced. The figures were down by 65 television dramas and 1,933 series compared to 2012. In addition, the growth rate in radio and television advertising decreased by 2.74 and 6.97 percent respectively compared to 2012. The Blue Book concluded, “It means that the traditional radio and television market is shrinking and the business model for this industry needs to be upgraded.”

Qiushi: Enhancing Five Senses to Manage the Internet
According to a Qiushi article published on June 30, "The Internet has become the main channel for news, the distribution center for public feelings and opinions, the breeding ground for negative sources and the origination of public events, and the main battlefield for the media struggle." The article suggested that government officials should enhance their senses in five areas so they can better control the Internet.
First, they should enhance their political sense in order to enforce political stability and "positive energy" on the Internet. Second they should enhance their sense of responsibility so that the local propaganda and Internet information agency, which is the primary office in charge of the Internet, can really guard the Internet well. Third, they should enhance their legal sense so they can use legal approaches to manage the Internet and publish more laws and regulations on the Internet industry. Fourth, they should enhance their sense of innovation. This will enable them to use new technology and approaches to manage the internet. Thus they can combine "human censorship," "technical censorship," and "joint censorship (with Internet site owners)" in order to find [the relevant] issues on the Internet quickly and thoroughly. Finally, they should enhance their sense of the battlefield so they can build up an Internet force to maintain full control over the battlefront [of the Internet].

Global Times: Radio Free Asia Collaborates with East Turkestan to Promote Anti-China Ideology
Xinhua carried an article which was originally published in Global Times. The article named a few western media and stated that they assisted the East Turkestan Islamic Movement, spread rumors, and ultimately promoted violent ideology in China. The article also mentioned that the social media in the West such as YouTube, iTunes, Facebook, Google, and Twitter also contain programs that circulate separatist ideology. The majority of the article’s contents listed evidence proving how Radio Free Asia used its coverage of the history, culture, and current situation in East Turkestan to demonstrate its true intention of promoting “anti-China and separatist ideology.” The article said that Radio Free Asia receives funding from the U.S. government. Its voice has become the outlet for East Turkestan separatism. In addition to Radio Free Asia, the article also named Voice of America and BBC Chinese, claiming they use their Uyghur language programs to instigate violence. As for Radio France International and Deutsche Welle, the article said that, due to a shortage of funding and out of concern for upsetting China, the media in European countries are unlikely to have Uyghur language programs. However, Deutsche Welle’s Chinese language program is obviously biased when it covers the violent crimes that East Turkestan commits in China.
